PUM20010319PUBLIC UTILITIES COMMITTEE MEETING - CITY OF MUSKEGO Approved Minutes of Meeting Held Monday March 19, 2001 Chairman David Sanders called the meeting to order at 7:03 PM. Present were committee members Aid. Mark Slocomb and Aid. William Le Doux. Also present were Utilities Superintendent Scott Kloskowski, and Ruckert - Mielke representative Richard Eberhardt. It was noted by Chairman David Sanders that the meeting was posted in accordance with the Open Meeting Law. Approval of Minutes of Previous Meeting Aid. Slocomb moved to approve the minutes of the February 19, 2001 meeting. Seconded by Ald. Le Doux motion carried. Status of Projects Richard Eberhardt reviewed the status of projects (as per attached) noting the following updates. EPI boring pits started today. The contractor for Quietwood Creek will be checking with the Public Works Superintendent regarding possibly the need for temporarily closing Daisy Dr. The committee noted that the developer had not yet produced a sewer video for Victorian Villas. Scott suggested that the City will be having Visu — Sewer do some work and at that time they could also complete the video for the Victorian Villas and charge the developer. Aid. Sanders expressed his concern with the unsightly items that still need to be removed from the North Shore Lift Station. The punch list should be completed by April 1, 2001. Utilities Superintendent reported the Manhole Rehab 2001 project started today. Status of Town of Norway Contract Nothing new to report. Status of Sewer Metering Utilities Superintendent noted that 75% to 80% of the meters had been installed. There are several property owners that have not yet picked up their meters that had been ordered. A notice will be sent out to remind them to pick up their meters. New Berlin contacted Scott to ask questions regarding two properties that are required to install meters. One property has been vacant for years, and the other property is a service garage which also has a house that both are connected to the same well head which would be difficult to meter. The committee decided to continue to charge the two properties by employee survey information sheet and to review the properties on an annual basis. The concern will be if there is a change of use, then the committee will further discuss the requirements to be metered. Status of MMSD Proposed Storm Water Rules Nothing new to report. Further discussion on claim received from Zaharonoulos — Boxhorn-Grovewav-Rvan Sewer Proiect Mr. Zaharopoulos and his Attorney attended the meeting and had several questions on what the committee required in order to settle this claim. The main issue that Mr. Zaharopoulos has is the replacement of an additional eight trees. The original trees he did agree that the City would not be able to replace them due to the maturity of the trees, the size of one - being a 12" diameter tree and availability of another (Walnut Tree) was not an option. The committee had offered to settle the claim for $5,350.00 at this time and requested them to supply cancelled checks for items in claim. The committee decided to do some further investigation on claims and defer this matter until next month. Aid. Slocomb made a motion to defer in order to review copies of their cancelled checks to be sent in before next month's meeting and to check with how other communities handled similar situations. Aid. Le Doux seconded, motion carried. Status of alternatives for in -line storage at McShane Lift Station Mc Shane Underground Storage Facility was discussed noting that the telephone lines had not been marked on the original plans. Mr. Eberhardt brought in corrected plans. The committee discussed ways to prevent leakage, with possibly sealing the joints with an exterior sealant, also lining the interior of the pipes. Mr. Eberhardt suggested several options and will present the cost and ideas at a future meeting. One of the concerns is location of the underground storage tank. The Parks Department possibly will be constructing a ball diamond at Bluhm Field and the timing would be an issue. The Utilities Superintendent will confer with the Parks and Recreation Director. Public Utilities Committee Minutes — 3/19/2001 — Page 2 •Review Deadline of Sewer Connections The property owner of S69 W 16643 Martin Dr. (#2171.113) had been given an extension of the original deadline to connect to the sewer system. The property connected to the sewer system on February 27, 2001. SEWER NEW BUSINESS Review Bids for Easement Jetter The committee reviewed the following bids for the project: Contractor Base Bid Sewer Equipment of America $ 18,700.00 Aid. Sanders made a motion to accept the quote from Sewer Equipment ofAmerica far a Self -Propelled Easement Machine $16,460.00, and price for the Trailer $2,240.00 at total of $18, 700.00. Ald. Slocomb seconded, motion carried. WATER UNFINISHED Status of Stoneridge Ground Water Remediation Nothing new to report Status on proposed electrical power plant — New Berlin Nothing new to report. Status of Repainting of the Water Tower •The committee reviewed a letter on behalf of LaBrandt & Associates, et al, requesting an extension of the time to respond to the claim. The committee stated the issue was with the contractor who needs to fix the paint. 11 WATER NEW BUSINESS Review request to apply for 2001 Simplified Rate Case Water Rate Increase The committee discussed the memo from the Finance Director advising the committee the need for the increase. Ald. Slocomb made a motion to have the water utility apply for a 2001 Simplified Rate Increase. Ald. Le Doux seconded, motion carried. Mr. Rich Eberhardt was dismissed at 8:05 p.m. REVIEW OF DEFERRED ASSESSMENTS/SEWER & WATER Nothing new to report. REVIEW OF FIVE-YEAR CAPITAL PLAN The committee will be discussing in the future a possible water extension for Moorland South. ACCEPTANCE OF IMPROVEMENTS Ald. Le Doux made a motion to defer the acceptance of improvements for Kelsey Dr. Loughney/Salentine until they have a recommendation. Ald. Sanders seconded, motion carried. REPORT OF UTILITIES SUPERINTENDENT/REPORT OF CITY ENGINEER Utilities Superintendent Kloskowski reported that he had positive feed back from the property owners on Janesville Road for a future water main extension. An information meeting is scheduled for Thursday, March 22, 2001 at City Hall.
