PUBLIC UTILITIES COMMITTEE MEETING Approved
Minutes of Meeting Held Monday, February 18, 2002
Chairman Dave Sanders called the meeting to order at 7:01 p.m. Also present
were Committee members Aid. Mark Slocomb and Aid. Rick Petfalski,
Engineering/Building Inspection Director Sean McMullen, Public Utilities
Superintendent Scott Kloskowski, Ruekert & Mielke representative Rich
Eberhardt, and those per the attached list.
It was noted that the meeting was posted in accordance with the Open Meeting
Law.
APPROVAL OF MINUTES OF PREVIOUS MEETING
Aid. Slocomb moved to approve minutes of meeting held January 21, 2002.
Seconded by Aid. Petfalski. Aid. Slocomb moved to amend page 3 to correct
"Reserve design" to "Review design" Seconded by Aid. Petfalski, motion carried
3-0.
STATUS OF PROJECTS:
Rich Eberhardt updated the Committee on the status of projects dated February
18, 2002, as attached.
SEWER UNFINISHED BUSINESS:
Status of Town of Norway Contract — There was nothing new to report
Status of Sewer Connections — Utilities Superintendent Kloskowski informed
the Committee that the Moose Lodge has been torn down. The Burke property is
scheduled to be burned down by the Tess Corners Fire Department in March.
However, Mr O'Malley has not applied for his razing permit.
Status of Proposed Amendment to SEWRPC's 208 Plan — Sean McMullen
reported the City is awaiting preliminary plat submittals to SEWRPC.
Further Review of Development Standards for Sewer & Water - The
Committee deferred this item to their next meeting.
SEWER NEW BUSINESS
(The following paragraph was removed for individual consideration by the Common Council on
2/26/2002 and sent back to Committee.)
Review Request to have City Purchase Property/Jacobus (Indian Trail) —
Ald. Slocomb informed the Committee about the history of the problem at the
Jacobus property. Mr Jacobus explained to the Committee the previous sewer
• backups and presented a letter from First Service Credit Union, which is
attached, denying financing due to the history of sewer backups. Mr Jacobus is
requesting that the City purchase his home. The Assessor's market value of the
home is approximately $159,000.00. Sean McMullen advised the Committee on
the process of the City purchasing properties and the anticipated timeline. Sean
McMullen advised that it could take six months or possibly as quick as four
months to complete the process. Ald. Slocomb moved to proceed with the
Relocation Order and to acquire an appraisal of the property. Seconded by Ald.
Petfalski, motion carried 3-0. Aid. Slocomb explained the process to Mr Jacobus
and asked him to market his home on the open market.
Review Proposed Amendment to Chapter 21 — Sewer Ordinance — The
Committee reviewed memorandum from Sean McMullen on the proposed
changes to the Sewer Ordinance. No. 3 under 21.06(2) as proposed was
deleted. Ald. Slocomb moved to approve the proposed amendment. Seconded
by Ald. Petfalski, motion carried 3-0.
Review Sewer Usage Charts and Compare REC Purchases — The Committee
asked that letters be sent to all those properties that will need more RCA's to
inform them that they will be required to purchase additional REC's beginning in
2003 after a full year of 2002 history has been seen.

Status on Potential Impacts to Well V/Status of Stoneridge Groundwater
Remediation — There was nothing new to report.
Status on Proposed Power Plants — Muskego/New Berlin — There was
nothing new to report.
WATER NEW BUSINESS
Direct Engineer to Prepare Map and Legal for Preliminary Assessment
Resolution to Amend the Water Capacity Assessment District for the
Janesville Road/Tess Corners Area - Ald. Petfalski moved to prepare map and
legal description for Ninth Amended WCA District. Seconded by Ald. Sanders,
motion carried 3-0.
Review Plans for Moorland Road Watermain —The Committee reviewed plans
for watermain on Moorland Road. Aid. Sanders moved to approve plans as
presented and send to DNR with bidding to be done with the Moorland Road
extension. Seconded by Aid. Petfalski, motion carried 3-0.
• ADJOURNMENT
Ald. Pettalski moved to adjourn at 9:35 p.m. Seconded by Ald. Slocomb, motion
carried 3-0.
