Minutes of Meeting Held Monday, January 17, 2000
The meeting was called to order at 7.10 p.m. by Chairman David Sanders. Present were
committee members Ald. Mark Slocomb, Ald. William Le Doux, Mayor David L. De Angelis,
Utility Supt. Scott Kloskowski, and Ruekert-Mielke representative Richard Eberhardt.
It was noted by Ald. Sanders that the meeting was posted on 1/12/00 in accordance with
the Open Meeting Law.
Ald. Sanders read the closed session notice.
Review of Minutes of Previous Meeting
The minutes of the meeting held on December 20, 1999 were reviewed and placed on file.
Review Public Hearing Comments -Woods Rd./Kurtze/Bav Lane Water Proiect
Mr and Mrs. Glen Pellmann expressed concerns discussed at the Public Hearing. Mayor
stated two of their concerns; one being the entire frontage being assessed and the other
being the cost and need of two water services. Discussion took place on the need for both
services; one 8" service for the north side of the Pellmann property and one 8" service for
the south side of the property. The service on the north side is needed to complete the loop
which would tie into Parkland Drive. The service on the south side would benefit any future
development. Ald. Slocomb made a motion to remove the one 8" service from the
• Pellmann(#2218.990) assessment and make it nonassessable. Ald. Sanders seconded,
motion carried. The nonassessable cost is then picked up by the Utility. Mrs. Pellmann
questioned the cost of the 8" service for the south side, and was informed the cost was
$3,081.60. Mrs. Pellmann discussed the parcel on the south side which had been
previously assessed for sewer ($19,000.00), a road assessment ($17,000.00) and now this
water assessment of $47,000.00. This would make a total of $83,000.00 for a thirteen (13)
acre parcel. She feels this is unreasonable and would like the committee to consider
assessing the portion of Pellmann Lane only. Rich explained the current assessment policy
is that the property would be assessed for the entire frontage; 150' immediately and the
balance deferred with interest. The committee pointed out that they did remove the total
frontage assessment on the north side of Woods Rd. because of no direct benefit and that
the parcel had two other services available to connect to water Mrs. Pellmann also
discussed the land on the south side, the need for a detention pond approximately two
acres, which will service both the north and south side of Woods Rd. Mrs. Pellmann
questioned if water would be extended down Kurtze Lane, would this parcel get assessed?
Scott replied yes they would. Scott explained there isn't a current plan in place for the
development; therefore, the committee is required to assess the parcel. Ald. Sanders made
a motion for future consideration to possibly forgive all or a portion of the deferred water
assessment on this parcel relating to the detention facility pond, if developed internally and
no direct connection on the south side of Woods Rd. Ald. Slocomb seconded, motion
carried.
. The committee discussed the Sobek property. Per the Plan Department, the assessment
should be reduced to 150' of frontage and the remainder of frontage becomes
nonassessable. Ald. Sanders made a motion to amend Sobek's (#2218.999) frontage

isassessment to 150' to reflect the average width lot required to support the current need.
Ald. Slocomb seconded, motion carried.
Review Public Hearing Comments -Woods Rd. Racine/Brooke Lane Water Project
Mr George Haynes from the Muskego/Norway School District appeared to discuss current
water assessment for the High School. The property had been assessed for the entire
frontage. The committee discussed the Plan Director's email outlining the frontage
necessary to support the high school building. The decision was made to assess the
frontage to include their west parking lot which would be approximately 900' Mr Haynes
indicated the school would accept the assessment of 900' @ $40.95 plus lateral of
$4,224.00. Ald. Sanders made a motion to amend the High School (#2242.999) frontage
assessment of 161 B' to 900' plus one 8" lateral service of $4224.00. Ald. Slocomb
seconded, motion carried. The project cost of $214,738.00 which was the bid that was
accepted from American Sewer Service, did not include the sewer installation cost.
Review Quietwood Creek sewer and water plans
Mr William Carity, Mr Ken Servi, and Mr Kalvin Klimeck were present on behalf of
Quietwood Creek. Scott reported that he had discussed the plans with Ruekert-Mielke
engineer, Sean Mc Mullen, and recommended plans to be approved even though a few
corrections needed to take place. Mr Carity expressed concern of the timing to complete
this project. Ald. Slocomb made a motion to approve the sewer and water plans for
Quietwood Creek subject to the City Engineer's approval. Ald. Sanders seconded, motion
carried. Mr Carity questioned whether he could hand -carry plans to MMSD. The
committee had no objections, but cautioned it was at his own risk prior to the council
approving committee minutes. Mr Carity also wanted to note the heavy burden on the
development for the cost of sizing of the service which would benefit future development,
and that they would possibly consider asking for future compensation.
Status of Projects
Mr Rich Eberhardt gave status of City Projects as attached.
Discussion took place on the placement of the lift station for the North Cape Ryan N 500'
Boxhorn Sewer Project. The Dumke property will be serviced by a grinder pump due to the
excessive depth needed to be serviced by gravity. Scott added that the McShane bypass
generator should be in place the first week in February. Scott reported that WEPCO
should be ready to bury the power line for Woodland Ct. within a week or so.
Status of Town of Norway Contract
Discussion will take place in closed session.
Further discussion of North Shore Generator
Scott needs to review the preliminary layout for the generator Scott indicated that the
shrubs on the west side possibly would need to be cut down.
. Status of request to MMSD to include JEK No 1 LLC/Blattner into Sewer Service Area
The committee directed the Sewer Utility Clerk to mail to the petitioner, a copy of the letter
dated January 11, 2000 that was received from MMSD stating that the District is unable to
agree to include the two properties (#2253.998 & #2253.999) in service area. The

