MINUTES OF MEETING HELD MONDAY, August 17, 1998
• The meeting was called to order at 7-10 PM by Chairman David Sanders. Present were Committee
members Ald. Mark Slocomb, Ald. Donna Woodard, Utility Supt., Scott Kloskowski, Richard
Eberhardt (Ruekert & Mielke), and those per the attached list.
The Committee noted that the meeting was posted in accordance with the Open Meeting Law on
August 12, 1998.
Review Minutes of Previous Meeting: The minutes of the July 20, 1998 meeting were accepted
and placed on file.
Status of Projects: Mr Eberhardt provided an update on existing projects with items italicizec
and in bold print that had recent activity (attached). Specific discussion regarding the following
projects:
Boxhorn, Ryan, Groveway: Scott Kloskowski reported that the matter is in the hands of the City
Attorney.
Water Tower Painting: Scott Kloskowski reports that a full color rendition of the water tower
artwork is forthcoming.
North Cape (HiView to Schaefer) Sewer: Scott K., reported that several complaints have been
voiced due to the road still being closed. The State had requested that the City keep their portion
of the road closed so that the crews could finish the work at the intersection of Loomis Road and
• 00. That work has been completed and the contractor for the City's portion of the road is
completing their portion by Thursday. The road will be opened to traffic no later than Thursday
afternoon. Until that time, police will be ticketing individuals using the road while the road closed
signs and barricades are still in place.
EPI Lift Station: A brief discussion took place regarding the lift station redesign project.
Discussion on the feasibility of the lift station servicing any lots in the area. Scott K., reported that
this could be done, but due to the system itself, the lift station could not service a large amount of
properties. The configuration of the land dictates a gravity system for surrounding areas.
Linnie Lac Sewer Allocation (New Berlin): Scott K., met with New Berlin and the "former' MMSD
Chief of Engineering (Bill Farmer). With the resignation of Mr, Farmer he is unsure of the status.
Initial indications are that it should not be a problem to execute.
SEWER UNFINISHED BUSINESS
Status of REC Allocation: 1,158 as of 8/1/98
Status of Town of Norway Contract: Scott K., reported that Ald. Slocomb, Mayor De Angelis
and himself, met with the City Attorney. Currently working on a proposal for a new contract.
Current contract runs until the end of this year.
Status of MMSD Non-WPAP Charges: Nothing new to report.

meeting to provide a progress report to the Committee. Larry and Judy Wachowiak, on behalf of
the Lodge were present to provide an update. The Plan Commission has given conceptual
• approval of a new structure to replace the existing building that has fallen into disrepair The Lodge
is working with 2 architectural firms for design of the new building as well as a bank to provide
financial backing to the project. Due to the initial proposals returned to the Lodge with costs $300-
500,000 over the amount the bank is willing to finance, the Lodge, at the urging of the bank
performed a "pledge drive' Many of the Lodge members have pledged their time and talent to the
endeavor, less have pledged actual financial support. A feasibility study was done to determine if
contractors would work with the Lodge and allow the members to perform a number of tasks in
order to keep costs of construction down. Aid. Woodard moved to extend the sewer
connection deadline 6 months. Seconded by Aid. Slocomb. Carried by all.
Status of Forced hook-ups: Scott K., has talked with Wayne Stever, Inc. Due to the company
being extremely busy, cost estimates are forthcoming. Best estimates on actual hook up time -
frame is October Wayne is working with Pinky Electric to do electrical work for grinder pump
installation at the Jones property (Tax Key #2252.993).
Further Discussion on Ordinance for Stand-by Charge: R&M is in agreement with the
proposed changes in the Ordinance wording. Ald. Sanders constituents will feel the greatest
impact on the changes in the payment structure of the stand-by/ready to serve charge. Individuals
who have laterals available to hook up into will now be assessed a $375.00 fee, rather than the
$251.00 ready to serve charge now reserved for those with no access to sewer Discussion began
regarding residents who have laterals in front of their property, yet are not forced to hook up and
the health and safety issues potentially poor septic systems have on the lakes and groundwater
quality. In one area, an alleged agreement exists that was created approximately 20 years ago that
. stipulated that the residents, even though laterals exist at the end of their property, did not have to
connect to the sewer unless they wished to do so. According to Scott K., numerous attempts to
gain access to this agreement have failed to turn up the document. Ald. Sanders questioned the
amount of money that would be charged to these residents even though they are not actually using
the system. Scott K., stated that according to State Law, the City of Muskego could charge the
residents who are not connected, yet have access up to 150% of the usage fee in an attempt to
encourage them to connect to the system. Scott also stated that the original Ordinance defined the
designation, as this revised Ordinance does, but the City failed to enforce the Ordinance. The new
wording makes it easy to determine who has access to the sewer system and those that do not.
Aid. Slocomb moved to approve the Ordinance as amended. Seconded by Aid. Woodard.

