PUM19970317• PUBLIC UTILITIES COMMITTEE - CITY OF MUSKEGO MINUTES OF MEETING HELD MONDAY, MARCH 17, 1997 The meeting was called to order at 7:05 p.m. by Chairman Sanders. Also present were Committee members Rasmussen and Salentine, Mayor De Angelis (arrived at 9:15 p.m.), Utilities Superintendent Kloskowski, Rich Eberhardt (Ruekert & Mielke), and those per the attached list. The Committee noted that the meeting was posted on March 13, 1997 in accordance with the Open Meeting Law. Ald. Sanders read the notice of Closed Session. Rich Eberhardt updated the Committee on the status of the following projects: Boxhorn, Groveway, Ryan Sewer - The City Engineers are meeting with contractor and bonding company on 3/19/97, regarding completion of contract. Major items of concern remaining are restoration and repairs, liens and liquidated damages. Mayor and Utilities Superintendent Kloskowski met with Michael Campbell and Ken Ward, Ruekert & Mielke, last week to discuss a private plumbing contractor's concern with depth of sewer laterals for • this project. Superintendent Kloskowski reported that he has sent a letter to contractor asking to be contacted whenever he feels the asbuilt information does not agree with what he finds in the field. Ruekert & Mielke will send an inspector to verify information. MSS-5-95) and Water and Racine Ave. -Pioneer Drive To Muskego Regency (MW21-95) - Minor punchlist items remaining on the lift station. HiView Acres - MMSD approved plans have been received and the Committee will review results of bids under agenda item. Holz Drive Sewer (MSS-3-97) - MMSD approved plans have been received. The City is securing temporary access easement and permanent sewer easement for one of the Buechel properties (parcel 2) and the Committee will review results of bids under agenda item. Waukesha County Park Sewer & Water - Final building connections made the week of 2/28/97. Well #7 - Agreement for new site has been signed and recorded. Water sample test results are good. Contractor given notice to continue but has not started permanent well. Change Order No. 1 recommended with 12 day extension due to delay for water tests per City request and for County signature on agreement. • PUBLIC UTILITIES COMMITTEE - PAGE 2 MARCH 17, 1997 Pumphouse for Well #7 - Updates pending City approval. Ald. Salentine moved to direct Ruekert & Mielke to rebid pumphouse project. Seconded by Ald. Sanders, motion carried 3-0. Loomis Drive - Punchlist items not completed (Spring 1997), As builts sent to MMSD week of 12/20/96. Video tape of lateral connection shows riser connection is back -pitched due to improper installation. Utilities Superintendent Kloskowski and Ruekert & Mielke have determined that it should be replaced (Spring 1997). North Cape Road Sewers - As-builts are completed but MMSD has directed that they not be submitted until contract MSS-1C-96 is completed in 1999. Minor restoration remains. Well #5 - Kristin Downs - Test pump indicates problems. There could be a hole in discharge column or bad pump. Pump and column will be pulled the week of 3/17/97. Work will not exceed contract price of $1,925.00. EPI Lift Station/Forcemain/Leachate - Redesign will start next week with resubmittal to Dept. of Transportation. Easement descriptions may not be needed if DOT approves lowering the main two feet. Briggs and Stratton (Future Parkland Landfill) no • longer wish to participate. The Committee noted there are 1,013 RECs remaining to allocate. Superintendent Kloskowski informed the Committee there are several schools remaining to meter which should be completed when school is recessed for the summer. There was nothing new to report on Town of Norway sewer contract. Closed Session was not held. Ald. Salentine moved to defer action on the request for sewer connections for the Town of Norway for Don Pionek, as there was nothing new to report. Seconded by Ald. Rasmussen, motion carried 3-0. Ald. Rasmussen moved to defer action on the request for sewer connections for the Town of Norway for the Muskego/Norway School District, as there was nothing new to report. Seconded by Ald. Salentine, motion carried 3-0. The Committee discussed MMSD Facilities Plan as presented at the March 11, 1997 Common Council meeting. Superintendent Kloskowski updated the Committee on the progress of the Plan. The Mayor informed Committee on meeting with other communities regarding cost • sharing for Ruekert & Mielke review. There was nothing new to report on the 208 Sewer Plan Amendment. • PUBLIC UTILITIES COMMITTEE - PAGE 3 MARCH 17, 1997 The Committee reviewed preliminary assessment roll for HiView Drive MSS-1-97 and MSS-2-97 sewer projects. The Committee determined to leave lots identified as .993 (city -owned lot), .994 and .995 in project description, but to leave frontages out of front foot calculation. The Committee directed that Ruekert & Mielke prepare report for public hearing with unit only costs as in Case #5 in Ruekert & Mielke report attached. Ald. Salentine moved to leave surface paving cost in project at this time. Seconded by Ald. Sanders, motion carried 3-0. The Committee reviewed the following bids for the HiView East of Acker/North Cape