MINUTES OF MEETING HELD MONDAY, January 19, 1998
. The meeting was called to order at 7:05 PM by Chairman Sanders. Also present was Committee
member Slocomb, Mayor DeAngelis (arrived at 7:47), Utility Supt., Scott Kloskowski, Richard
Eberhardt (Ruekert & Mielke), Aid. Patrick Patterson and those per the attached list. Aid. Donna
Woodard was excused.
The Committee noted that the meeting was posted in accordance with the Open Meeting Law on
January 14, 1998.
NOTICE OF CLOSED SESSION: It was noted that the committee would not convene into Closed
Session.
Review Minutes of Previous Meeting: No corrections or additions were made.
Status of Projects: Mr Eberhardt provided an update on existing projects with items italicized that
had recent activity (attached). Specific discussion regarding Lannon/Martin Sewer Project:
Affected residents Baas and Klatt were present to discuss options and voice concerns over the
cost, maintenance and time this project has taken. Rich Eberhardt had provided costs estimate
options for the project (attached). Discussion regarding a grinder station vs. a gravity system and
the relatively small price difference between the two were discussed. The Baas residents were
concerned that the money they put into this sewer system my not be recouped once their parcels
are sold in the future. Due to a lack of firm numbers in which to compare each option, Aid.
Sanders moved to obtain separate bid specifications for gravity main as well as a duplex
grinder station and force main for the two existing homes. Seconded by Aid. Slocomb.
• Carried by all. The residents were advised to call a sewer contractor to obtain the pricing on a
single grinder station so that all three pricing options will be available for comparison. Hi View
Project: Aid. Slocomb questioned why in Rich Eberhardt's report the generators on several sites
had not been delivered at this time. Rich explained that the delay in the generators was caused by
a recall by the manufacturer on some of the parts.
SEWER UNFINISHED BUSINESS
Status of REC Allocation: 956 as of 111/98
Status of Town of Norway Contract: The Mayor had nothing new to report. Scott K., provided a
proposed timeline prepared by the Town of Norway for a waste water treatment plant addition
(attached). The current contract with the Town of Norway expires at the end of the year
Update on MMSD Facilities Plan: Mr Mielke provided an overview of the MMSD plan and how
the new plan would impact the City of Muskego. Previously, it was determined by an independent
committee that the District had faulty peak flow numbers. The DNR at that time, ordered MMSD to
verify the numbers they were using to compute peak flow. The District did not comply and were
ordered by the State Supreme Court to comply. After independent review, it was found that the
numbers were in error up to 1000%. The Public Hearing on the matter is taking place on January
28, 1998 at 6:00 P.M. The current plan includes 100 million dollars in improvements but does not
address important issues not mentioned in the plan. Mr Mielke indicated that four areas are of
main concern to Muskego.
1, The simulation models used for various weather situations were dated and inaccurate.
Current technology and actual data from the existing system would allow a more accurate

modeling of system performance and capacities. A total integrated model with all current use
flows indicated should be made.
• 2. The new system is already too small. Even with an expected 16% drop in future population
projections the District, in order to compensate for this inadequacy, has lowered the level of
protection from an 80 year storm of record to a 5 year storm of record. Additionally, and at the
same time requesting communities to lower 1/1 by 9%. Muskego already has the lowest 1/1 in
the system.
3. The plan only looks to 2010. It is recommended that the plan be extended to 20 years to the
year 2020.
4. The District has peak day/peak hour flow criteria that needs to be the same for each
community. Enforcement will not be equitable to those communities with low flow criteria that
have worked to control their 1/1 and have substantially lower flow data and yet have the same
penalties as those communities which choose to do little or nothing to maintain their systems.
Some of the solutions discussed were to build relief sewers that would be identified in the
plan. The improvements at both treatment plants that are identified in the plan should be
done. Upgrade flow monitoring, as stated in plan, but place monitoring devices at each
communities border A long range plan needs to be developed as well as updating the
integrated simulation model with new flow data. A copy of the Executive Summary is available
from the Mayor
Status of 208 Sewer Plan Amendment: The Mayor reported that no new developments have
occurred.
Status of MMSD Non-WPAP Charges: The Mayor will be drafting a letter to District to
acknowledge City's position and receive concurrence from MMSD on the issues addressed in the
• letter
Status of Lin nie Lac Sewer Allocation: The Mayor received a call from Ham id Hashemizadeh,
New Berlin's City Engineer however, he was unable to reach individual prior to the meeting. Scott
K will need to meet with legal counsel to determine proper wording on the agreement.
SEWER NEW BUSINESS
Termination of Briggs & Stratton EPI Forcemain: The Mayor indicated that in a written request
(attached) Briggs & Stratton at this time wishes to remove their Forcemain connection. Aid.
Slocomb moved to recognize the exclusion of Briggs & Stratton from the EPI Forcemain
traveling South to Emerald Park landfill. Muskego will recognize their option in completion
of the design of the lift station as per the written correspondence received from Briggs &
Stratton dated December 18, 1997. Seconded by Aid. Sanders. Carried by all.
Review of quarterly billing - Town of Norway:. Committee reviewed billing statement for
quarter Scott K., reports that no overages have occurred this quarter or in 1997

Status of Well Abandonment & Forced Hookup: Contractor given notice to proceed. No start
• date has been set. One other hookup remains to be finalized and Scott K., is working to put that
together

• Determine meeting date for discussion of possible water project - Sunnyhill: Scott K., has
requested that a separate meeting for this matter be set. Participants to check schedules to
determine best day. Scott K., will send out letter to invite residents.
Consideration of deferred water assessment status - Graves/Benson (Hillendale): Aid.
Sanders moved that deferred status stays as is carried. Seconded by Aid. Slocomb.
Carried by all.
REPORT OF UTILITY SUPERINTENDENT: Scott Kloskowski had no new developments.