SEWER NEW BUSINESS
Acceptance of Improvements - Sewer & Water - Kimberly Estates: A walk through of the site
occurred today, there are problems with a hydrant being too low due to the grade level being
changed with this subdivision. The contractor has not agreed to correct the elevation problem with
the hydrant. Aid. Sanders moved to defer the item until next months meeting. Seconded by
Aid. Slocomb. Carried by all.
Review of easements for Enterprise Drive Road Vacation: Revised sketches were received by
R&M on 8/12/98. R&M recommends approval contingent upon legal description being rewritten
and a revised utility easement to be dimensioned on the map. Aid. Sanders moved to approve
the easements, subject to rewriting of legal description and utility easement being
• dimensioned on the map. Seconded by Aid. Woodard. Carried by all.
Review sewer plans for Muskego Motor Car Company: Several issues are yet to be resolved.
In a letter from R&M describing the areas of concern, the Committee discussed the lack of a stub

for a manhole on the west side of the property, the lack of consistent soil ground cover (6 feet is
recommended by R&M) and the property to the south needing to be filled in since it is lower than
• the abutting property by several feet. Additionally, sewer access for Muskego Motor Car Company
hinges upon the adjacent property owners desire to participate in the hook up. Aid. Sanders
moved to approve the sewer plans contingent upon a 6 foot minimum ground cover and a
formal acknowledgment from the adjacent property owner of his intentions regarding his
participation/non-participation of the extension of sewer service to his property. The
Committee directs Scott Kloskowski to write to the property owner to discuss his options.

Review lift station/sewer main plans - Muskego Middle School: Mr Gary Rosploch and Mr
Jerry Wegner (Jahnke & Jahnke, Inc.) were present to discuss the lift station/force main project.
R&M provided written response to the revised plans they received and had two areas of concern.
The private system chosen by the school does not follow the recommendation R&M gave. Scott
K., indicated that it is their prerogative to install the system, but they will have to maintain it. Scott
advised the individuals present that the system will be harder to maintain. Additionally, R&M is
concerned that there is still no provisions made in the event of a power loss. Again, if there is no
power, there will be no school. It is up to the school to correct. Aid. Sanders moved to approve
the plans as submitted subject to both parties involved (Middle School/Jahnke & Jahnke)
accepting that they have chosen not to follow City Engineer recommendations on items #2
and #8 (private system maintenance and lack of power loss provisions). Seconded by Aid.
Woodard. Carried by all.
Annual review of Hardship Properties & Establishing 1999 rates: Scott K., provided a listing of
individuals that need to have their connection hardship time extended. The Clerk questioned in
• writing, if the Stack property (Tax Key #2171.991) should be on the list. Discussion regarding the
actual amount of frontage that the properties have and the need for the hardship for these
individuals. Several properties in the area with over 500 feet of frontage have been forced to
connect to the sewer Scott K., will provide the actual frontage footage for the next meeting for the
Stack and Masse (Tax Key #2180.990) properties.
WATER UNFINISHED BUSINESS
Further review of well head protection ordinance: The Plan Commission is currently reviewing
the ordinance. Scott recommends that Committee members review the ordinance prior to next
months meeting for discussion of the proposed ordinance.
WATER NEW BUSINESS - None
REPORT OF UTILITY SUPERINTENDENT: Scott reports that the property at the end of Sobek
Lane (Tax Key #2218.996) may or may not have a lateral, yet the property was assessed for one.
The as built does not show a lateral and the residents are wishing to sell the property. Scott would
like to send a camera down the pipe to determine if in fact a lateral does exist and if one does not,
the City will need to install one, since the property owners have already paid for it.
