Minutes of Meeting Held Thursday, November 16, 2000
Chairman David Sanders called the meeting to order at 7 15 PM. Present were committee members Aid. Mark
• Slocomb and Aid. William Le Doux. Also present were Utilities Superintendent Scott Kloskowski, Finance Director
Dawn Gunderson, Alderman Kathy Chiaverotti, Ruekert-Mielke representative Richard Eberhardt, and those per the
attached list.
It was noted by Chairman David Sanders that the meeting was posted in accordance with the Open Meeting Law.
Notice of Closed Session
Chairman Sanders noted that they would not be going into Closed Session, as there were no new developments on the
two closed session items.
Approval of Minutes of Previous Meeting
Aid. Slocomb moved to approve the minutes of the October 16, 2000 meeting. Seconded by Aid. Le Doux, motion
carried.
Review of Water and Sewer Budgets
Finance Director Dawn Gunderson presented to the committee the proposed Water and Sewer Budgets for 2001.
Aid. Slocomb moved to recommend adoption of the 2001 Sewer Budget for Council approval. Seconded by Aid. Le
Doux, motion carried 3-0. Aid. Sanders moved to recommend to Council the approval of the 2001 Water Budget.
Seconded by Aid. Le Doux, motion carried 3-0.
Status of Projects
Richard Eberhardt reviewed the status of projects (as per attached) nothing the following updates: Utility
Superintendent Kloskowski noted that the Linnie Lac Agreement was reviewed at the City of New Berlin's public
utility meeting and was recommended for approval by their Council. The City of New Berlin and the City of
Muskego will be acting on this item at their November 28, 2000 respective meetings. Richard Eberhardt noted that
• they need input from the City on the shoulder work to be done and then they will be ready to close out the Wood
Road/Brooke Lane water project. Champions Village Add. #3 — paving contractors had knocked off manhole
covers that will be repaired. Hillendale Water Project — Dyer easement work completed except for restoration and
inside conversion to all properties has been completed. Lakewood Condos — safe water test results received today so
connection will take place on Friday or Monday. Woods Road (Quietwood Creek) eastbound patch work completed
on 11 /15/2000. Rosewood Estates — underground punch list complete. North Shore Generator — new one will be
installed and operational in a couple of weeks. North Cape/RyanBoxhorn — appraisal should be received next
week and will be sent to Attorney Molter to prepare required documents.
SEWER UNFINISHED
Status of town of Norway Contract
The committee noted that the City Attorney has filed for a judicial review of the Department of Natural Resources
approval of the sewer user ordinance and user fees adopted by the Sanitary District No. 1 of the town of Norway and
a Notice of Circumstances of Claim and Claim by the City of Muskego against Sanitary District No. 1 of the Town of
Norway District. This action was taken, as the City of Muskego believes that the DNR's findings are in violation of
the rights of the City of Muskego.
Status of Sewer Metering
Utility Superintendent Kloskowski reported that small meters are being installed but that he is still awaiting delivery
of the large meters.
Status of MMSD Proposed Storm Water Rules
The committee noted that the City of Muskego, along with other concerned communities, has sent correspondence to
• MMSD pointing out various items of concern with their proposal.
Status of Town or Norway Contract
The committee noted that there has been no correspondence received from the Town of Norway; still awaiting credit
on previous charges.

Further discussion on claim received from Zaharopoulos — Boxhorn-Groveway-Ryan Sewer Project
Ald. Slocomb noted that Mr. Zaharopoulos had requested that this item be deferred, as he was unable to make the

meeting. After considerable review of the materials provided, Ald. Sanders moved to request that the Sewer Utility
Clerk send correspondence to Mr. Zaharopoulos advising that the Utility would be receptive to issuing a check in the
amount of $5,350.00 which is the amount recommended by the City Engineers in their letter dated June 2, 1999,
unless Mr. Zaharopoulos can provide proof of cancelled checks to the contrary. Seconded by Aid. Le Doux, motion
carried 3-0.

