MINUTES OF MEETING HELD MONDAY, DECEMBER 16, 1996
• The meeting was called to order at 7:00 p.m. by Chairman Sanders.
Also present were Committee members Rasmussen and Salentine,
Utilities Superintendent Kloskowski, Richard Eberhardt (Ruekert &
Mielke), and those per the attached list.
The Committee noted that the meeting was posted in accordance with
the Open Meeting Law.
Chairman Sanders read the Notice of Closed Session.
Ald. Salentine moved to go into Closed Session at 7:05 p.m.
pursuant to S/S 19.85(1)(e), Deliberating or negotiating the
purchasing of public properties, the investing of public funds, or
conducting other specified public business, whenever competitive or
bargaining reasons require a closed session, and (g) Conferring
with legal counsel for the governmental body who is rendering oral
or written advice concerning strategy to be adopted by the body
with respect to litigation in which it is or is likely to become
involved, more specifically, allocation of sewer connections for
the Town of Norway Sanitary District. Action may be taken in
Closed Session. Seconded by Ald. Rasmussen, motion carried 3-0.
The Public Utilities Committee reconvened into Open Session at 7:40
p.m. to continue with agenda items.
• Rich Eberhardt updated the Committee on the status of the following
projects:
Boxhorn/Ryan/Groveway Sewer Project - Punch list has been given to
contractor.
Woods Road Sewer and Water and Racine Avenue/Pioneer Drive to
Muskego Regency - Lift station work proceeding slowly. As builts
to be completed shortly.
Hillendale Drive Sewer (Raboine) - Plan has not been received.
This item should be removed from future agendas.
HiView Acres/Holz Drive Sewer - Plans will be submitted to MMSD
with most northerly lift station site on the Schweitzer property.
Waukesha County Park Sewer & Water - Mayor updated the Committee on
a meeting with Waukesha County, Ruekert & Mielke, and himself
wherein an agreement was reached in concept to split inspection
costs three ways at an approximate cost of $6,000.00 each - County;
Ruekert & Milke, and the City. Ald. Salentine moved to approve
agreement as presented. Seconded by Ald. Rasmussen, motion carried
3-0.
Well #7 - Muskego County Park - Waukesha County has agreed to allow
test well to be built.
• Pumphouse for Well #7 - Muskego County Park - Bid date on hold.
Loomis Road Lift Station - Project has been completed. Liquidated
damages were assessed at $12,000.00 and agreed to by contractor.

Loomis Drive Sewer - Punch list items have not been completed. A
time extension request has been received. Ald. Salentine moved to
defer action on time extension request until work is done.
Seconded by Ald. Sanders, motion carried 3-0.
North Cape Sewer - Minor restoration remains. Contractor is
requesting a time extension.
Sewer & Water Study - Item should be removed from future agendas.
The Committee noted there are 1,124 RECs remaining to allocate.
There was nothing new to report on the status of Candlewood Creek
sewer and water extensions.
The Committee reviewed request to waive past due charge for
Zielski. Ald. Salentine moved to deny request. Seconded by Ald.
Sanders, motion carried 3-0.
The Committee reviewed sewer extension request - Town of Norway for
Don Pionek. Ald. Salentine moved to defer until next Public
Utilities Committee meeting. Seconded by Ald. Sanders, motion
carried 3-0.
The Committee reviewed letter dated 12/3/96 from the Town of Norway
engineer regarding the 208 sewer service boundary.
The Committee discussed request for sewer connections for the
Muskego-Norway School District. Ald. Sanders questioned the School
District representatives in attendance if they had reached a
decision on the indemnification issue. Dr. Drury, School District
Superintendent, updated the Committee on the District's position.
The School District would only indemnify the City if specific
parties could be named. Mayor stated that all parties cannot be
identified, but there is a possibility that the Town of Norway
Sanitary Sewer District may be willing to discuss differences.
Ald. Salentine moved to defer action on this issue until the next
Public Utilities Committee meeting. Seconded by Ald. Rasmussen,
motion carried 3-0.
Supt. Kloskowski updated the Committee on the status of well
abandonments.
Ald. Salentine moved to adjourn at 8:45 p.m. Seconded by Ald.
Sanders, motion carried 3-0.
