PUM19970619• PUBLIC UTILITIES COMMITTEE - CITY OF 14USKEGO MINUTES OF MEETING HELD THURSDAY, JUNE 19, 1997 The meeting was called to order at 7:10 p.m. by Chairman Sanders. Also present were Committee members Woodard and Slocomb, Utilities Superintendent Kloskowski, Rich Eberhardt (Ruekert & Mielke), and those per the attached list. Mayor DeAngelis was absent. The Committee noted that the meeting was posted in accordance with the Open Meeting Law. Ald. Sanders noted that a Closed Session would not need to be held as scheduled. Rich Eberhardt updated the Committee on the status of the following projects: Boxhorn, Groveway, Ryan Sewer - Meeting was held 5/29/97 with contractor. Exhibits of defective work being prepared. Loomis Drive Sewer - Punchlist items not completed. Meeting scheduled for 6/25/97 to discuss lateral/trench settlement. HiView Acres Sewer - Project MSS-1-97 started 6/10/97. Contractor • requesting waiver of timeline for paving HiView Drive west of North Cape Road. Ald. Sanders moved to waive 60 day requirement of paving HiView Drive East (MSS-1-97) to facilitate trucking being done on Project No. MSS-2-97. Paving on Project MSS-1-97 will occur with paving of Project No. MSS-2-97. Seconded by Ald. Slocomb, motion carried 3-0. Notice to Proceed for Project No. MSS-2-97 to be issued 6/24/97. Holz Drive Sewer - Redesign awaiting owner inputs as to well locations and decision as to the sharing of duplex grinder pump lift stations. Regency Water - Site meeting scheduled for 6/20/97 to review outstanding work and discuss Saturday paving without notice or inspection. Well #7 - Contractor is developing well up to 600 gpm and increasing. Anticipate permanent pump rate will be between 800 and 1000 gpm. Pumphouse for Well #7 - Bid opening scheduled for 7/7/97. Well #5 - Pump and electrical upgrades have been ordered. Well scheduled for return to operation within two to three weeks. The • Committee discussed possibility of lawn watering restrictions. Ald. Sanders moved to direct Utilities Superintendent Kloskowski to • PUBLIC UTILITIES COMMITTEE - PAGE 2 NNE 19, 1997 implement lawn watering restrictions if needed with the approval of the Mayor. Seconded by Ald. Woodard, motion carried 3-0. EPI Lift Station - Awaiting Briggs & Stratton input as to lift station design. Meeting date with State of Wisconsin DOT to determine location of forcemain has not been set. The Committee noted that there are 885 RECs remaining to allocate. The Committee noted that the lawsuit with the Town of Norway regarding sewer capacity has been filed. There was nothing new to report on the status of the request for sewer connections from the Town of Norway for Pionek. There was nothing new to report on the status of the request for sewer connections from the Town of Norway for the Muskego-Norway School District. There was nothing new to report on the MMSD Facilities Plan, 208 Sewer Plan Amendment, or the MMSD Non-WPAP charges. The Committee reviewed watermain plans for Berg Construction. Ald. • Sanders moved to approve plans being sent to DNR with the understanding that construction is not to take place until pre -construction meeting is held with the City and Ruekert & Mielke. Seconded by Ald. Woodard, motion carried 3-0. The Committee reviewed sewer connection request for Radish on Woods Road. Ald. Woodard moved to direct Ruekert & Mielke to describe service area including Lot 4. Seconded by Ald. Slocomb, motion carried 3-0. The Committee reviewed sewer and water plans for Park Estates. Ald. Slocomb moved to approve plans and to submit to approving agencies. Seconded by Ald. Woodard, motion carried 3-0. The Committee reviewed proposed five year timeline for future projects. The Committee directed that Utilities Superintendent Kloskowski discuss with Finance Director Gunderson and Don Vilione to review Utilities' ability to finance future projects. Ruekert & Mielke was instructed to supply cost estimates of same. The Committee reviewed status of well abandonments. Ald. Woodard, motion carried 3-0. Review of proposed amendment to Water Ordinance related to disconnections was removed from the agenda. The Committee discussed paint selection for the water tower on Mercury Drive. Utilities Superintendent Kloskowski reported on updates to the Developer's Guide as it pertains to watermain construction. Ald. Slocomb moved to adjourn at 9:25 p.m. Seconded by Ald.
