PUM19960916• PUBLIC UTILITIES COMMITTEE - CITY OF MUSKEGO MINUTES OF MEETING HELD MONDAY, SEPTEMBER 16, 1996 The meeting was called to order at 7:05 p.m. by Chairman Sanders. Also present were Committee members Rasmussen and Salentine, Mayor De Angelis, Utilities Superintendent Kloskowski, Rich Eberhardt (Ruekert & Mielke), and those per the attached list. The Committee noted that the meeting was posted on September 12, 1996 in accordance with the Open Meeting Law. Rich Eberhardt updated the Committee on the following projects: Southeast Sewer Project/Forcemain This project has been closed out. There had been a problem with restoration, and the adoption of a procedure to check with residents prior to closing out a project was discussed. Ald. Rasmussen moved to adopt a policy to send out postcards for comments on restoration on future projects. Seconded by Ald. Salentine, motion carried 3-0. Boxhorn, Groveway, Ryan Sewer • Connections should be allowed to be made this week, with the assessments to be placed on this year's tax bills. Contractor's schedule for repaving is to be submitted this week. Punchlist items are to be completed this week also. Woods Road Sewer & Water Restoration is complete except for paving, but pavement has been milled. Mayor updated the Committee on the agreement with Stefaniak for sewer extension. Avenue Water Project (Apollo to Pioneer and Pioneer to Reaencv Center Restoration items remain to be completed. Hillendale (Raboine) Sewer Extension Pavement replacement has been rejected. Restoration items remain to be taken care of. HiView Acres/Holz Drive Sewer Extension Ald. Sanders moved to direct Ruekert & Mielke to prepare legal . description for relocation order to site lift station on Benke property. Seconded by Ald. Salentine, motion carried 3-0. Waukesha Countv Park Sewer & Water Proiect PUBLIC UTILITIES COMMITTEE - PAGE 2 SEPTEMBER 16, 1996 • Sewer is pending asbuilt approval. It was reported that Waukesha County has not paid their inspection bills. Committee stated that Building Inspection should not issue sewer connection permits until bills have been paid. Well #7 - Muskego County Park Existing contract has been terminated. Details of rebidding have not been determined. Pumphouse for Well #7 - Muskego County Park Bid date on hold. Loomis Road Lift Station Minor punch list items remain to be taken care of. Loomis Road Sewer Proiect Project on hold. Loomis Drive Sewer Proiect A request for extra payment was received from United Sewer and • Water. Request was denied. North CaAe Road Sewer Proiect Major portions of project have been installed. Awaiting receipt of easement from Mr. Ritzmann. Sewer & Water Study Study will be available for the October Public Utilities meeting. Hillendale Water Reservoir Project may be closed out within the next two weeks. Martin/Lannon Drive Sewer Project The Committee was updated on the last alternative (Alt. #5) which had been discussed at the August Utilities meeting. Ald. Salentine moved to defer to next meeting. Seconded by Ald. Rasmussen, motion carried 3-0. The Committee reviewed 1997 sewer and water budgets with Supt. Kloskowski and made no changes. Kloskowski advised the Committee that the schools and E. J. Salentine's remain to have their sewer commercially metered. There was nothing new to report on the EPI Leachate Agreement, CCV assessments, or the Lake Denoon sewer connections. The Committee reviewed sewer and water extension to Candlewood Creek with Beth Rummel and Bill Radle from Towne Realty. The Mayor and Supt. Kloskowski updated the Committee on previous discussions with Towne Realty regarding their request. Ald. Sanders moved to authorize the Mayor and Supt. Kloskowski to negotiate cost of the regional lift station and a possibility of a cost reimbursement plan for sewer and water main extensions sharing with Towne Realty. Seconded by Ald. Salentine, motion carried 3-0. The Committee discussed hardship policy. Ald. Salentine moved to require Delbert Holtz to connect to sewer upon approval of land division. Seconded by Ald. Sanders, motion carried 3-0. The Committee discussed request for shared lateral with Steve Krzman, who is requesting permission to connect two homes on one lateral on Janesville Road. Ald. Salentine moved to approve his request and petition MMSD for a waiver with costs to be paid by Mr. Krzman. Seconded by Ald. Sanders, motion carried 3-0. • The Committee reviewed request to waive late penalty fee for Mark and Mary Balconi. Ald. Salentine moved to deny request. Seconded by Ald. Sanders, motion carried 3-0. The Committee reviewed the status of well testing. The Committee reviewed quotes submitted by Kenneth R. Sweeney Well & Pump, Rynders & Vogt Plumbing & Pumps, and S & R Pump Co. for five properties that will need to have their wells abandoned. Ald. Salentine moved to recommend approval of quote from Kenneth R. Sweeney Well & Pump at a cost of $4.50/ft. plus $150.00 to remove pump, etc. Seconded by Ald. Sanders, motion carried 3-0. It was reported that the pump for Well #6 will ship 10/8/96. The Committee reviewed amendment to WCA Final Assessment Resolution. Supt. Kloskowski will schedule meeting with Mayor, City Clerk -Treasurer, City Engineer, and City Attorney. There was nothing new to report on Utility Billing software. Supt.
