MINUTES OF MEETING HELD MONDAY, April 19, 1999 AMENDED
The meeting was called to order at 7:25 PM by Chairman David Sanders. Present was
Committee member Ald. Mark Slocomb, Utility Supt. Scott Kloskowski, Richard Eberhardt
(Ruekert & Mielke), Mayor De Angelis and those per the attached list.
The Recording Secretary noted that the meeting was posted in accordance with the Open
Meeting Law on April 13, 1999.
Review Minutes of Previous Meeting - The minutes of the March 15, 1998 meeting were
accepted and placed on file.
STATUS OF PROJECTS - Mr. Eberhardt provided an update on existing projects. Specific
discussion regarding the following projects:
Linnie Lac Sewer Allocation (New Berlin) - Scott and the Mayor met with New Berlin and
requested changes in the agreement. An agreement should be available by next months'
Public Utilities meeting. Discussion regarding the two properties the City of Muskego has
allowed to connect to Muskego Sewer service and the appropriate connection fee to charge
non-Muskego residents. Based on the discussion, Aid. Slocomb moved to include language
in the agreement with the City of New Berlin to charge the "City of Muskego Vacant
Land" RCA fee for all areas outside of Muskego. Fees to be charged in correlation with
date of connection. Seconded by Aid. Sanders. Carried by all. Clarification of the motion
• was requested. Aid Sanders moved to amend the April 19, 1999 minutes to request that
New Berlin charge residents a connection fee equal to the fee charged to Muskego
residents, which will be reimbursed to the City of Muskego by New Berlin for those
connecting to the Muskego sewer service. Fees to be charged at the date of connection.
Seconded by Aid. Slocomb. Carried by all.
North Cape (HiView to Schaefer) Sewer Project - Pump station start up done. Still have
punch list items left to be completed. Paving to begin within the next two weeks (weather
permitting). Connections are being made at this time.
EPI Lift Station - The lift station placement will need to be discussed with the District and
Emerald Park. The Mayor will be discussing this issue with the District on Tuesday, April 27
No response has been received from EPI to -date.
Loomis Drive/North Cape road - US45/MSS-1C-96 - Preconstruction conference held. The
contractor started the project on April 14, 1999. The contractor expects to be done with the
sewer by May 5, 1999. Change order number one for church (Bethlehem Lutheran Church)
requires City signature and Department of Transportation approval.
McShane bypass piping/storage building - In design.
Woods Road Water Project (Kurtz -Bay Lane) - A piece of pipe needs to be placed across
Racine avenue in order to close the water loop for Woods Road West. Scott Kloskowski
. recommends closing the loop. The High School (who would be impacted by this project) will
then be able to budget for this expense during this budget process. Portions not connected
need to be designed prior to spring 2000 to qualify for the improvement grant for Woods Road
reconstruction. Discussion on alternative methods of connecting water service to the areas that
appear to be developed in the very near future. The Committee will discuss this issue after the

• Public Information Hearing to obtain the residents feedback on this issue. During this time, any
improvements made west on Racine Avenue need to have the School District involved. Aid.
Sanders moved to direct R&M to design a water main from Kurtz to Bay Lane. Seconded
by Aid. Slocomb. Carried by all. The School District will be invited to next months' meeting
to discuss this issue.
Manhole -Smoke Testing Requirement - Scott reports that the data has been produced for
review by R&M. When the ground conditions are more favorable the smoke testing will occur
Holtz-Arrowood - MMSD approved the plans on February 1, 1999. Nothing from the developer
for scheduling.
North Cape Farm - Preconstruction conference held April 19, 1999. Tentative start date, April
21, 1999.
Wisa Force Main - Preconstruction conference held April 19, 1999. Anticipated start date April
20, 1999.
SEWER UNFINISHED BUSINESS
Status of REC Allocation - 665 as of 4/1/99
Status of Town of Norway Contract - Scott will be meeting with the Town of Norway next
week.
• Status of MMSD Non-WPAP Charges - Meeting with MMSD on April 27, 1999.
Status of Forced hook-ups (Jones property/Boxhorn Drive) - The Committee directs R&M
to proceed with the design bid for the Jones property (Tax Key #2252.993) project.
Further discussion on connection deadline (Hi View Sewer project) - The April 12, 1999
connection deadline has passed. Currently 27 connections are still not made. Scott spoke with
Wayne Stever and he indicated that he could not finish all of the connections with the residents
that he has contracts with within the prescribed time frame. Scott recommends that the
remaining residents be required to submit copies or proof of a contract with a service provider
by next month's meeting (5/17/99) for the extension deadline to be extended for these
individuals. Aid. Sanders moved to extend the sewer connection deadline to September
1, 1999, subject to proof of a signed contract from a service provider by May 17, 1999. If
no contract is provided, the resident will be subject to stand by charges. Seconded by
Aid. Slocomb. Carried by all. Renee will write to all 27 residents to request that they obtain
this documentation to qualify for the extension.
SEWER NEW BUSINESS
Review request for sewer lateral connection - New Berlin (Matte's Bar and Grille) - The
New Berlin tavern currently is on a holding tank. They are requesting connection to the
Muskego sewer service due to no New Berlin service available. In the past, the residents of the
area have asked New Berlin to extend the service, but their request was rejected by New Berlin.
Since they are not in the service area of New Berlin, the 208 agreement will need to be
• amended. Scott feels that this connection would have a minimal impact on the sewer Aid.
Slocomb questioned the RCA rate charged to non-Muskego residents and the ability of
Muskego to charge a different fee or the fee of the City from where the requester resides.
Using the current, in -the -works Linnie Lac Sewer Agreement, the RCA fee issue can be
covered between New Berlin and Muskego. Aid. Slocomb moved to approve the

