PUBLIC UTILITIES COMMITTEE MEETING Approved
Minutes of Meeting Held Monday, September 17, 2001
Chairman Dave Sanders called the meeting to order at 7:00 p.m. Also present
were Committee members Ald. Mark Slocomb and Aid. Rick Petfalski, Mayor
David DeAngelis, Utilities Superintendent Scott Kloskowski, Building/Engineering
Director Sean McMullen, Ruekert & Mielke representatives Rich Eberhardt and
Steve Schultz, and those per the attached list.
It was noted that the meeting was posted in accordance with the Open Meeting
Law.
APPROVAL OF MINUTES OF PREVIOUS MEETING
Ald. Slocomb moved to approve minutes of meeting held August 20, 2001
Seconded by Ald. Petfalski, motion carried.
STATUS OF PROJECTS
Rich Eberhardt presented status of projects list dated September 17, 2001
Utilities Superintendent Kloskowski advised that the North Shore Lift Station
conversion costs will be available soon.
SEWER UNFINISHED BUSINESS
Status of Town of Norway Contract/Current Sewer Rates — There was
nothing new to report.
Status of Sewer Metering — Utilities Superintendent Kloskowski reported there
are five multi -families and three businesses which have not yet had their meters
installed. The Utilities Department is working with the property owners and
plumbers to have these meters installed shortly.
Status of MMSD Proposed Stormwater Rules — Building/Engineering Director
McMullen reported on the new MMSD rules.
Status of Alternatives for In -Line Storage at McShane Lift Station — Rich
Eberhardt provided the Committee with an updated report on a storage facility at
the McShane Lift Station, as attached. The report included updated cost figures.
Ald. Petfalski moved to direct the City engineers to move ahead with the design
of Alternative 'F' as presented with a total cost of $4,114,932.00. Seconded by
Ald. Slocomb, motion carried 3-0.
Further Discussion of Acquisition of Sewer Televising Equipment/Review
Quotes - Utilities Superintendent Kloskowski reviewed quote received from
. Public Utilities Committee — September 17, 2001 — Page 2
Cues, Inc. for sewer televising equipment, as attached. Aid. Petfalski moved to
approve purchase of camera vehicle from Cues, Inc. Included in the purchase
will be options 1, 2, 3, and 4 for a total cost of $160,740.00, as well as 1,400 foot
of cable. Seconded by Aid. Slocomb, motion carried 3-0.
SEWER NEW BUSINESS
Determination of Sewer Availability — Hein/Tess Corners Drive —
Building/Engineering Director McMullen explained request. Ald. Sanders moved
to request connection for the Hein property from the City of Franklin and to allow
a mound system for this home if request is denied by the City of Franklin.
Seconded by Aid. Slocomb, motion carried 3-0.
WATER UNFINISHED
Status on Potential Impacts to Well V/Status of Stoneridge Groundwater
Remediation — There was nothing new to report.
Status on Proposed Power Plants — Muskego/New Berlin — There was
nothing new to report.
• Status of Repainting of Water Tower — Rich Eberhardt reported the Notice to
Proceed was issued to the contractor on September 14, 2001 The
preconstruction meeting has been scheduled for September 21, 2001
Status of Freedom Square Water Service/Possible Inclusion in WCA District
— Utilities Superintendent Kloskowski updated the Committee on the progress
being made with the Freedom Square Homeowners Association regarding their
hookup to the municipal water system. With a favorable vote of the members,
they expect to request to be acquired by the City of Muskego Water Utility at the
October meeting.
Status of Proposed Janesville Road Water Project — The Committee heard
comments from those in attendance regarding the extension of municipal water
on Janesville Road.
A representative from St. Paul's Church spoke in favor of the project due to
future building projects at St. Paul's which will require a sprinkler system.
Mr Skip Knapp, S67 W 14621 Janesville Road, spoke in favor of the project.
Utilities Superintendent Kloskowski reported on the people he has spoken with
• since the last public meeting regarding the project.

Utilities Superintendent Kloskowski presented letter received from Mr Wayne
Boldt dated September 14, 2001, as attached, expressing his support of the
project.
Mayor DeAngelis discussed the plan of deferred assessments with no interest as
being an option and possible TIF funding for the project.
Aid. Slocomb moved to approve moving ahead with the engineering for the
project which will extend service from the Jewel/Osco site east to St. Paul's
Church, and sending the plans to the DNR for approval, with the understanding
that assessments will be deferred without interest until connections are made.
Seconded by Aid. Petfalski, motion carried 3-0.
Review of Water Study — Steve Schultz presented preliminary water study
summary. The Committee discussed recommendations for infrastructure
improvements between now and 2010.
Review Disputed Sewer and Water Usage Bills — Maciolek — This item
removed from agenda.
• Report of City Engineer — Buldling/Engineering Director McMullen explained his
proposal to accept the existing watermain on the Wiza property on Apollo Drive.
Aid. Petfalski moved to accept watermain on the Wiza property on Apollo Drive.
Seconded by Aid. Slocomb, motion carried 3-0.

RE: McShane Inline Storage
Cost Estimate
Dear Scott:
As we discussed on Wednesday, September 12, 2001, the McShane Inline Storage
project has several items which are necessary for the project. In the cost estimates attached, we
have added costs to reflect a park shelter similar to the shelter at Well Number 7 The building
is sized to handle ADA and unisex restrooms, a concession area as well as a wet system odor
scrubber.
• The cost estimates also include the anticipated additional cost for the deeper gravity
storage alternative to maintain approximately one million gallons of storage below the lowest
basement in Freedom Acres. These increased costs are due to additional depth, high
groundwater and sandy soils in the project area.
•
The City also requested a cost estimate for as large a tank (vertically) as we could
design while still maintaining approximately one million gallons storage below the lowest
basement floor. This larger tank would provide for about 172 million gallons total storage
with 1.12 million gallons below the lowest basement. It would have flap gates to allow
surcharge flows to enter the tank from the gravity system.
In order to limit the odor creation and man-hours needed to clean the tank, a self
washing system is proposed. This system, which can be automatic or manually controlled,
would dump a volume of water from a reservoir to flush the tank floor clean after each storage
event.
The inline storage systems all would also have an emergency overflow weir which
would prevent the storage system and the force main from the Woods Road/Sandy Beach
station from being closed both at the same time. Should the controls, power, and human
backup systems fail to open the force main valve and/or the draw down gate in the system, the
flow from the Sandy Beach station would spill over this weir and flow into the McShane
Station by gravity.

Dear Scott,
We will be out of town for your Monday, September 17'h meeting regarding the
extension of a proposed watermain on Janesville Road, but we would like to share our
position and our views.
First of all, we are in favor of this proposal. Our reasoning is as follows:
• It makes good long-range sense. Many times in the past our City, County
• and State planners have not reached out far enough or early enough, which
results in costing the public more dollars and greater inconveniences.
• The extension should attract more commerce, helping to reduce our over all
tax base.
• Property values will be enhanced and more desirable.
• Possible positive affects on fire insurance costs and ratings.
We are concerned about the cost to each of us as property owners and the
hardships it may cause, but we also feel that this is a rare opportunity. With the
Counties reconstruction and resurfacing plans for Janesville Road, we will enjoy a more
appealing and beautiful easterly corridor to our City. The generous offer by Mayor Dave
De Angelis to waive the interest payments on the assessments and the property owner's
total freedom to connect at anytime of their choosing, makes this a more acceptable
proposal. Ultimately the watermain extension will be good for the people, community
and the City of Muskego and we should have something to be proud of.
