PUM19970721• PUBLIC UTILITIES COMMITTEE - CITY OF MUSKEGO MINUTES OF MEETING HELD MONDAY, JULY 21, 1997 The meeting was called to order at 7:20 p.m. by Chairman Sanders. Also present were Committee members Woodard and Slocomb, Mayor DeAngelis, Utilities Superintendent Kloskowski, Rich Eberhardt (Ruekert & Mielke), and those per the attached list. The Committee noted that the meeting was posted in accordance with the Open Meeting Law. Ald. Sanders read the Notice of Closed Session and noted that a Closed Session would not need to be held as scheduled. Finance Director Gunderson and Sewer Utility Clerk Kowalik appeared before the Committee to discuss proposed quarterly sewer billing. Finance Director Gunderson updated the Committee on quarterly sewer billing and suggested that quarterly billing not begin until 1999 at the earliest. The Committee agreed that Finance Director Gunderson should look into proceeding with quarterly sewer billing in 1999. • Rich Eberhardt updated the Committee on the status of the following projects: Boxhorn, Groveway, Ryan Sewer - The bonding company is disputing defective work declaration, and the contractor's attorney has picked up certified notice. Ald. Sanders moved to extend connection deadline on Boxhorn, Groveway, Ryan Drives to December 31, 1997 with stand-by charges deferred until December 31, 1997. If connection is not made by December 31, 1997 stand-by charge will be charged back to June 24, 1997. Extension is given because of poor soil conditions, depth of some laterals, reluctance of contractors to work in this area, and the many other problems in this project area. Seconded by Ald. Woodard, motion carried 3-0. Dick Bennett appeared before the Committee and reported that one of the grinder pump stations supplied to him by the Sewer Utility was not large enough to service the restaurant and his property. This facility needs a duplex station and a simplex station was provided. Ald. Slocomb moved to have Utilities Superintendent Kloskowski purchase a duplex grinder station for Mr. Bennett, and take receipt of the simplex station that was purchased in error, with the understanding that Mr. Bennett must furnish the Sewer Utility with a copy of a signed contract before order for duplex • station is placed. Woodard, motion carried 3-0. • PUBLIC UTILITIES COMMITTEE - PAGE 2 JULY 21, 1997 Holz Drive Sewer - Project is being redesigned and City engineers are waiting for owners' input for well locations and which (if any) wish to share duplex grinder pump lift stations. HiView Acres Sewer - (MSS-1-97) - Pipe completed and pump station started. North Cape Road is being repaved and dust control has been ordered and applied on July 14th and 15th. (MSS-2-97) - Pump station construction started along with dewatering and setting tight sheeting. Laterals are being installed on Acker Drive and main is being installed on Northview. Woods Road Sewer/Water and Racine Avenue to Pioneer Drive Water - A few hanging branches need to be removed and final payment paperwork has been started. Well #7 - Muskego County Park - Contractor performed extended well development and has obtained a firm 800 gpm capacity. Water is still reported to be cloudy. Pumphouse for Well #7 - Bids have been received. • Well #5 - Kristin Down - Final electrical work to be completed by July 21st and system should then be ready to start up. EPI Lift Station - Wisconsin Department of Transportation redesign guidance has been received and plans for revisions are in process. The Committee noted there are 938 RECs remaining to allocate. There was nothing new to report on the Town of Norway sewer contract. The Committee discussed the request for sewer connections for Pionek from the Town of Norway. The Committee will investigate if request is still valid. Item will be discussed at next month's meeting. The Mayor updated the Committee on the MMSD Facilities Plan. The Mayor updated the Committee on the status of the 208 Sewer Plan Amendment, and advised that a Public Hearing will be scheduled for September or October, 1997 with the plan to be sent to SEWRPC in December, 1997. The Mayor updated the Committee on the status of MMSD Non-WPAP • charges. The Committee discussed the status of the 5-year timeline for future projects. Rich Eberhardt and Finance Director Gunderson PUBLIC UTILITIES COMMITTEE - PAGE 3 • DULY 21, 1997 discussed the list of proposed projects for 1998, 1999, and 2000. Finance Director Gunderson reported that 1998 projects will have little financial impact and any projections beyond that are not feasible at this time. The Committee directed Utilities Superintendent Kloskowski to move ahead with Holz Drive and North Cape Road to Schaefer Drive sewer project in 1998; the Loomis Drive/Hwy. 45 sewer project in 1999, and North Cape Road north of Boxhorn Drive to Ryan Road sewer project in 2000. The Committee reviewed MMSD bill in the amount of $145,802.68. Aid. Slocomb moved for payment to MMSD in the amount of $145,802.68. Seconded by Aid. Woodard, motion carried 3-0. The Committee discussed June 21, 1997 flooding. Utilities Superintendent Kloskowski updated the Committee on the measures that have been taken to avert future occurrences which include installing bolt -down manhole covers and frames on Saroyan Road, where flooding of the road occurred, and installing sealed manhole covers throughout the system. • The Committee reviewed correspondence from MMSD giving approval for two buildings on one sewer lateral. These properties are addressed as S84 W20858 and S76 W17603 Janesville Road. The Committee discussed the status of well abandonment and forced hookup for the Mashlan property on Janesville Road. Utilities Superintendent Kloskowski presented quotes for well abandonment and forced hookup. He noted there were no quotes received for the forced hookup. Utilities Superintendent Kloskowski will continue to look for contractors. Two quotes for well abandonment cannot be accepted until a contractor for forced hookup is found. The Committee reviewed the following bids for the Industrial Park water tower repaint project: LaBrant & Associates $42,191.00 Maxcor Inc. $63,900.00 L. S. United Painting $64,200.00 Aid. Woodard moved to accept low bid from LaBrant & Associates in the amount of $42,191.00. Seconded by Aid. Slocomb, motion carried 3-0. Aid. Woodard moved to approve contract for Dixon Engineering in the amount of $3,350.00 for paint inspection services. Seconded by Aid. Slocomb, motion carried 3-0. • The Committee reviewed letter from Waukesha County regarding cost sharing on well abandonments. Sanders moved to accept low bid from ASI General Inc. in the amount of $434,741.00. Seconded by Ald. Woodard, motion carried 3-0. Ald. Woodard moved to adjourn at 10:00 p.m. Seconded by Ald.