• connection for Matty's Bar & Grille subject to and contingent upon New Berlin applying
for a change in the 208 plan and MMSD approval. Agreement to return to this Committee
for final review. Seconded by Aid. Sanders. Carried by all.
Review request for sewer lateral connection - Linnie Lac (Gratzek) - Mr and Mrs. Carl
Gratzek (18080 West College Avenue, New Berlin) were present to request connection to
Muskego sewer service. Doc's Sewer and Water has inspected their system and it is extremely
close to failure. In the past, adjoining properties were denied connection to the Muskego
system (they did not have a failed system). Rough estimates on the length of lateral are
approximately 300 feet. A simplex grinder station is another option. This property is outside
the Linnie Lac service area but within the ultimate service area. A 208 amendment and MMSD
approval would necessary for this connection to be made. A Utility Agreement from New Berlin
is forthcoming. New Berlin has only 15 connections in the Linnie Lac service area. Individuals
are billed by New Berlin and the City of Muskego is reimbursed by New Berlin. The trigger for
main extensions was discussed. Scott feels that as the agreement is formalized, it will be
determined. The Committee determined that one REC should be removed from the Linnie Lac
agreement, leaving New Berlin with 14 REC's Aid. Sanders moved to approve the
connection contingent upon MMSD approval and the City of New Berlin amending the
208 plan. A reduction of one REC will be made, leaving Linnie Lac with 14 REC's. The
final plan will be brought back to this Committee for review. Seconded by Aid. Slocomb.

Review request for waiving of late fee - Sewer Usage (James) - The residents indicated, in
writing that they misunderstood the two bills they received. The RCA was due in November and
• it was assumed that the Sewer Usage bill was due at that time as well. The residents have
incurred a late charge of $34.38. As a past practice of this Committee, waiver of late fees has
not been done. Aid. Sanders moved to deny the request for the waiver of $34.38 in late
sewer usage fees. Seconded by Aid. Sanders Slocomb. Carried by all.
Review Town of Norway First Quarter Charges - Scott provided R&M with a copy of the
charge breakdown sheets. Currently $28,286.29 is due. R&M disputes this amount and has
identified $14,336 in charges that they would dispute. This amounts to over 50% of the
charges billed. R&M recommends that the City object to the current invoice and request an
adjustment. Evidently, appreciation and interest charges appear to have been double billed.
Aid. Sanders moved to direct R&M to prepare the appropriate paperwork to dispute this
invoice and to withhold payment until clarification and/or reimbursement is made
subject to Section J of the original agreement. Seconded by Aid. Slocomb. Carried by
all.
Review MMSD Quarterly and Non-WPAP charges - No disputes on this bill. Aid. Sanders
moved to approve the payment of the quarterly MMSD bill in the amount of $$211,450.42
for 98 non -increase design charge and first quarter bill of $130,727.68. Seconded by Aid.
Slocomb. Carried by all.
Review quotes received for pick-up trucks (Sewer & Water) - Discussion regarding the
future requirement for trucks purchased by Muskego to run on alternative fuel (gas, methanol or
propane). Committee unsure if Diesel is considered an alternative fuel. Six requests for bids
were sent, 3 returned bids. Bob Fish Pontiac, Cadillac, GMC ($15,850), Lynch Chevrolet,
Pontiac, Jeep -Eagle ($17,147.87) and Badger Truck Center, Inc. ($17,672.00). Aid. Slocomb
moved to approve the purchase of a GMC'/2 ton truck, (Aid. Slocomb moved to amend
the minutes to add the bracketed text to the original motion. Seconded by Aid. LeDoux)

WATER UNFINISHED BUSINESS
Further discussion of contaminated wells - Hillendale/Janesvilie Road - Scott reports that
no additional data has been provided. Design and installation will have to be performed by the
City and then reimbursed for the project.
Further discussion of main extension - Parks Garage - The Committee directs R&M to
proceed with the design bid process for this project.
WATER NEW BUSINESS
Rehabilitation of Well #3 - Scott reports that the City rehabilitates one well per year They will
pull the pump and chemically treat the well. 2 bids were received. Layne -Northwest provided a
lump sum bid of $16,363.00 and Municipal Well & Pump are proposing a payment based on a
lump sum plus an improvement value based on a multiplier The range of payment would be a
minimum of $12,450 to a maximum of $15,000. Aid. Sanders moved to approve the bid of
Municipal Well & Pump, not to exceed $15,000. Seconded by Aid. Slocomb. Carried by
all.
Discuss water loop for Woods Road West - Please see Status of Projects.
REPORT OF UTILITY SUPERINTENDENT- Scott discussed a situation with the Hillendale
sewer project. A resident has purchased a piece of property near a manhole. A large "sink
hole" has been created due to settling and two lateral that have been sheared off. Scott's crew
has been working several days to correct the problem and jet out the line. Scott will work with
the adjacent property owner to obtain access to his sewer line to have that cleaned out as well.
The Woodland Court lift station had an alarm system failure during the Easter holiday. The
person on call, called into the computer and the computer gave a false "clear" message. The
programming was found to be the culprit. No reason has been found for the programming
error The computer has had the correct alarm program reinstalled. The resident who
sustained water damage will be reimbursed by the City since the damage was caused by a
failure of City equipment.