SEWER NEW BUSINESS
Review RCA increase for 2001/Recommend Sewer Usage Rate 2001/Establish Standby Charge for 2001
The committee reviewed the automatic increase in RCA fees, which will be $3,390.00 for new construction and
$565.00 for an existing home (1 RCA). Aid. Sanders moved to approve the Sewer Usage Rate for 2001 residential
$376.20 (connection charge is $153.28 and consumption charge of $222.92), and the consumption charge for all
commercial and industrial will be $3.25 per 1,000 gallons of usage. The Ready to Serve and Standby Charge, as
stipulated in Chapter 21 of the Sewer Ordinance, 21.06 (8) Ready to Serve Charge equal to rate provided in section
21.06(3) for 2001 would be $ 153.28 (this applies only to existing properties without indoor plumbing). 21.05 (2)
Standby Charge an amount equal to 100% of the total charges calculated pursuant to 21.06(2) and 21.06(3) the
amount then would be for 2001 $ 376.20 (this is for properties that have not connected but sewer is available).
Seconded by Ald. Slocomb, motion carried 3-0.
Review MMSD Quarterly Billing/User Charge Credit
The committee reviewed the quarterly bill received from MMSD in the amount of $132,428.31 less the credit of
$355.80 for a total of $132,072.51, Ald. Slocomb moved to approve payment. Seconded by Aid. Le Doux, motion
carried. The committee also noted the credit received from MMSD for user charge for Merit Asphalt, Inc. as a result
of a meter reading error.
Review alternatives for in -line storage at McShane Lift Station
The committee reviewed correspondence from Ken Ward, Ruekert & Mielke, requested by Utility Superintendent
Kloskowski on alternatives for in -line sewage storage in the McShane Drive pump station access drive. Utility
Superintendent Kloskowski requested this information as in -line storage has the advantage of not having to be
pumped into or out of. The estimates are as follows:

Review request for sewer capacity — Nature Estates (Boehm)
Mr. Wayne Salentine appeared before the committee to request sewer connection capacity for a fifteen (15)-lot
subdivision on the south side of Woods Road. Utility Superintendent Kloskowski questioned Richard Eberhardt,
Ruekert-Mielke, as to whether or not there was capacity and Mr. Eberhardt assured him there was sufficient capacity
for the request. Aid. Slocomb moved to approve request for connections. Seconded by Aid. Le Doux, motion carried
3-0.

Status of Potential impacts to Well #7
Utility Superintendent Kloskowski advised that the Mayor was sending a letter to USEPA-Region 5 expressing
concern regarding potential groundwater contamination from the Muskego Sanitary Landfill as it relates to private
wells in the city and, in particular, to Well #T

Status on proposed electrical power plant — New Berlin
• There was nothing new to report.
WATER NEW BUSINESS
Availability of City Water and Cause of Dry Wells (Hillendale-Lochcrest-Wentland
Aid. Kathy Chiaverotti and Mr. Dennis Knasinski, resident of a home on the comer of Hillview and Hillendale,
appeared before the committee to discuss problems with wells drying up in the area, starting in the beginning of
October. Mr. Knasinski inquired as to whether or not this was caused because of the drilling of the community well
in the new subdivision, Lakewood Meadows. Utility Superintendent Kloskowski assured Mr. Knasinski that they
were on a totally different level of well access than the Lakewood Meadows community well. A discussion ensued
about the possibility of extending municipal water and it was explained that on two different occasions a survey was
sent to residents on Sunnyhill Drive and the majority responded that they did not want municipal water. Utility
Superintendent Kloskowski suggested that they contact Nancy Payne at the Department of Natural Resources and see
if she would assist the group of neighbors in determining the reason for the wells drying out. If municipal water is the
answer, the group can come to the committee and request the extension.
Review Water Front Foot Rates/Review WCA increase for 2001
The committee reviewed correspondence from Engineer Ken Ward, Ruckert & Mielke, dated November 13, 2000,
with results of review of rates for 2001. This review included a review of past rates, current inflation rate, the
construction price index rate and current construction costs. Based upon the above information, it is recommended
that the rates increase approximately 2.3 percent. Listed below are the prior rates and the proposed rates for 2001.

Aid. Sanders moved to approve offsite water main extension for Janesville Road (Jewel Osco). Seconded by Aid.
