PUM19970120PUBLIC UTILITIES COMMITTEE - CITY OF MUSKEGO MINUTES OF MEETING HELD MONDAY, JANUARY 20, 1997 The meeting was called to order at 7:02 p.m. by Chairman Sanders. is Also present were Committee members Salentine and Rasmussen, Mayor DeAngelis, Utilities Superintendent Kloskowski, Richard Eberhardt (Ruekert & Mielke), and those per the attached list. The Committee noted that the meeting was posted on January 15, 1997 in accordance with the Open Meeting Law. Chairman Sanders read the Notice of Closed Session. The Committee reviewed the status of the following projects: Boxhorn, Groveway, Ryan Sewer - The punch list has been given to the contractor. The generator failed during testing. The engineers will be working with bonding company. Rich Eberhardt updated the Committee on restoration and complaints, and reported letters will be sent to residents this week. Woods Road Sewer & Water and Racine Ave. -Pioneer Dr. to Muskego Regency - Lift station work proceeding slowly. Starting test scheduled for January 24, 1997. Sewer as-builts submitted to MMSD the week of 12/10/96 and water as-builts submitted to the City. HiView Acres - Response received on 1/13/97 as to location of lift station on Schweitzer property on North Cape Road. This will not • need to be resubmitted to MMSD as it is treated as a field design change. Plans were submitted to MMSD on 12/23/96. Engineers awaiting input from the City on inquiry of January 7, 1997. Ald. Rasmussen moved to split project into three separate projects and direct Ruekert & Mielke to prepare plans and specifications, and'to bid projects out as soon as possible. Seconded by Ald. Sanders, motion carried 3-0. The Committee reviewed preliminary assessment roll which also includes the Holz Drive project. The Committee reviewed memo from Clerk -Treasurer Marenda regarding questions pertaining to roll. The Committee directed the following: 2209.934.003 - Send letter to owner inquiring as to plans for future extensions. 2209.934 - Send letter to owner inquiring as to plans for future extensions. 2209.935 and .936 - Assess full frontage. 2209.970 - Ruekert & Mielke to add to roll. 2210.993, .994, .995 - Send letter to .994 & .995 to inquire whether service is desired by grinder pump. Parcel .993 is a City -owned parcel. 2210.990 - Should be included in Holz Drive project. Public Utilities Committee - Page 2 January 20, 1997 isHolz Drive Sewer Extension - Sewer plans sent to MMSD on December 23, 1996. A meeting was held with homeowners on Saturday, January 11, 1997, regarding road layout. City will be contacting adjacent owner and/or potential buyer to secure temporary access. Ald. Rasmussen moved to bid project with alternate bids for June and December start dates. Seconded by Ald. Salentine, motion carried 3-0. Waukesha County Park Sewer & Water Project - Awaiting City approval for connection. Mayor reported plans have been approved since December 16, 1996. Well #7 - Muskego County Park - Waukesha County has approved new test well site and will be acting on new permanent well site at their meeting on January 28, 1997. Notice to Proceed sent to contractor (Layne -Northwest). Substantial completion date of test well is April 15, 1997. Pumphouse for Well #7 - Muskego Countv Park - Bid date is on hold and minor changes will be made to site plan for new site. Loomis Road Lift Station - Warranty repairs needed. Loomis Drive Sewer Project - Punch items not completed. As-builts sent to MMSD the week of 12/20/96. Supt. Kloskowski advised the Committee that the Waiver of Public • Hearing Notice had been signed by Mr. & Mrs. Counter for the additional lateral and that the amended Final Assessment resolution roll can be approved. Ald. Salentine moved to amend Final Assessment Roll and forward to the Common Council for approval. Seconded by Ald. Rasmussen, motion carried 3-0. North Cape Road Sewer Project - As-buits completed but will not be submitted until contract MSS-1C-96 is completed in 1999, per MMSD's direction. The Committee discussed the time extension request received from the contractor. Ald. Rasmussen moved to defer request for time extension. Seconded by Ald. Salentine, motion carried 3-0. Muskego Regency - Sewer plans were sent to MMSD on 12/20/96. Water plans have been submitted to the City. EPI Lift Station/Forcemain/Leachate - Required easements were discussed. Redesign is contingent on easement determination. Lakewood Meadows Addn. #2 - Revised plans were submitted 1/13/97, with submittal to MMSD expected this week. The Committee noted there are 1131 RECs remaining to