PUM20000918PUBLIC UTILITIES COMMITTEE MEETING - CITY OF MUSKEGO Approved Minutes of Meeting Held Monday, September 18, 2000 The meeting was called to order at 7:02 p.m. by Chairman David Sanders. Present were committee members Ald. Mark Slocomb, Ald. William Le Doux, Utilities Supt. Scott Kloskowski, Engineering/Building Inspection Director Sean McMullen, Information Systems Director Joe Sommers and Ruekert - Mielke representative Rich Eberhardt. Mayor DeAngelis arrived at 7:20 p.m. It was noted by Chairman David Sanders that the meeting was posted in accordance with the Open Meeting Law. Notice of Closed Session: Chairman David Sanders read the Notice of Closed Session. Approval of Minutes of Previous Meeting The committee reviewed minutes of the meeting held on August 21, 2000. Ald. Slocomb made a motion to approve the minutes as submitted and placed on file. Ald. Le Doux seconded, motion carried. Status of Projects Mr Rich Eberhardt reviewed the status of projects as per attached noting the following updates: Dyer Easement - Hillendale Drive, the contractor will start September 27, • 2000. Jewel — Osco Force main and Lift Station, Ruekert - Mielke received new plans. The DOT wants the water main moved to the edge of the right of way. Quietwood Creek (Carity), water fittings have been reordered. North Cape/Ryan to Boxhorn Sewer Extension (Status of Easement). The committee discussed the letter from the engineers for the easement and the two alternatives. The options will be presented to the property owners. The committee directed the engineers to continue to e-mail the Status of Projects to the Aldermen but to also e-mail any revisions to the Sewer Utility Clerk so she can provide a hard copy for the meeting. Status of Town of Norway Contract Mayor sent a letter to the DNR regarding the Town of Norway, and had not received a response. Review Deferred Sewer and Water Assessments There was nothing to report. Review of Connections - Loomis/Hwy 45 The Sewer Utility Clerk notified the owners of the Durham Hill Nursery, that the committee had requested a signed copy of their contract prior to this month's meeting. Mr Luznicky had called the City and reported that there are no facilities in the current building. The business is using portable bathrooms and now that the sewer is available, they intend on adding facilities. The Engineering/Building Inspection Director • and Plan Director will be reviewing the property file and inform the property owner of any direction. The business had originally been approved as a cold storage unit. Public Utilities Committee — September 18, 2000 Page 2 • Determine Selection of Software SewerMater Billing Program Information System Director Joe Sommers appeared to answer any questions regarding the information provided. The Utilities have budgeted the new billing program for 2001 Due to the back log of 4 to 5 months for ordering the utility program, it is recommended to place the order this year in order to be available for the 1st quarter in 2001 Staff reviewed several systems and felt the recommendation of the Civic System would be the best system to go with. Ald. Le Doux made a motion to approve the proposal for a total price of $33,155.00 plus annual support ($1,100.00 for 2001 and $4, 400.00 for future years), and order the Utility Software Package this year, which would require a deposit of $16, 578.00. Ald. Slocomb seconded, motion carried. Review Sewer Metering Mr Kloskowski reported that a property owner questioned whether the Utility would require installing a meter if the building where to be demolished due to the reconstruction of Janesville Road. Ald. Slocomb made a motion not to require a meter to be installed, in any of the buildings that will be scheduled to be demolished due to the reconstruction of Janesville Road. Ald. Sanders seconded, motion carried. Mr Kloskowski reported a low response in the request for ordering meters. Another letter will be sent out this week to the property owners reminding them of the need to order their meter • Review 6 year Capital Plan for Sewer & Water The committee reviewed the cost estimates for a sanitary sewer by pass storage facility. The facility would be an alternative to the McShane Pump Station upgrade force main. The committee discussed several options and directed Utility Superintendent to work with Mr McMullen and the engineers on other options. The committee recommended increasing the Sewer Budget Capital Items from $111,466.64 to $150,000.00. The increase in cost would cover additional expenses such as soil boring tests for site locations. Each test cost approximately $1,000.00. Review Preliminary Sewer & Water Budgets The committee reviewed the preliminary Sewer and Water Budgets. The committee would like a summary sheet for the Water Budget when available. The salary for the locator position will be adjusted when working other than a locator The locator position will be required to get his CDL. Scott reported the locate calls had been down this year, but expect to have an increase next year due to Woods Road reconstruction. Mr Rich Eberhardt was dismissed at 8:47 p.m. Acceptance of Improvements None to report. Utility Superintendent's Report— P, • Mr Kloskowski reported he had received a letter from Mr Zaharopoulos a property owner on the Boxhorn / Ryan / Groveway Sewer Project. The committee would like to invite the property owner to the next month's meeting to discuss this letter Public Utilities Committee — September 18, 2000 Page 3 • Engineering/Building Inspection Director's Report Mr McMullen requested a Special Public Utilities meeting to be held before Finance next Tuesday, September 26, 2000 at 6:45 p.m. to discuss Sarah Estates. Closed Session Ald Sanders moved to convene into closed session pursuant to, §19.85(1)(G) Conferring with legal counsel for the governmental body who is rendering oral or written advice concerning strategy to be adopted by the body with respect to litigation in which it is or likely to become involved; and §19.85(1)(E) §19.85(1)(G) §19.85(1)(e)Deliberating or negotiating the purchasing of public properties, the investing of public funds, or conducting other specified public business, whenever competitive or bargaining reasons require a closed session; more specifically discussing mediated agreement for repainting of the water tower Aid. Slocomb seconded. Motion carried with a roll call vote of 3-0. Recording Secretary was dismissed at 9:05 p.m. Ald.
