PUM20010716Public Utilities Committee — July 16, 2001 — Page 1 CITY OF MUSKEGO PUBLIC UTILITIES COMMITTEE MEETING Approved Minutes of Meeting Held Monday, July 16, 2001 Acting Chairman Mark Slocomb called the meeting to order at 7:03 p.m. Present were Committee member Ald. Rick Petfalski, Utilities Superintendent Scott Kloskowski, Ruekert & Mielke representative Rich Eberhardt, and those per the attached list. Aid. Dave Sanders was absent. It was noted by Acting Chairman Slocomb that the meeting was posted in accordance with the Open Meeting Law. Approval of Minutes of Previous Meeting Aid. Petfalski moved to approve minutes of meeting held June 18, 2001 Seconded by Aid. Slocomb, motion carried. SEWER UNFINISHED Status of Town of Norway Contract/Current Sewer Rates — Superintendent Kloskowski reported that the lawsuit with the DNR is continuing. Status of Sewer Metering - Utilities Superintendent passed out a list of those properties not complying. Another letter will be sent to those not complying informing them of specific fine costs and giving a seven (7) day deadline for compliance. Status of MMSD Proposed Stormwater Rules — Aid. Slocomb updated the Committee. The Committee reviewed letter from Mike Campbell of Ruekert & Mielke, dated July 12, 2001, that was sent to MMSD discussing requested changes as a result of a recent meeting of Villages of Elm Grove and Thiensville, Butler, and Menomonee Falls and the City's of Brookfield, Mequon, Muskego, and New Berlin. Further Discussion on Claim Received from Zaharopoulos- Boxhorn/Groveway/Ryan Sewer Project - Atty. Gregory Katsonis represented Mr Zaharopoulos regarding the City's offer to accept the previous offer of $5,350.00 minus accrued Ruekert & Mielke bills of $1,826.51 for a total of $3,523.49. Atty. Katsonis offered to split the total cost of the Ruekert & Mielke bills. Aid. Petfalski moved to accept offer from Mr. Katsonis in the total amount of $4,436.74. Aid. Slocomb seconded subject to Mr Zaharopoulos signing release of responsibility for the City, motion carried 2-0. Status of Alternatives for In -line Storage at McShane Lift Station - Rich Eberhardt updated the Committee. He is working with contractors on various alternatives. • Public Utilities Committee Minutes — 7/16/2001 — Page 2 accommodate the City's needs and a demo will be scheduled as soon as equipment is available. Review Connection Status, Possible Forced Hookup — Ms. Judy Wachowiak, a representative of the Moose Lodge, updated the Committee on progress on the rebuilding of the Moose Lodge. They are looking to the Fire Department to raze the building. Aid. Slocomb moved to defer the hookup until October, 2001 Seconded by Aid. Petfalski, motion carried 2-0. Mr Jack Henry, representing O'Malley Investments, updated the Committee on the status of hookup. He advised that currently he is working on a land sale and easement with the Laimon's and he will reorganize the project when the sale is complete. It is anticipated that the building will be razed when the new plans are approved. A representative for Durham Hill Nursery advised that they plan to build facilities by spring, 2002. Aid. Petfalski moved to extend deadline date to May, 2002. Seconded by Aid. Slocomb, motion carried 2-0. Loomis Martins LLC updated the Committee advising that the building is to be • razed by October or connected to sewer Aid. Petfalski moved to extend connection date to October, 2001 Seconded by Aid. Slocomb, motion carried 2- 0. NEW BUSINESS Review On -Site Plans — Superior Emerald Park Lift Station - The Committee reviewed plans. Aid. Slocomb moved to approve conditioned on Ruekert & Mielke reviewing letter Seconded by Aid. Petfalski, motion carried 2-0. WATER UNFINISHED Status of Potential Impacts to Well V/Status of Stoneridge Groundwater Remediation — Utilities Superintendent reported that the City has received updated draft of the Work Plan Document for the Groundwater Monitoring Program from the Muskego Site Groundwater Remediation Group. Status of Proposed Electrical Power Plant — New Berlin — Nothing new to report. Status of Repainting of Water Tower — Utilities Superintendent reported that bids will be opened Thursday, July lgth It is anticipated a special Public Utilities • Committee meeting will be scheduled prior to the July 24th Common Council meeting to accept bids. • Public Utilities Committee Minutes — 7/16/2001 — Page 3 Status of Freedom Squire Water Service/Review of Report from Ruekert & Mielke - Utilities Superintendent presented report from Ruekert & Mielke. A meeting will be scheduled with the Freedom Square Board of Directors. WATER NEW BUSINESS Establish Date for Information Meeting/Janesville Road Water Project — The Committee prefers the meeting be scheduled prior to the September Public Utilities Committee meeting. It was suggested that the date be September 5, 2001 at 6:00 p.m. Rich Eberhardt presented status of projects list dated July 16, 2001 The Committee reviewed letter from S/W Engine & Power Systems about the North Shore lift station generator problem. Utilities Superintendent Kloskowski reported that Ruekert & Mielke is looking into changing service to 480 v. 3 phase. Ald. Peffalski moved to adjourn at 9:10 p.m. Seconded by Ald. NORTH SHORE LIFT STATION GENERATOR GENERAC, general contractor and supplier still working on finding solution to problem with phase outage detection. Options to resolve fault are limited to: 1) do nothing and physically check pump operations when alarms sound 2) replace grounded B power supply with three phase NORTH CAPE ROAD / RYAN RD TO 500 FT N. OF BOXHORN DR. Construction continues. Almost all pipeline construction completed WOODS ROAD — BROOKE LANE TO EAST OF RACINE AVENUE Project close out paper work sent to contractor DEVELOPMENTS: CANDLEWOOD (INTERIOR) Phase one plans have been reviewed.