Road sewer project (MSS-1-97): Globe Contractors Inc. $ 545,529.00 Super Excavators Inc. $ 628,000.50 Rawson Contractors Inc. $ 469,911.00 D. F. Tomasini Contractors $ 673,332.75 United Sewer & Water $ 493,148.75 Mainline Sewer and Water $ 582,135.50 Ald. Salentine moved to accept low bid of $470,261.00 for MSS-1-97 • from Rawson Contractors. Seconded by Ald. Sanders, motion carried 3-0. The Committee reviewed the following bids for the HiView Drive West of Acker Drive sewer project (MSS-2-97): Super Excavators $1,009.953.50 Rawson Contractors $ 987,000.00 Mainline Sewer & Water $1,211,163.00 Globe Contractors $1,081.027.00 Ald. Rasmussen moved to accept low bid of $987,000.00 for MSS-2-97 from Rawson Contractors. Seconded by Ald. Sanders, motion carried 3-0. The Committee reviewed report submitted by Ruekert & Mielke with Rich Eberhardt for the Holz Drive sewer project. Ald. Rasmussen moved to proceed to Public Hearing with 50/50 front foot/unit costs. The Committee directed that letter be sent listing alternatives for simplex grinder pump system using costs as noted in Ruekert & Mielke report which should be included with letter. Seconded by Ald. Salentine, motion carried 3-0. The Committee reviewed the following bids for the Holz Drive sewer project (MSS-3-97): . Rawson Contractors $ 381,064.75 Super Excavators $ 564,722.00 Globe Contractors $ 391,548.00 • PUBLIC UTILITIES COMMITTEE - PAGE 4 MARCH 17, 1997 Mainline Sewer & Water $ 512,647.50 Ald. Sanders moved to accept bid from second lowest bidder in the amount of $391,548.00 from Globe Contractors for MSS-3-97. Seconded by Ald. Salentine, motion carried 3-0. The bid from Rawson Contractors, who was the lowest bidder, was deemed non -responsive as the bid form was not correctly completed. Bidder was disqualified. Ald. Sanders moved to reject bid submitted by Rawson Contractors. Seconded by Ald. Salentine, motion carried 3-0. The Committee reviewed sewer usage penalty refund request in the amount of $40.63 for Jeff Zainer, S81 W17511 Brennan Drive. Ald. Salentine moved to deny request. Seconded by Ald. Rasmussen, motion carried 3-0. The request for sewer service for Mr. Schroeder on Adrian Drive was removed from the agenda, per petitioner's request. The Committee reviewed status of Mystic Drive sewer project for Ludwig/Strampe. Sewer has been installed with restoration to be completed in spring. Ald. Sanders moved to refund $5,179.20 for theoretical assessment for Woods Road to Ludwig/Strampe. Seconded by Ald. Rasmussen, motion carried 3-0. The Committee reviewed RCA and sewer usage charges with Mike Kubiszewski for his mother-in-law unit on Joel Drive (Tax Key #2221.193). Mr. Kubiszewski stated that he felt his fees should be assessed from the date his property was determined to be a mother-in-law unit as opposed to the date of connection. The amount for which he is requesting reimbursement is $88.33. Ald. Salentine moved to deny request, and directed that sewer usage be charged at the 1996 rate from date of connection. Seconded by Ald. Sanders, motion carried 3-0. Rich Eberhardt updated the Committee on the status of the Town of Norway Sanitary District #1 Facility Plan. Plan does not include an expansion of the sewer district boundaries, nor does it address commercial properties within its boundaries in the City of Muskego. Superintendent Kloskowski stated the City's objections may be voiced at another Public Hearing which will be held concerning the Plan. Superintendent Kloskowski was requested to obtain information as to the timeline for adoption of the Plan from the Town of Norway. The Committee reviewed sewer connection request on Lions Park Drive with representative of Muskego Professional Building. Ald. • Salentine moved to approve connections for two buildings as requested. Seconded by Ald. Rasmussen, motion carried 3-0. Ald. Salentine moved to approve plans for main extension contingent on PUBLIC UTILITIES COMMITTEE - PAGE 5 MARCH 17, 1997 Ruekert & Mielke approval. Seconded by Ald. Sanders, motion carried 3-0. The Committee reviewed status of well abandonments. Superintendent Kloskowski advised that one well on Hillendale Drive scheduled for abandonment has problems which will require additional work. Ald. Sanders moved to approve quote submitted by Kenneth R. Sweeney Well & Pump for well abandonment on Hillendale Drive. Seconded by Ald. Salentine, motion carried 3-0. The Committee reviewed interest rate on deferred water assessments. Ald. Salentine moved to direct Finance Director and City auditor review deferred assessments to determine impact of ceasing the accrual of interest on deferred assessments for both utilities, and report back at the April Public Utilities Committee meeting. Seconded by Ald. Rasmussen, motion carried 3-0. The Committee discussed proposed language regarding access to water meters. Ald. Sanders moved to direct Ruekert & Mielke to develop language to allow disconnection of water service if access to meters by Public Utilities personnel is not allowed. Seconded by Ald. Salentine, motion carried 3-0. • Superintendent Kloskowski was requested to forward updated list of community well contact persons to the Police Department. Ald.