referred to the recent negotiations between City of Muskego and MMSD which
defined the boundaries. The Mayor had spoken with Anne Spray Kinney, Executive
Director of MMSD, who indicated that prior to any areas being added, the deletion of
comparable land area and flow would have to be approved by SEWRPC.
Authorize maa. legal and r)reliminary assessment roll for North Cape/Ryan N 500'
Boxhorn Sewer Project
Ald. Slocomb made a motion to direct the Engineers to draw map and legal for preliminary
resolution for the North Cape Ryan N 500' Boxhorn Sewer Project. Ald. Sanders seconded,
motion carried.
Ald. Slocomb made a motion to direct attorney's to draft a relocation order for the Valley
Green Pump Station which is part of the North Cape Ryan N 500' Boxhorn Sewer Project.
Ald Sanders seconded, motion carried.
Review Public Hearing Comments - Woods Rd. Racine/Brooke Lane Sewer Project
Scott reported he had been in contact with the property owners of #2223.990, and had
been working with them to secure a contractor There was discussion on the time needed
to accomplish this prior to the project being final. Scott indicated that he would report
information to the property owners. The contractor that bid on the water project gave an
alternate bid for the sewer portion. If this project proceeds, the alternate bid could be
processed with a change order

Ald. Slocomb reported that he would be contacting the four property owners who had
additional questions regarding water
Review amendment to WCA District - Moorland Corridor
Scott reported that he had met with City Engineer Rich Eberhardt and identified the area to
amend which he described to the committee. Several areas need to be included, and as
long as the area is contiguous it can be done all at once. The question came up whether
the committee wanted to include the vacant property near Janesville and Martin Drive.
The committee determined to wait until the reconfiguration of Martin Drive to include them
in the WCA area. A meeting should be scheduled for the property owners for this new
amendment. Ald. Slocomb made a motion to request the City Engineers to prepare map
and legal description for the amendment of the WCA area. Ald. Le Doux seconded, motion
carried.

Further discussion on Hi View connections
It was noted that only one parcel (#2209.996) had not yet connected to the sewer utility.
• This property owner had been invited to the January meeting. Ald. Sanders made a motion
to start standby charges as of February 1, 2000, and to proceed with forced hookup
procedures. Ald. Slocomb seconded, motion carried. The committee directed the Sewer
Utility Clerk to send a copy of the minutes to the property owner

• Further review of insurance claim - sewer backup - Pioneer Center/Brennan Drive
Ald. Slocomb made a motion to include the property on Brennan Drive in reimbursing them
for direct clean-up fees that were incurred due to the June, 1999 flooding, less any amounts
that were paid by the individual's insurance policy. Ald. Le Doux seconded, motion carried.
The committee directed the Sewer Utility Clerk to send a copy of the minutes to the
property owner
Review Town Of Norwav/MMSD ouarterly billing
It was noted that the invoice for the 4`" quarter 99 MMSD bill was reviewed and placed on
file. The Town of Norway 4" quarter 99 bill had not yet been received.
Status of North Cape/Schaefer Sewer Connections
A memo from the Sewer Utility Clerk noted that all of the property on the North Cape
Schaefer Sewer Project has been connected.
Report of Utility Superintendent
Scott reported that the Utility Locator position had been filled. This position is being shared
by the Public Utilities Department and Public Works Department.
Woods Rd. Racine/Brooke Lane Sewer Project
Ald. Sanders made a motion to assess the property #2223.990 with 1 6" lateral and 1 unit
• for a total of $30, 950.40 for the Woods Rd. RacinelBrooke Lane Sewer Project. Ald. Le
Doux seconded, motion carried.
Closed Session - Ald. Slocomb made a motion to convene into closed session pursuant to
§19.85(1)(e) Deliberating or negotiating the purchasing of public properties, the investing of
public funds, or conducting other specified public business, whenever competitive or
bargaining reasons require a closed session more specifically contract negotiations with the
Town of Norway. Ald. Sanders seconded, motion carried unanimously by roll call vote.
Recording Secretary was dismissed at 9:20 p.m.
Aid. Slocomb moved to reconvene into open session at 9:35 p.m. for the purpose of
adjournment. Ald. Le Doux seconded, motion carried.
