PUM19961021• PUBLIC UTILITIES COMMITTEE - CITY OF MUSKEGO MINUTES OF MEETING HELD OCTOBER 21, 1996 The meeting was called to order at 7:00 p.m. by Chairman Sanders. Also present were Committee members Rasmussen and Salentine, Mayor DeAngelis, Utilities Superintendent Kloskowski, Rich Eberhardt (Ruekert & Mielke), and those per the attached list. The Committee noted that the meeting was posted in accordance with the Open Meeting Law. Ald. Sanders read the Notice of Closed Session. Don Vilione, the City Auditor, and Clerk -Treasurer Marenda presented 1997 Water Budget. Ald. Rasmussen moved to approve 1997 Water Budget as amended. Seconded by Ald. Salentine, motion carried. 1997 Sewer Budget was presented. Ald. Rasmussen moved to approve 1997 Sewer Budget as amended. Seconded by Ald. Salentine, motion carried. The Committee reviewed proposed RCA, WCA, and rate charts with Sewer and Water Utility Clerks. Ald. Salentine moved to approve WCA chart with increase to $774.00 for existing dwellings and $1,290.00 for new dwellings in 1997. Seconded by • Ald. Sanders motion carried 3-0. Ald. Sanders moved to approve increase of RCA charge to $475.00 for existing dwellings and $2,850.00 for new dwellings in 1997. Seconded by Ald. Salentine, motion carried 3-0. The Committee deferred action on setting the front foot rate. Rich Eberhart, Ruekert & Mielke, updated the Committee on the status of the following projects: Boxhorn/Ryan/Groveway Sewer - Ald. Rasmussen moved to have Ruekert & Mielke declare project in default. Seconded by Ald. Salentine, motion carried 3-0. Supt. Kloskowski was directed to send letter to affected property owners explaining the process when a contractor is declared in default. Road Sewer & Water and Racine Avenue - Pioneer Drive to o Regency - Pavement and shoulders have been installed. Racine Avenue Water - Apollo to Pioneer Drive - Restoration items remain. HiView/Holz Drive Sewer - The Committee directed Supt. Kloskowski to schedule a meeting with the Schweitzers to discuss site location for lift station on North Cape Road for HiView Sewer Project. Well #7 - Ald. Salentine moved to approve final payment to Municipal Well & Pump for work done on failed Well #7 in the • PUBLIC UTILITIES COMMITTEE - PAGE 2 OCTOBER 21, 1996 amount of $34,448.71. Seconded by Ald. Sanders, motion carried 3-0. Pumphouse for Well #7 - Bid date on hold. Loomis Lift Station - Minor punch list items remain. Loomis Drive - Base pavement installed. Surface to be installed this week. North Cape Sewer - Surface course to be installed this week. Well #6 - Pump shipped 10/8/96. The Committee reviewed status of Martin Drive/Lannon Drive sewer project. Ald. Salentine moved to allow property owners to construct system themselves and to have the Utility pay for the following: current engineering bills; Ruekert & Mielke plan review and inspection; as -built costs; tele-metering (alarm) at grinder station. Seconded by Ald. Rasmussen, motion carried 3-0. The Committee determined that these costs would be lower than the total non -assessable costs if the Utility were to construct the project as proposed. • The Committee discussed the status of Town of Norway connections. Ald. Rasmussen moved to send maps and population numbers to the Town of Norway. Seconded by Ald. Salentine, motion carried 3-0. The Committee noted there are 1124 RECs remaining to allocate. Supt. Kloskowski updated the Committee on the status of commercial sewer metering. Mayor DeAngelis updated the Committee on the status of the EPI Leachate Agreement. There was nothing new to report on the status of the Country Club Villages assessments. The Committee discussed request to waive past due charges for sewer bill with Mr. Baliconi. Mr. Baliconi explained why bill was not paid on time and asked for forgiveness of late penalty fee. The Committee denied his request based on September Public Utilities Committee action. The Committee reviewed request of Mr. Zielski to waive past due charges for sewer bill. Ald. Rasmussen moved to defer. • Seconded by Ald. Salentine, motion carried 3-0. • PUBLIC UTILITIES COMMITTEE - PAGE 3 OCTOBER 21, 1996 The Committee discussed quarterly sewer usage billing with Don Vilione and Clerk -Treasurer Marenda. The Committee also