• MINUTES OF MEETING HELD MONDAY, May 17, 1999
The meeting was called to order at 7:05 PM by Chairman David Sanders. Present were
committee members Ald. Mark Slocomb and Ald. William LeDoux, Utility Supt. Scott Kloskowski,
Richard Eberhardt (Ruekert & Mielke), Mayor De Angelis and those per the attached list.
The Recording Secretary noted that the meeting was posted in accordance with the Open Meeting
Law on May 13, 1999.
Review Minutes of Previous Meeting - The minutes of the April 19, 1999 meeting were amended
and accepted.
STATUS OF PROJECTS - Mr Eberhardt provided an update on existing projects. Specific
discussion regarding the following projects:
Boxhorn. Ryan, Groveway - Depositions from Ald. Slocomb, Clerk Treasurer and Financial
Director to occur Tuesday. Scott K., and the Mayor will provide their depositions next week.
Linnie Lac Sewer Allocation (New Berlin) - The revised agreement with the City Attorney
providing commentary and appropriate language for payment of Special Assessments was
included. The document should be ready by next month's meeting.
North Cape (HIView to Schaefer) Sewer Project - Still have punch list items left to be
completed. Seeding will need to be redone due to the recent heavy rains which washed away
• much of the seed.
Manhole -Smoke Testing Requirement - Eastern 1/3rd of the City has had manhole inspection.
Due to the favorable conditions (wet) the remainder of the manholes will be inspected. Smoke
testing to occur this fall when drier conditions are found.
Champions Village - Rich reports that MMSD will require a new application for the areas not
currently developed in the subdivision since 4 years have lapsed since the original agreement plan
approval.
Woods Road Water Project (Racine/Brooke Lane) - The Muskego/Norway School District was
invited to the meeting to discuss a proposed project to extend the watermain from Racine Avenue
to Brooke Lane which would result in a water assessment to the School District. The assessment
would cost approximately $80,000. The School District could connect directly to Jean Drive and
then they would not be assessed for the extension. They would then, upon project completion, be
connected to the new line. Scott suggests that some type of assessment be negotiated so that the
District does share some of the burden of this project since they may ultimately benefit from it with
increased capacity. The 150 foot rule could be imposed which could cut the cost to the District
from the proposed $80,000 to approximately $10,000 up -front with a 20 year repayment schedule.
Alternative repayment solutions were discussed. Aid. Sanders moved to approve the water
project extending the watermain from Racine Avenue to Brooke Lane and directs R&M to
design and bid the project. Seconded by Aid. Slocomb. Carried by all.
As a side note, Rich mentioned that all sanitary manholes are now required to be vacuum tested
• per MMSD rules. This will add significant costs to all projects constructed this year

Status of Town of Norway Contract - The Committee directs Scott to register the City's opinion
regarding the contract with the Town of Norway.
Status of MMSD Non-WPAP Charges - Nothing new to report.
Status of Forced hook-ups (Jones property/Boxhorn Drivel - Ald. Slocomb was unable to find
additional location data for the property in question. At last month's meeting, the Committee
directed R&M to proceed with the design bid for the Jones property (Tax Key #2252.993) project.
The bid will include the connection to the manhole into the street.
Further discussion on connection deadline (Hi View Sewer project) - All but 4 properties have
contracts for hook-up. One resident (Tax Key #2209.941) has indicated that they will be
performing the hook-up on their own. The Committee questioned why, if the individual will be
doing the work himself, has he waited to complete the hook-up if there is no contractor involved?
The Committee will work with the individuals Aldermen to ensure that progress is being made and
may, if necessary request that the plumbing permit and connection fees be obtained and paid.
The Aldermen will also work with the remaining residents on their special situations.
Status of Town of Norway 1998 Balance - Neither the Mayor or Scott K., has received any
communication from the Town of Norway due to the City of Muskego objecting to the bill that was
submitted by the Town of Norway. Attorney comment was anticipated.
SEWER NEW BUSINESS
Review request for sewer lateral connection - New Berlin (Matte's Bar and Grille) - A
• diagram from Wayne Stever describing the proposed connection was reviewed. The County will
have to approve the boring under College Avenue.
Review request for sewer lateral connection - Linnie Lac (Gratzek) - Nothing new to report.
