MINUTES OF MEETING HELD MONDAY, MAY 19, 1997
The meeting was called to order at 7:05 p.m. by Chairman Sanders.
Also present were Committee members Woodard and Slocomb, Mayor
DeAngelis (arrived at 7:15 p.m.), Public Utilities Superintendent
Kloskowski, Rich Eberhardt (Ruekert & Mielke), and those per the
attached list.
The Committee noted that the meeting was posted on May 15, 1997, in
accordance with the Open Meeting Law.
Ald. Sanders noted that a Closed Session would not need to be held
as scheduled.
The Committee reviewed minutes of meeting held April 21, 1997.
Ald. Slocomb moved to add "The Committee discussed complaints from
Contractors connecting laterals about inaccurate as -built
measurements. Rich Eberhardt responded that if inaccuracy is
suspected outside the normal tolerances (1-2 ft. vertical - 3 ft.
horizontal) and field verified by Ruekert & Mielke, Ruekert &
Mielke will work with the contractor to pay for fair and reasonable
extra costs, if any."
"The Committee discussed the current procedure should an inaccuracy
in the as -built drawings be suspected."
"This procedure is: The Owner or Contractor contact Public
Utilities Supt. Kloskowski. Utilities Supt. Kloskowski contacts
Ruekert & Mielke, and Ruekert & Mielke sends a representative to
46 the site to review allegation. Response time is usually 30-45
minutes if someone has to come from Ruekert & Mielke office. Ald.
Slocomb asked if contact could be made direct to Ruekert & Mielke.
Rich Eberhardt responded yes - during normal working hours which
are 8:00 a.m. - 5:00 p.m. (Note: this is prior to Memorial Day,
7:30 a.m. - 4:00 p.m. between Memorial Day and Labor Day) Monday
through Friday. If a Contractor works on Saturday, special
arrangements would have to be arranged prior to Noon on Friday."
Seconded by Ald. Woodard, motion carried 3-0.
Rich Eberhardt updated the Committee on the status of the following
projects:
_Boxhorn, Groveway, Ryan Sewer - A meeting has been scheduled for
May 29, 1997 with the Contractor.
Loomis Drive Sewer - Punchlist items are not completed. A
tentative meeting date with Contractor has been scheduled for June
4, 1997.
Holz Drive Sewer - The Committee reviewed letter from Ruekert &
Mielke regarding hung plumbing. Ald. Slocomb reported that
residents would prefer a grinder pump system. Ald. Slocomb moved
to direct Ruekert & Mielke to design simplex grinder pump system
for Holz Drive and extend gravity sewer along Holz Drive to service
lots identified as Tax Key Nos. 2210.990 and 2211.999 only.

HiView Acres Sewer - The Committee reviewed revised assessment roll
as submitted. Ald. Sanders moved to approve revised assessment
roll. Seconded by Ald. Slocomb, motion carried 3-0.
The Committee reviewed the following bids for the HiView/E. of
Acker/N. Cape Road sewer project (MSS-1-97):
Rawson Contractors $ 470,261.00
United Sewer & Water Inc. $ 498,226.75
Globe Contractors Inc. $ 545,529.00
Mainline Sewer & Water $ 582,135.50
Super Excavators $ 628,000.50
D. F. Tomasini $ 673,332.75
Ald. Slocomb moved to accept low bid of $470,261.00 from Rawson
Contractors for the HiView/E. of Acker/N. Cape Road sewer project
(MSS-1-97) as per Ruekert & Mielke recommendation dated 3/15/97.
Seconded by Ald. Sanders, motion carried 3-0.
The Committee reviewed the following bids for the HiView Drive,
Acker Drive, Northview Drive, Durham Drive sewer project
(MSS-2-97):
Rawson Contractors $ 987,000.00
Super Excavators $1,009,953.50
Globe Contractors Inc. $1,081,027.00
Mainline Sewer & Water Inc. $1,211,163.00
• Ald. Slocomb moved to accept low bid of $987,000.00 from Rawson
Contractors for the HiView Drive, Acker Drive, Northview Drive,
Durham Drive sewer project (MSS-2-97) as per Ruekert & Mielke
recommendation dated 3/15/97. Seconded by Ald. Sanders, motion
carried 3-0.
Woods Road Sewer & Water - Minor punchlist items remain, as well as
restoration.
Pumphouse for Well #7 - Bidding is anticipated this week.
Well #5 - Kristin Down - Ald. Sanders moved to send quote for
reinstallation of pump to Finance Committee. Seconded by Ald.
Slocomb, motion carried 3-0.
EPI Lift Station - Awaiting response from WisDOT.
The Committee noted there are 1,004 RECs remaining to allocate as
of 5/1/97.
There was nothing new to report on the Town of Norway contract.
There was nothing new to report on the request for sewer
connections for the Town of Norway (Pionek).
There was nothing new to report on the request for sewer
connections for the Town of Norway for the Muskego/Norway School
District.

The Mayor updated the Committee on the status of the MMSD
Facilities Plan. Mr. Bill Mielke has been named a member of the
Review Committee for MIS Project.
The Committee discussed status of the 208 Sewer Plan Amendment.
Public Hearing has been tentatively scheduled in June.
The Mayor updated the Committee on the status of MMSD Non-WPAP
charges. The Mayor advised that the City paid charges under
protest. He is awaiting response from the District.

The Committee discussed update on the painting of Sandy Beach Lift
Station and reviewed correspondence from the Sewer Utility Clerk
stating that a check in the amount of $2,168.00 has been received
from Ruekert & Mielke as reimbursement for the cost beyond the
original agreed contract price for this project.
The Committee reviewed water plans for the Deer Creek Subdivision
Addn. #1. Ald. Woodard moved to approve water plans as submitted
contingent on Ruekert & Mielke recommendation. Seconded by Ald.
Slocomb, motion carried 3-0.

The Committee reviewed revised plans for Muskego Regency Center.
46 The Committee reviewed correspondence from Ruekert & Mielke. Ald.
Sanders moved to require Muskego Regency Center to remove valve at
watermain and replace with blind flange at main for water services
not being utilized and to remove sewer laterals not being utilized
by disconnecting at point within 5 ft. of main, with all
abandonments to be inspected by Ruekert & Mielke. Seconded by Ald.
Slocomb, motion carried 3-0.
The Committee reviewed request for a lateral connection for Haag on
CTH 'L'. Ald. Sanders moved to allow two buildings to use one
sewer lateral and to direct Ruekert & Mielke and Utilities Supt.
Kloskowski to submit the proper forms to MMSD for their approval,
with the understanding that a separate water service will be
installed. Seconded by Ald. Slocomb, motion carried 3-0.
Utilities Supt. Kloskowski updated the Committee on the status of
well abandonments.
The Committee reviewed proposed amendment to the Water Ordinance
regarding disconnections. Ruekert & Mielke has forwarded to Atty.
Molter for review.
Ald. Woodard moved to adjourn at 9:30 p.m. Seconded by Ald.
Slocomb, motion carried 3-0.