discussed bi-annual billing, yearly billing after service has been provided, and further discussed quarterly billing. Mr. Vilione explained the financial ramifications of each alternative. The Committee reviewed MMSD quarterly bill in the amount of $148,457.39. Ald. Sanders moved to approve payment. Seconded by Ald. Salentine, motion carried 3-0. The Committee reviewed Town of Norway quarterly bill in the amount of $12,755.23. Ald. Rasmussen moved to approve payment. Seconded by Ald. Sanders, motion carried 3-0. Supt. Kloskowski updated the Committee on the status of well abandonments. The Committee reviewed amended WCA chart as prepared by Ruekert & Mielke. The Clerk -Treasurer explained timeline and presented background information. Ald. Sanders moved to approve WCA chart as presented and attached. Seconded by Ald. Salentine, • motion carried 3-0. The Committee discussed utility billing software with Don Vilione, Clerk -Treasurer Marenda, Sewer Utility Clerk, and Water Utility Clerk. The Committee reviewed memo from Joe Sommers regarding same. Ald. Sanders moved to defer. Seconded by Ald. Rasmussen, motion carried 3-0. The Committee reviewed the request of the Muskego-Norway Schools for sewer connections for their proposed new school. Ald. Salentine moved to request the following: 1. 35 RECs for the new school from the Town of Norway Sanitary Sewer District along with 105 RECs from a previous request. 2. A variance to allow school to be built partially out of the sewer service area without expanding the service area. 3. If variance not granted, request an amendment to service area to add school building site area. 4. If variance or amendment not granted, request service area be amended to shift boundary lines to include school • building site with an equal area to be shifted out of service area elsewhere. This land is to be taken out of property owned by Harold DeBack along the eastern • PUBLIC UTILITIES COMMITTEE - PAGE 4 OCTOBER 21, 1996 service area boundary south of the existing farm buildings. Seconded by Ald. Rasmussen, motion carried 3-0. The Mayor indicated that both he and Supt. Kloskowski will appear at Town of Norway meeting on behalf of the City. Supt. Kloskowski was directed to send letter to Town of Norway requesting items mentioned above, with letter being sent prior to these minutes being approved by the Common Council. Ald. Sanders moved for acceptance of improvements for Willow Pond, contingent on repair of valve box. Seconded by Ald. Rasmussen, motion carried 3-0. Ald. Sanders moved to deny acceptance of improvements for Deer Creek. Seconded by Ald. Salentine, motion carried 3-0. Ald. Sanders moved to go into Closed Session pursuant to S/S 19.85(1)(e) Deliberating or negotiating the purchasing of public properties, the investing of public funds, or conducting other specified public business, whenever competitive or bargaining reasons require a closed session; more specifically • negotiation with Candlewood Creek Subdivision as it relates to sewer and water improvements. Seconded by Ald. Salentine, motion carried 3-0. Ald. Sanders moved to adjourn at 11:40 p.m. Seconded by Ald. This report consists of the following schedules: Schedule A - Engineer's report dated November 24, 1986 regarding Water Capacity Assessment Schedule B - Engineer's report dated February 25, 1991 regarding the First Amended WCA District Schedule C - Legal Description and Listing of Affected Properties Schedule D - Water Capacity Assessment Charge Chart All present and future users of the Muskego Water Utility that lie within the proposed WCA District against which assessments are benefited and the improvements constitute and exercise of Police Powers. The improvements consist of those facilities that are not assessed for under the frontage or unit assessment policy and include costs associated with the oversizing of water mains, wells, pump stations, water towers, reservoirs, pump controls and appurtenant facilities. Except as specifically amended by this Revised Engineer's Report, the Engineer's Report dated November 24, 1986 regarding Water Capacity Assessments and the Engineer's Report dated February 25, 1991 regarding the First Amended WCA District and all attachments to said reports remain unchanged.
