PUM20010219PUBLIC UTILITIES COMMITTEE MEETING - CITY OF MUSKEGO Approved Minutes of Meeting Held Monday February 19, 2001 Chairman David Sanders called the meeting to order at 7:15 PM. Present were committee members Aid. Mark Slocomb and Aid. William Le Doux. Also present were Utilities Superintendent Scott Kloskowski, Mayor De Angelis, and Ruckert - Mielke representative Richard Eberhardt. It was noted by Chairman David Sanders that the meeting was posted in accordance with the Open Meeting Law. Approval of Minutes of Previous Meeting Ald. Le Doux moved to approve the minutes of the January 22, 2001 and February 13, 2001 meetings. Seconded by Ald. Slocomb, motion carried. Status of Projects Richard Eberhardt reviewed the status of projects (as per attached) noting the following updates. EPI lift station contractor intends to start March 12, 2001, with a final completion date of August 15, 2001, Rausch system passes testing and restoration will be done in Spring. Quietwood Creek is having some problems with cracked fittings on the risers. Status of Town of Norway Contract Nothing new to report. Status of Sewer Metering Scott reported that there had been a problem with the supplier. The meters have been received and should be installed before the end of this quarter. Since the meters have been delivered, the deadline to install the meters will be March 31, 2001, • Status of MMSD Proposed Storm Water Rules The Technical Committee meeting has been postponed until March. The Committee reviewed the letter sent to MMSD from Michael Campbell of Ruekert— Mielke. Review request for sewer capacity — Nature Estates (Boehm) Mr. Wayne Salentine appeared before the committee at the 11/16/00 meeting, to request sewer capacity for a fifteen (15)-lot subdivision on the south side of Woods Rd. Director McMullen reported the City is waiting for a further clarification on the Amended 208 Sewer Service Area from SEWRPC. The Plan Director will be meeting with SEWRPC this week. Review Deadline of Sewer Connections The property owner of S69 W 16643 Martin Dr. (#2171.113) had been given a deadline to connect to the sewer system of November 24, 2000. The property did supply the committee a copy of their signed contract. The property owner called on February 14, and reported that she spoke with her contractor and plans to be connected by February 23. Ald. Sanders made a motion to defer until next month. Ald. Le Doux seconded, motion carried. Further discussion on claim received from Zaharopoulos — Boxhorn-Grovewav-Rvan Sewer Proiect Mr. Zaharopoulos was invited to attend the meeting and supply cancelled checks for items in claim. Aid. Slocomb informed the committee he spoke with an Attorney who is working with Mr. Zaharopoulos on gathering information requested by the committee. Ald Slocomb made a motion to defer in order to review a detailed package to be sent in before next month's meeting. AId. Le Dour seconded, motion carried. Status of alternatives for in -line storage at McShane Lift Station The committee reviewed the preliminary schedule and cost estimates for the McShane Storage Facility provided by IR Ruekert — Mielke. North Cape Ryan 500' N of Boxhorn Sewer Project The committee reviewed the Public Hearing comments. Mr. Dumke was present and had several questions on connecting to the sewer system and the expense. Mr. Dumke noted he had not been invited to the last meeting. The foundry owned by Mr. Dumke will be serviced internally by a grinder pump connected to the 2" pressure lateral that was assessed on the Lorenz property. Mr. Dumke asked if his two houses that set back approximately 1000' would Public Utilities Committee Minutes — 2/19/2001 — Page 2 be required to connect. Ald. Slocomb indicated the committee would not require the houses to connect at this time because the distance was over 500' The committee reviews the standby properties on an annual basis. Mr. Dumke • indicated the foundry would need to update the bathrooms to meet building requirements. Scott directed Mr. Dumke to check if the plumbing code would require a need for possibly a duplex grinder pump in order to serve all of his properties in the future. Scott suggested Mr. Dumke get several estimates from contractors for the conversion work. Ald. Slocomb suggests hiring a contractor that has experience with conversions. Ms. Lorenz was concerned if the foundry was sold how the connection of her property would be affected. Scott suggested that an agreement regarding the connection be done in advance between the two properties should a