MINUTES OF MEETING HELD AUGUST 8, 1996
The meeting was called to order at 7:10 p.m. by Chairman
Sanders. Also present was Committee member Rasmussen, Mayor
DeAngelis (arrived 9:15 p.m.), Utilities Superintendent
Kloskowski, Rich Eberhardt (Ruekert & Mielke), Steve Schultz
(Ruekert & Mielke - arrived 8:45 p.m.), and those per the
attached list. Alderman Salentine was absent.
The Committee noted that the meeting was posted on July 31,
1996 in accordance with the Open Meeting Law.
Rich Eberhardt updated the Committee on the following projects:
Southeast Forcemain - He is processing paperwork for final
payment and project close out. Ald. Rasmussen reported on a
complaint received from Mrs. Brace on Loomis Road.
Boxhorn, Ryan, Groveway - Paving on Ryan Road has begun. The
lift station is awaiting gas service. Committee discussed
Meinen assessment (Tax Key #2261.996). Ald. Sanders moved to
• delete deferred assessment for this property due to recording
of deed restriction preventing future land divisions. Seconded
by Ald. Rasmussen, motion carried 2-0
The Committee reviewed memo from Mayor's secretary regarding
Chmiel/Wiederhold claims.
Committee reviewed quotes for grinder pumps for the Bennett
property as follows:

Energenecs $6,995.00 $4,190.00
Dorner Company $4,859.00 $2,769.00
Ald. Sanders moved for acceptance of low quote from Dorner
Company as listed above. Seconded by Ald. Rasmussen, motion
carried 2-0.
Woods Road Sewer and Water - Contractor was to start 8/7/96 on
Racine Avenue portion. Woods Road is scheduled to start in one
to two weeks. Calvary Church has stated they do not wish water
service.
Racine Avenue Water - Apollo to Pioneer Drive - The replacement
of the sidewalk at the Police Department is scheduled for
8/9/96. Ald. Rasmussen moved to delete water service for this
• property from the assessment roll per their letter dated
7/31/96. Seconded by Ald. Sanders, motion carried 2-0.

Hillendale Drive (Raboine) - Pipe has been installed.
Restoration and paving schedule is unknown. Ald. Rasmussen
moved to accept alternate for trench patch contingent on
approval of Public Works Superintendent. Seconded by Ald.
Sanders, motion carried 2-0.
HiView Acres/Holz Drive - Ald. Sanders moved to direct City
Engineer to provide legal descriptions for required easements
for two lift stations for relocation orders. Seconded by Ald.
Rasmussen, motion carried 2-0.
Waukesha County Park Sewer and Water - Water is operational and
sewer is pending as built approvals. Restoration is in
progress.
Well #7 Muskego County Park - Problems with the well are
continuing as reported in letter from Steve Schultz dated
8/8/96. Committee directed that Mayor, Steve Schultz, and Scott
Kloskowski meet with contractors to discuss options.
Pumphouse for Well #7 - The Committee deferred until well is
completed.
Loomis Road Lift Station - Station is operational, with minor
punch list items remaining.
North Cape Road Sewer - Preconstruction meeting was held 8/8/96.
Start date is scheduled for 8/19/96. Ald. Sanders moved to
direct City Engineer to prepare legal description for Relocation
Order for Ritzmann property for easement for gravity sewers, and
to submit main extension to MMSD for approval. Seconded by Ald.
Rasmussen, motion carried 2-0.
Sanitary Sewer and Water Study - The report is undergoing
revision based upon new bottle rack information obtained after
several recent rainfalls.
Hillendale Reservoir - Minor punchlist items remain.
Martin/Lannon Drive Sewer - Committee reviewed report on
estimate for project as explained by Rich Eberhardt. Ald.
Rasmussen moved to defer. Seconded by Ald. Sanders, motion
carried 2-0.
Committee noted that there are 1,131 RECs remaining to allocate.
Supt. Kloskowski updated the Committee on the status of
commercial sewer metering.

The Committee discussed status of EPI Leachate Agreement. Supt.
Kloskowski updated the Committee on the meeting with Emerald
Park and Future Parkland.
The Committee discussed the status of sewer and water extension
to Candlewood Creek Subdivision, and was advised that City is
awaiting response from developer. Towne Realty is working with
City Engineers on obtaining cost estimates and will appear at
the 9/16/96 Public Utilities Committee meeting to discuss. Ald.
Sanders moved to defer. Seconded by Ald. Rasmussen, motion
carried.
The Committee reviewed letter dated 8/l/96 from Custom Wire
Industries, Inc. requesting a recalculation of their RCA and
sewer usage charges for their building on Enterprise Drive.
Ald. Sanders moved to deny request, since recalculation would
deviate from current method of calculating charges. Seconded by
Ald. Rasmussen, motion carried 2-0.
The Committee reviewed quarterly billing charge from MMSD. Ald.
Sanders moved to approve payment in the amount of $144,823.42.
Seconded by Ald. Rasmussen, motion carried 2-0.
• The Committee reviewed quarterly billing charge from the Town of
Norway. Ald. Sanders moved to approve payment in the amount of
$12,859.42. Seconded by Ald. Rasmussen, motion carried 2-0.
Discussion of proposal regarding Country Club Villages
assessments was removed from the agenda.
The Committee reviewed Plan Director's response to inquiry on
sewer connections in the Lake Denoon area. The Committee
directed that City Engineers review calculations presented by
Plan Director and to obtain estimates for future contract
negotiations with the Town of Norway.
Status of well site investigation was removed from the agenda.
There was nothing new to report on the status of the purchase of
Utility Billing software.
The Committee reviewed correspondence submitted by Steve Schultz
regarding quotes for Well #6 pump replacement. Ald. Sanders
moved to authorize expenditure of $17,397.00 for pump
replacement under Emergency Rules provision. Seconded by Ald.
Rasmussen, motion carried 2-0.
. The Committee reviewed proposed Ordinance to amend Chapter
28.04(1)(d) of the Municipal Code regarding multi -unit metering.
Ald. Rasmussen moved to approve amendment as proposed which

includes exceptions. Seconded by Ald. Sanders, motion carried
2-0.
The Committee reviewed amendment to WCA Final Assessment
Resolution. Ald. Rasmussen moved to defer. Seconded by Ald.
Sanders, motion carried 2-0.
Ald. Rasmussen moved to adjourn at 10:42 p.m. Seconded by Ald.
Sanders, motion carried 2-0.
