PUBLIC UTILITIES COMMITTEE MEETING
Minutes of Meeting Held Monday, August 20, 2001
Acting Chairman Mark Slocomb called the meeting to order at the Municipal
Garage at 5:30 p.m. for the purpose of viewing a sewer camera equipment
demonstration performed by Cues, Inc. Also present was Committee member
Aid. Rick Petfalski, Mayor David DeAngelis, Utilities Superintendent Scott
Kloskowski, Building/Engineering Director Sean McMullen, Ruekert & Mielke
representative Rich Eberhardt, and those per the attached list. Aid. Dave
Sanders was absent.
After the demonstration, the meeting convened at City Hall at 8:07 p.m.
It was noted by Acting Chairman Slocomb that the meeting was posted in
accordance with the Open Meeting Law.
APPROVAL OF MINUTES OF PREVIOUS MEETING
Aid. Petfalski moved to approve minutes of meeting held July 16, 2001
Seconded by Aid. Slocomb, motion carried.
STATUS OF PROJECTS — Rich Eberhardt presented status of projects listed
dated August 15, 2001 as attached. The Committee discussed correspondence
from Pat Wohlers of Ruekert & Mielke relating to changing the service at the
North Shore Lift Station from 240 volts to 480 volts.
SEWER UNFINISHED BUSINESS
Status of Town of Norway Contract/Current Sewer Rates — There was
nothing new to report.
Status of Sewer Metering — Utilities Superintendent Kloskowski reported that
most required meters have been installed or property owners have contacted the
City to notify that they have plumbers hired to do the installation.
Status of MMSD Proposed Stormwater Rules — Building/Engineering Director
McMullen updated the Committee on the proposed stormwater rules.
Status of Alternatives for In -Line Storage at McShane Lift Station - Utilities
Superintendent Kloskowski reported on the progress of this project. New cost
estimates and five alternatives were reviewed. Storage volume, cost per gallon
of storage, and total estimated project cost were reviewed for each alternative.
Further Discussion on Acquisition of Sewer Televising Equipment/Review
Quotes - The Committee discussed the demonstration of the Cues, Inc.

equipment which they had viewed earlier in the evening. It was decided that
another demonstration should be scheduled for Friday, August 24, 2001 and that
another Notice of Meeting should be given.
SEWER — NEW BUSINESS
Discuss Krause Deferred Sewer Assessment - North Cape Drive — Mr &
Mrs. Chris Krause were present and were requesting that their deferred sewer
assessment for their property (Tax Key #2257.993.002) be forgiven and that they
be reimbursed for extra laterals. Aid. Slocomb moved to forgive deferred
assessment if deed restriction barring any future divisions of this property and
their parent's parcel if land swap is achieved. Aid. Petfalski seconded, motion
carried 2-0.
Review Ready -To -Serve Properties — The Committee reviewed list of
properties provided by Sewer Utility Clerk dated 2001 Aid Slocomb moved to
make no changes to list as provided. Seconded by Aid. Petfalski, motion carried
2-0.
Review 2nd Quarter Sewer Usage Charge for Boldt — Tax Key #2165.978 —
• Due to a leak discovered at the Boldt property, the Committee discussed billing
for second quarter sewer usage. Documentation from Kowalkowski Plumbing
was reviewed which explained the leak that was discovered. Aid. Petfalski
moved to calculate sewer usage based on history from previous four quarters.
Aid. Slocomb seconded, motion carried 2-0.
Review Quarterly Bills for Town of Norway — The Committee reviewed 2nd
quarter bill for 2001 for the Town of Norway in the amount of $62,346.70. Aid.
Slocomb moved to approve payment in the amount of $62,346.70. Seconded by
Aid. Petfalski, motion carried 2-0.
Review Quarterly Bills for MMSD - The Committee reviewed 2nd quarter bill for
2001 for MMSD in the amount of $132,469.27. Aid. Petfalski moved to approve
payment in the amount of $132,469.27 Seconded by Aid. Slocomb, motion
carried 2-0.
WATER UNFINISHED BUSINESS
Status on Potential Impacts to Well #7/Status of Stoneridge Groundwater
Remediation — Utilities Superintendent reported that Ruekert & Mielke have
responded in writing to the Waste Management plan.
• Status of Proposed Electrical Power Plants — Muskego/New Berlin — There
was nothing new to report.

Status of Repainting of Water Tower - Utilities Superintendent Kloskowski
reported that the contracts from the contractor are due back shortly and work is
to commence in September
Status of Freedom Square Water Service/Possible Inclusion in WCA District
— Utilities Superintendent Kloskowski reported that a favorable response has
been received from the Board of Directors of the Freedom Square
Condominiums.
Status of Proposed Janesville Road Water Project — Utilities Superintendent
Kloskowski reported that a September 12, 2001 meeting date has been set and
affected property owners will be invited to discuss the proposed project.
Review of Water Study — Utilities Superintendent Kloskowski reported on the
Preliminary Report submitted by Steve Schultz of Ruekert & Mielke.
WATER NEW BUSINESS
Discuss Water Assessment for Krogman's 1st Addition — Little Muskego
• Lake Access Lot — Property owners responsible for payment of fees for Little
Muskego Lake Access Parcel (Tax Key #2193.032.001) have requested that
water assessment for this parcel be forgiven. Aid. Petfalski moved to forgive
assessment if easements are given for sanitary and storm sewers on this lake
access parcel located at the end of Center Drive. Seconded by Aid. Slocomb,
motion carried 2-0.
Determination on Municipal Water Requirement/Rosewood Addition —
Utilities Superintendent Kloskowski explained how this requirement came about.
Aid. Petfalski moved to not require municipal water for the nine lots in question.
Seconded by Aid. Slocomb, motion carried 2-0.
Review Disputed Sewer and Water Usage Bills — Maciolek — Utilities
Superintendent Kloskowski reported to the Committee on the dispute regarding
charges on sewer and water bills for the Maciolek property. Aid. Slocomb moved
to defer Aid. Petfalski seconded, motion carried 2-0.
It was noted that the 'Report of City Engineer" item should be changed to 'Report
of Director of Building & Engineering on future Committee agendas.
