PUM20000417PUBLIC UTILITIES COMMITTEE MEETING - CITY OF MUSKEGO Approved as • Minutes of Meeting Held Monday, April 17, 2000 Corrected The meeting was called to order at 7:06 p.m. by Chairman David Sanders. Present were committee members Ald. Mark Slocomb, Ald. William Le Doux, Utility Supt. Scott Kloskowski, Mayor and Ruekert-Mielke representative Richard Eberhardt. It was noted by Ald. Sanders that the meeting was posted on 4/13/00 in accordance with the Open Meeting Law. Review of Minutes of Previous Meeting The minutes of the meeting held on March 20 & 28, 2000 were reviewed and placed on file. Status of Projects Mr Rich Eberhardt gave status of City Projects as attached. _Hillendale Water Project - Waste Management The committee reviewed and discussed the correspondence received from the Loppnow (#2233.996.002) property on Hillendale requesting connection to municipal water Waste Management has been unable to obtain an easement from the owner of Tax Key (# 2233.996.003 & #2233.996.004) in order to supply the Loppnow property . with water The Loppnows are requesting help from the City. The committee's concern is how to get safe water to the existing resident. Ald. Slocomb made a motion to direct the engineers to aceuire prepare an easement over the property south of the Loppnow property (#2233.996.001) in order to install water service to the Loppnow property. Ald. Sanders seconded, motion carried. Woods Rd. Water Project - The paving should be done next week. Muskego Motor Car Company The committee requested the engineers to forward a copy of their punch list. Status of Town of Norway Contract Nothing new to report. Further Discussion on Policy on Connections (Capacity Utilization Permit) The committee reviewed the Permit Application. The committee directed Scott to recommend some of the possible changes that need to be made and report back to the committee prior to sending the changes to the Attorneys. Further Discussion on COM 83/Chapter 21 Nothing to report at this time. Item deferred to next month. Mayor will provide a copy of the rules. • Public Utilities Committee -April 17, 2000 Page 2 • Further Discussion on Sewer Rate Study A meeting was held at Attorney Molter's office on April 11, 2000, with staff and representatives from Ruekert-Mielke's office, along with Don Vilione to review and discuss possible options. The clerk will be designing a time line. Don Vilione will continue working with the budget numbers to calculate an amount if the committee decides to charge on a gallon rate. Ken Ward and Christy Cramer will continue to review possible ordinance changes. The Sewer Utility Clerk provided a comparison report on sewer usage charges by the rate per gallon verses the current REC charge. Aid. Slocomb request a meeting with the Finance Director and Don Vilione and Scott to discuss how he came up with his formulas. Item will be placed on next month's agenda. Review Penaltv Charaed for Sewer Usaae on Several Properties. The committee reviewed correspondence sent by two property owners(#2252.985 & #2257.073) that received a late penalty charge on the sewer usage bill. Ald. Slocomb made a motion to forgive the penalty charge on the two properties (Tax Key #2252.985 & Tax Key#2257.073). Seconded by Ald Sanders, motion carried. Review Request for Sewer Connection - RauschlWoods Rd. The committee reviewed the Application for Capacity Utilization submitted by Pegarl • L.L.P They are requesting a total of 12 units; 3 Bedrooms each for tax key #2228.998. Several property owners (Eva Pierzchalski and Jerry Boldt) appeared and expressed interest in working with the developer to be serviced by sewer Ald. Slocomb made a motion to approve request for original 12 units, and agreed to revise the number next month to include the additional property owners that want service by this main extension. Ald. Sanders seconded, motion carried. The developer will be contacting some of the property owners to see if they can work out an agreement to include them in this main extension. Mayor has agreed to contact one of the property owners on Woods Rd. Review Quarterly Billing-MMSD & Town Of Norway The committee reviewed the 1s' Qtr bill from MMSD in the amount of $130,431.54. The committee had not received the Town of Norway bill submitted for the list quarter Ald. Sanders made a motion to approve payment of the 1st quarter MMSD bill in the amount of $130,431,54. Ald. Sanders seconded, motion carried. The committee will be reviewing the Town of Norway's ls' quarter bill next month. Discuss Removal of Outhouse in the City Right of Way - Denoon Point Rd. The Mayor's office had sent a letter to invited the property owners of S110 W20362 Pt. Denoon Rd. (#2287.033) to attend the meeting to discuss the illegal structure on the property. Mr & Mrs. Christman, Ms. Strehlow along with Mr John Gnas appeared and came to a verbal agreement among themselves to remove and fill in where the • outhouse was located. Public Utilities Committee - April 17, 2000 Page 3 • Status of Properties to be included in WCA Distict Extention-So Side of Woods Rd./Moorland Corridor Utility Superintendent reported the surveys had been returned and the results as follows: 21 in Favor, 79 Against; 37 No Response; 137 Total Survey Cards Mailed. Ald. Sanders made a motion to direct the Engineers to draw map & legal description to amend the WCA District to include the property owned by Boehms which was original part of the Diekfuss Farm and also the proposed Jewel Osco site. Ald. Slocomb seconded, motion carried. Review Proposed Water System Facility Plan for Well and Tower Sites Deferred to next month's meeting. Review Chapter 28 reaarding Meter Installation Scott reported the requirement for installing Neptune Meters was not found in Chapter 28. Scott will locate the appropriate ordinance and recommend to the committee to make the change to the type of meter required. Review request to mount Cell Phone Antennae to Water Tower Ted Torcivia and Jeff Fowle of Voice Stream, appeared to request connection of their • wireless service to the water tower located in the Industrial Park. Ald. Sanders made a motion to approve Voice Streams proposal contingent on an agreement drawn up to support the maintenance of the system. Ald. Le Doux Seconded, motion carried. Ald. Sanders made a motion to limit the number to a maximum of 4 antennas to be located on the water tower in the industrial park, with one of them on the ball of the water tower and up to 3 on the stem. Ald. Slocomb seconded, motion carried. Mr Rich Eberhardt left at 9:30 p.m. Utility Superintendent's Report - Scott reported on the Hale Park Water Trust issuing a boiling water notice to their residents as a result of unsafe testing reports. After chlorinating the well, they have received a clean water test and no longer have to boil their water Scott, city engineer and city attorney will be meeting next week to continue discussion on the problem with the painting of the water tower ADJOURNMENT - Being no further business to discuss, Ald.