allocate. • Ald. Salentine moved to go into Closed Session at 9:20 p.m., pursuant to §19.85(1)(e), Deliberating or negotiating the purchasing of public properties, the investing of public funds, or Public Utilities Committee - Page 3 January 20, 1997 • conducting other specified public business, whenever competitive or bargaining reasons require a closed session, and (g) Conferring with legal counsel for the governmental body who is rendering oral or written advice concerning strategy to be adopted by the body with respect to litigation in which it is or is likely to become involved; more specifically, allocation of sewer connections for Norway Sanitary District. Action may be taken in Closed Session. Seconded by Ald. Rasmussen, motion carried 3-0. The meeting reconvened at 9:55 p.m. The Committee discussed Town of Norway contract. Ald. Sanders moved to defer action. Seconded by Ald. Salentine, motion carried 3-0. The Committee discussed request for sewer extensions for the Muskego-Norway School District and Town of Norway. Ald. Sanders moved to defer action. Seconded by Ald. Salentine, motion carried 3-0. The Committee discussed request for sewer extension in the Town of Norway for Don Pionek. Ald. Sanders moved to defer action. Seconded by Ald. Salentine, motion carried 3-0. The Committee reviewed request for sewer extension for Park Estates • (Pasadena Drive Extended) with Wayne Salentine and Reno Berg. Ald. Salentine moved to approve allocation of 34 RECs for this development. Seconded by Ald. Rasmussen, motion carried 3-0. The Committee reviewed REC charges for Boldt's Egg Products and Strasser's Carwash and reviewed memos dated 1/10/97 submitted by Utility Clerk. Ald. Salentine moved to charge Strasser's Carwash per memo and to continue billing Boldt's Egg Products as we do now, and to charge Strasser's Carwash per 1,000 per memo with 17% credit per MMSD allowance. Seconded by Ald. Sanders, motion carried 3-0. The Committee reviewed request to waive late penalty for S78 W16075 Woods Road due to resident stating they did not receive original bill. Ald. Rasmussen moved to deny request. Seconded by Ald. Sanders, motion carried 3-0. The Committee reviewed agreement with Diggers Hotline. Ald. Rasmussen moved to approve agreement. Seconded by Ald. Salentine, motion carried 3-0. The Committee reviewed user charge billing from MMSD for 4th qtr. 1996 in the amount of $146,415.83. Ald. Sanders moved to approve payment as noted. Seconded by Ald. Salentine, motion carried 3-0. The Committee reviewed request from Blenda Treba for approximate 66 acres on North Cape Road (former Schaefer farm) to be added to • sewer service area. Ald. Sanders moved to deny request. Seconded by Ald. Salentine, motion carried 3-0. Public Utilities Committee - Page 4 January 20, 1997 • The Committee reviewed user charge bill from Town of Norway for 4th quarter of 1996 in the amount of $11,488.26. Ald. Rasmussen moved for approval of payment as noted. Seconded by Ald. Salentine, motion carried 3-0. The Committee reviewed request for sewer capacity on Janesville Road with Gayle Schmitt and her attorney. Ald. Salentine moved to deny request due to parcel not being in the sewer service area. Seconded by Ald. Rasmussen, motion carried 3-0. Ald. Rasmussen moved to refund $100.00 sewer extension permit fee. Seconded by Ald. Salentine, motion carried 3-0. The Committee reviewed request for sewer lateral on Hillendale Drive (2191.999.003). Resident is asking for direction as to if they choose to divide their lot, may they hook up to existing grinder pump or to forcemain. Ald. Salentine moved to approve request to tie into line upon the condition that plan be drawn up by engineer; approval given by MMSD and Plan Commission, and easement given for public maintenance. Seconded by Ald. Rasmussen, motion carried 3-0. Utilities Superintendent Kloskowski updated the Committee on the status of Well Abandonments. The Committee reviewed noncompliance of water meter recording to • address problem of residents not allowing Utility personnel to enter their home and/or business to inspect water meter when a problem with meter or meter reading is suspected. Ald. Sanders moved to direct Ruekert & Mielke to draft language allowing the issuance of disconnection notices for those property owners unwilling to cooperate after all other attempts to investigate problem with water usage recording have been utilized. Seconded by Ald. Rasmussen, motion carried 3-0. Mayor updated the Committee on the MMSD Facilities Plan procedure. Ald. Salentine moved to adjourn at 10:00 p.m. Seconded by Ald.