change of ownership take place. Mr. Blattner and family were there to find out the decision of the committee on the method of assessment. Mr. Blattner questioned the possibility of servicing future parcels on his property. The committee suggested he meet with the Plan Director. The committee also discussed that some of his property is outside of the sewer service area. The committee reviewed the three ways the assessment roll had been calculated. Since the county determines how many access points the property has, the committee felt the fair way to assess would be on front foot only verses a unit assessment. Aid. Slocomb made a motion to determine the assessment method to be on the front foot basis. Ald. Le Doux seconded, motion carried. Rich discussed the reduction of the alternative bid of $9,730.00 and how this would affect the assessments. Aid. Slocomb made a motion to reduce the project cost by the $9, 730.00 and to recalculate the front foot cost to reflect the reduction and to recommend approval with these changes of the final assessment roll to council. Aid. Sanders seconded, motion carried. Rich indicated he would have the address and tax key correctionsmade on the assessment roll by Friday. A letter will be sent to the property owners to have them indicate how many laterals they would like for their property. Ald. Slocomb discussed the interest rate and noted that the committee had not received input from the Finance Director. The committee would like the method of calculating interest to be researched and analyzed by the Finance Director prior to Council's final approval. Ald. Slocomb made a motion to set the interest rate at 8%subject to reviewing the information requestedfrom the Finance Director. Aid. Le Doux seconded, motion carried. SEWER NEW BUSINESS • Review Condo's Sewer Usage Charges Pioneer Centre has two buildings that have two units each. Due to the fact the meter is installed on the well head the question is how the two buildings should be charged for sewer usage. Ald. Slocomb made a motion to charge the two buildings in the Pioneer Centre Condo's that have two units each as part of the complex, based on metered usage plus a connection charge per building. Ald. Le Doux seconded, motion carried. Pioneer Center and Freedom Square Condo's have requested that each unit receive an individual bill. Sanders made a motion to accept the recommendation of the engineers for the low bid, Underground Pipeline, Inc. in the amount of$ 227,634.00, contingent on receipt of Waukesha County Department of Public Works permit • for the 2001 Muskego Sanitary Manhole Rehab Program Project. Public Utilities Committee Minutes — 2/19/2001 — Page 3 Status on proposed electrical power plant — New Berlin Mayor reported a binder of information had been dropped off in his office for review. • Status of Repainting of the Water Tower Mayor reported the City is waiting to hear back from the Bonding Company. WATER NEW BUSINESS Review Correspondence from Ruekert — Mielke on Regional Water Supply Issues The committee discussed the letter from Steven H. Schultz of Ruckert — Mielke, urging the communities to contact SE WRPC and express support for a regional study. The committee discussed the need to create a model for a baseline data. The Mayor will be sending a letter in response to the regional study. Determine meeting Date for Proposed Janesville Rd. Water Project The Mayor's office will be scheduling a meeting with Rich, and to invite the property owners in to determine interest in a proposed water project on Janesville Rd. Mr. Rich Eberhardt was dismissed at 8:36 p.m. REVIEW OF DEFERRED ASSESSMENTS/SEWER & WATER — Nothing new to report. REVIEW OF FIVE-YEAR CAPITAL PLAN - Nothing new to report. ACCEPTANCE OF IMPROVEMENTS The committee reviewed the memo from Mr. McMullen recommending the committee to approve sewer and water plans for the Reserve at Champion's Village. Aid. Slocomb made a motion to approve sewer and water plans for the Reserve at Champion's Village contingent on the completion of the corrections listed in the February 15, 2001 letter from Ken Ward on the sewer and water main, amd MMSD and DNR approval, also on the receipt ofsatisfactoryfire 40 flow computations for Ruckert — Mielke. Ald. Le Doux, seconded, motion carried. REPORT OF UTILITY SUPERINTENDENT/REPORT OF CITY ENGINEER Scott reported on the significant rain event and that the system held its own. Scott also reported the North Shore Lift Station startup had been done, and everything went good. Training will be held next week.