The residents are waiting for the 208 amendment.
Discuss statement of fees for Muskeno Norway School - Representatives from the Muskego
Norway Schools were on hand to discuss the future sewer assessments for the new middle
school. The Town of Norway is ready to give ROW dedication on Kelsey and Crowbar if they are
not charged a sewer assessment. The Committee and the Mayor agreed that if the land was used
for school district purposes the assessment would be waived. Sewer and water assessment
waiver is being requested by the Town of Norway. The Committee discussed the ability of the City
to waive a water assessment within the parameters of PSC rules. The City could defer charging
for water based on the value of the well in place. Aid. Sanders moved to not charge the Town
of Norway with a sewer assessment along Kelsey and Crowbar Roads provided the land
remain used for School District purposes. If and when the City would have a water system
in the area would credit the Town of Norway for the value of the well that would be
currently in place. Seconded by Aid. Slocomb. Carried by all.
Review sewer backup claim - John Sablich - The residents and several family members were
present to discuss the situation that has occurred, according to the resident over the past 20
years. The lift station on Woodland Court has backed up raw sewage at least 8 times into the
basement of the residents. The residents are requesting a "perfect" system that never fails. The
. Mayor and Committee members indicated that a perfect/fail-safe system was impossible to create.
Safeguards are in place and improvements in the system can be made but failures can and do
occur The most recent incident occurred due to a false "clear" signal being given to the foreman
on call. According to computer technicians, no explanation can be given for the false clear. The
residents, with the assistance of RA Smith Engineering provided several enhancements to the

current system. The Committee added several solutions as well. They include: 1, New SCADA
• system (installation almost complete). 2. Adjust lift station control floats. 3. Back-up telephone
dialer to detect high water level. 4. Lift station force main with pumps rated to 80 gallons per
minute (current 50 gpm) and a velocity of 2 feet per second. 5. Installation of a J.R. Smith flood
gate valve in the manhole. 6. Manual check of any alarm for this lift station. 7 Electrical line
burial. 8. Back flow detector The cost of the pumps and controls necessary to increase the lift
station capacity will be determined by Scott and then the timeline to install will be established. The
resurfacing project slated for this road will be pushed to next year in order to complete this task.
The owners reiterated that they will seek legal counsel if another incident occurs. The owners did
request that they be removed from the District and be allowed to have their own septic system
which they would maintain. At this time, that option is not being considered. Aid. Sanders moved
to approve the system improvements as stated in the 8 points above. Subject to quotes
being obtained for manhole and check valve directing Scott to take the most responsible
bidder for the project. Seconded by Aid. Slocomb. Carried by all.
Review sewer service request - Kelsey Drive (Salentine) - Mr Salentine was present to discuss
the division of a 40 acre parcel. A 5 acre parcel is to be donated to the City for Parks and
Recreation across from Denoon Park. A portion of Mr. Salentine's parcel is within the sewer
District and another portion is not contained. Can on -site septic be used or will he be required to
connect to the District? Scott indicated that a grinder pump across Kelsey Drive can be used. A
deed restriction for front footage set -backs will be required for the 4 lots to be developed. A 2 inch
pipe can handle 12 homes. A retention pond on the 5 acre donated parcel will need to be created
and noted on the Certified Survey Map alerting potential property owners about the location of the
pond. Aid. Slocomb moved to approve the 4 parcel to be connected to the Janis Lane sewer
service, subject to capacity verification. A public easement will be granted for the bike path
• proposed.
WATER UNFINISHED BUSINESS
Further discussion of main extension - Parks Garacie - The Committee directs R&M to proceed
with the design bid process for this project.
WATER NEW BUSINESS
Discussion of water Droiect - Hillendale (Amendment to WCA District) - Scott reports that the
area south of Janesville road with the vinyl chloride contaminated wells is slated for a main
extension. The landfill will be paying for the entire cost of the project and the connection
expenses. R&M will be designing the project. Field work has already begun. Aid. Sanders
moved to amend the WCA District and the Water Service Area approving the water main
extension on Hillendale and the properties to be connected. Full cost to be absorbed by
Waste Management. Seconded by Aid. Slocomb. Carried by all.
REPORT OF UTILITY SUPERINTENDENT- Scott and his staff made it through the major rain
that fell last evening. McShane is back on line.
