Minutes of Meeting Held Monday, May 21, 2001
Acting Chairman Mark Slocomb called the meeting to order at 7:07 p.m. Present
were Committee members Ald. Rick Petfalski and Ald. David Sanders (arrived
8:30 p.m.). Also present were Utilities Superintendent Scott Kloskowski and
Ruekert & Mielke representative Rich Eberhardt.
It was noted by Chairman Slocomb that the meeting was posted in accordance
with the Open Meeting Law.
Approval of Minutes of Previous Meeting
Aid. Slocomb moved to approve minutes of meeting held April 23, 2001
Seconded by Aid. Petfalski, motion carried.
Rich Eberhardt presented status of projects list dated May 16, 2001 as attached.
SEWER UNFINISHED
Status of Town of Norway Contract/Current Sewer Rates — There was
nothing new to report.
Status of Sewer Metering — Utilities Supt. Kloskowski updated the Committee
on the status of meter installation for commercial/multi-family properties. Notices
will be sent to property owners who have not had their meters installed.
Status of MMSD Proposed Stormwater Rules — There was nothing new to
report.
Further Discussion on Claim from Zaharopoulos-Boxhorn/Groveway/Ryan
Sewer Project — Ald. Slocomb, Utilities Supt. Kloskowski, and Bldg./Engineering
Director Sean McMullen will meet with Mr. Zaharopoulos to discuss the situation.
Aid. Slocomb moved to defer Seconded by Ald. Petfalski, motion carried.
Status of Alternatives for In -line Storage at McShane Lift Station — Rich
Eberhardt updated the Committee on the status of the project. The design work
is ongoing. A letter will be sent to neighboring property owners requesting
basement elevation measurements to facilitate setting the alarm at the proper
height.
Review of Connections/North Cape/Ryan & Loomis (Durham Hill
Nursery/Possible Forced Hookups — Aid. Slocomb reported that Durham Hill
Nursery currently has no plumbing facilities, but is now developing plans for
installation of facilities.

The Committee discussed connection of the Burke property at W125 S9782
North Cape Road (#2257.978.005). Aid. Slocomb moved to extend deadline for
connection until the July meeting date. Seconded by Aid. Sanders, motion
carried 3-0.
The Committee discussed connection of the G.A.P of Wind Lake property
located at W125 S9808 North Cape Road (#2257.976). The Committee directed
that the Sewer Utility Clerk obtain a copy of the agreement from contactor who
will be doing connection.
NEW BUSINESS
Review First Quarter MMSD Invoice — Aid. Slocomb moved to approve invoice
from MMSD dated 5/25/2001 Seconded by Aid. Petfalski, motion carried 2-0.
Review Amendment to the Regional Water Quality Management Plan (Plan
Office) — Aid. Slocomb moved to approve. Seconded by Aid. Petfalski, motion
carried 2-0.
Review Town of Norway 1at Quarter 2001/Balance of 2000 — Aid. Slocomb
• moved to approve invoice from Town of Norway dated 5/4/2001 in the amounts
of $42,270.89 and $11,134.39. Seconded by Aid. Petfalski, motion carried 2-0.
Acquisition of Sewer Televising Equipment — Committee discussed
acquisition of sewer televising equipment. Funds are available from manhole
rehab program for this purchase. Utilities Supt. Kloskowski will obtain further
information for Committee review.
WATER UNFINISHED BUSINESS
Status of Potential Impacts to Well #7/Status of Stoneridge Groundwater
Remediation — Rich Eberhardt discussed flow meter data for Stoneridge.
Committee also discussed remediation plan which was sent to the EPA. Utilities
Supt. Kloskowski requested a copy.
Status on Proposed Electrical Power Plant — New Berlin — There was nothing
new to report.
Status of Repainting of Water Tower- Rich Eberhardt reported that Ruekert &
Mielke in the process of drawing plans and specs with the intent to bid the project
in June, 2001

Status of Water Rate Increase — Water rate increase to go into effect July 2,
2001 Aid. Slocomb moved to set 1 % as penalty charge. Seconded by Aid.
Petfalski, motion carried 3-0.
WATER — NEW BUSINESS
Review Survey Results/Proposed Janesville Water Project — The Committee
discussed survey results. It was decided that the Mayor's secretary should
schedule a meeting during the month of September and invite property owners
along Janesville Road from Moorland Road east to St. Paul's Church to discuss
the issue further
Discuss Freedom Square Water Service — Utilities Supt. Kloskowski reported
that Freedom Square is looking into connecting their water system to the
municipal water system. Ruekert & Mielke is investigating the value of their
existing system.
Aid. Petfalski moved to adjourn at 9:20 p.m. Seconded by Aid. Sanders, motion
carried.

Updated punch list sent out March 12, 2001
Contractor said all will done by April 1, 2001 except for restoration (}grass)
Contractor said Friday April 13 that he has not done the repairs, weather was not conducive to him
completing punch list.
Contractor was reminded that liquidated damages are adding up.
The generator is on line and everything works,
Waiting for Contractor to restore site. As of May 2"'f Contractor said the end of
that week
