PUM19990831• Approved as Corrected PUBLIC UTILITIES COMMITTEE MEETING - CITY OF MUSKEGO MINUTES OF SPECIAL MEETING HELD TUESDAY, AUGUST 31, 1999 The meeting was called to order at 7-10 p.m. by Chairman Dave Sanders. Present were Committee members Ald. Mark Slocomb, Ald. William LeDoux, Public Utilities Superintendent Scott Kloskowski, Richard Eberhardt (Ruekert & Mielke), and those per the attached list. The Chairman noted that the meeting was posted in accordance with the Open Meeting Law. Ald. Sanders explained the reason the residents were invited to the meeting. A previously mailed survey indicated that there was some interest in sewer service on North Cape Road from Boxhorn Drive to Durham Drive. Rich Eberhardt and Scott Kloskowski explained project and probable costs. Scott Kloskowski distributed information on costs of previous projects prepared by the Sewer Utility Clerk. • Ald. Slocomb explained the cost of RCA and connection fees. Ms. Blenda Treba requested that the entire parcel identified as Tax Key #2253.998 be included in the sewer service area. Mr Blattner requested the same for his property identified as Tax Key 2253.999. Scott Kloskowski advised that these parcels can receive service without extending service to existing homes. The Committee took a survey of those present and used the response cards for those not present. The results were: 1 existing home Undecided 1 existing home Yes 4 existing homes No 1 existing home No response 2 vacant parcels Yes Ald. Slocomb moved to not proceed with extending the upcoming sewer project north of the Dumke property on North Cape Road. Ald. LeDoux seconded, motion carried 3-0. 0 • Mr Dumke spoke about problem with high water in Mud Lake caused by a plugged outlet. He is concerned that if the two parcels identified as Tax Key #2253.998 and .999 are included in the service area and developed, this will compound the high water problem in Mud Lake. The Public Utilities Committee is asking the Planning Director and the City Attorney if a mechanism exists to regulate development on these parcels until such time as the drainage issue is resolved regarding the Mud Lake outlet. Aid. Slocomb moved to defer action on extending the service area for these parcels until the September Public Utilities Committee meeting. Seconded by Ald. Sanders, motion carried 3-0. Ald. Sanders moved to adjourn at 8:40 p.m. Seconded by Aid. Slocomb, motion carried 3-0.
