SPECIAL PUBLIC UTILITIES COMMITTEE MEETING
Minutes of Meeting Held Wednesday, September 12, 2001
Chairman Ald. David Sanders called the meeting to order at 6:05 p.m. Present were
Committee Members Ald. Mark Slocomb, Ald. Rick Petfalski (arrived at 6:30 PM), Mayor
De Angelis, Engineering/Building Inspection Director Sean McMullen, Public Utilities
Superintendent Scott Kloskowski, Alderman Butch Le Doux, Ald. Chuck Wichgers,
Richard Eberhardt (Ruekert & Mielke), and those per the attached list.
It was noted by Chairman Sanders that the meeting was noticed in accordance with the
Open Meeting Law.
Public Utilities Superintendent Scott Kloskowski explained to those present that this was
a special meeting and that residents on Janesville Road, from Moorland Road east to
St. Paul's Church, were invited to determine if they would be interested in municipal
water service which would be installed as part of the Janesville Road reconstruction
project.
Scott explained that the current front foot assessment rate (2001) is $37.08 a foot for
residential property and $41.90 a foot for commercial property. He further explained
that those properties abutting municipal water are required to have their existing wells
• tested every five (5) years.
The cost for individual water laterals is based on actual cost and he used an example of
a property with a 120 foot right-of-way would run approximately between $1,000.00 to
$1,500.00.
Mayor David De Angelis discussed with the affected property owners present if they
would be more receptive to this project if the City would defer the assessment for ten
(10) years, twenty (20) years, or indefinitely with the result being that there would be no
interest assigned to any outstanding assessment until such time as connection would
be made to municipal water.
Ald. LeDoux questioned if the residents can keep their existing wells when they connect
to municipal water and Scott explained that wells do not have to be abandoned unless
their safe water tests prove negative.
At the end of the discussion, Mr E. J. Salentine asked for a moment of silence in honor
of the recent tragedies in New York and Washington D.C.
Ald. Petfalski moved to adjourn the meeting at 7.15 PM. Seconded by Ald. Slocomb,
motion carried.
