PUM19960715• PUBLIC UTILITIES COMMITTEE - CITY OF MUSKEGO MINUTES OF MEETING HELD MONDAY, JULY 15, 1996 The meeting was called to order at 7:05 p.m. by Chairman Sanders. Also present were Committee members Rasmussen and Salentine, Mayor DeAngelis, Utilities Superintendent Kloskowski, Rich Eberhardt (Ruekert & Mielke), and those per the attached list. The Committee noted that the meeting was posted on July 9, 1996 in accordance with the Open Meeting Law. Ald. Sanders read the Notice of Closed Session. The Committee reviewed corrected minutes of meeting of June 17, 1996. Ald. Salentine moved for approval of corrected minutes. Seconded by Ald. Rasmussen, motion carried 3-0. Rich Eberhardt updated the Committee on the status of the Southeast Forcemain project. Rich Eberhardt advised the Committee that the lift station punchlist for the Boxhorn, Ryan, Groveway sewer project has been sent to the contractor. Committee discussed claim liability for • Chmiel/Wiederhold. Ald. Salentine moved to forward claims to the contractor's insurance company. Seconded by Ald. Rasmussen, motion carried 3-0. Committee reviewed request for compensation from Mr. Butch Meinen regarding the expense of a lateral that was installed and will not be able to be used. Ald. Salentine moved to deny request since reconfiguration of the lot lines could allow for two lots and error in original survey was made by the owner's engineer. Seconded by Ald. Sanders, motion carried 3-0. Rich Eberhardt updated the Committee on the Woods Road Sewer and Water Project. Ald. Rasmussen moved to forgive deferred assessment for the Saddy (Tax Key #2224.991) and Prekop (Tax Key #2224.995.001) properties due to deed restrictions. Seconded by Ald. Sanders, motion carried 3-0. Ald. Salentine moved to indicate 1997 as the correct date for the computation of deferred interest on the Final Assessment Resolution and to set the hardship application deadline as May 1, 1997 for sewer only. Seconded by Ald. Sanders, motion carried 3-0. Rich Eberhardt updated the Committee on the Racine Avenue Water Project (Apollo to Pioneer and Pioneer to Muskego Regency Center). Rich Eberhardt advised that the Hillendale Drive Sewer Project (Raboine) was started July 15, 1996. • Rich Eberhardt advised that the lift station sites for the HiView Acres/Holz Drive Sewer Project are still undecided. • PUBLIC UTILITIES COMMITTEE - PAGE 2 JULY 15, 1996 Rich Eberhardt updated the Committee on the Muskego County Park Sewer and Water Project. The water is operational. The sewer is pending asbuilt approvals. The Committee reviewed status report from Ruekert & Mielke with regard to the development of Well #7 in Muskego County Park. The water jetting process and air lift pumping has commenced, and will continue until July 17th, as long as the well output increases. The rebidding for the Well #7 pumphouse will be delayed pending development results from Well #7. Rich Eberhardt reported that minor punch list items remain for the Loomis Road Lift Station. The Committee reviewed the following bids for the Loomis Drive Sewer Project: United Sewer & Water Inc. $ 356,887.00 Super Excavators Inc. $ 357,643.50 Rawson Contractors $ 386,093.50 Globe Contractors Inc. $ 416,570.50 • Mainline Sewer & Water Inc. $ 748,506.50 Ald. Salentine moved to accept low bid from United Sewer & Water in the amount of $356,887.00. Seconded by Ald. Rasmussen, motion carried 3-0. Committee reviewed Public Hearing minutes for the Loomis Drive Sewer Project. Ald. Salentine moved to set assessment rate for this project at 8.0%. Seconded by Ald. Rasmussen, motion carried. The Committee reviewed the Assessment Roll. Mr. Counter expressed his objection to frontage due to limited access. He requests that interest be deferred until the City takes over Hwy. 36. Committee took no action. Ald. Sanders moved to indicate 1997 as the first year assessments and deferred assessments for this project will be on tax roll, and to set the application deadline for the hardship policy as May 1, 1997. Seconded by Ald. Rasmussen, motion carried 3-0. The Committee reviewed the following bids for the North Cape Sewer Project: Super Excavators Inc. $ 363,290.50 Rawson Contractors $ 367,001.25 Globe Contractors Inc. $ 402,291.00 Mainline Sewer & Water Inc. $ 478,613.25 • Ald. The Committee reviewed minutes of Public Hearing. Ald. Salentine moved to set interest rate for this project at 8.0%; to reflect 1999 as the first year assessments and deferred assessments should be on tax roll, and to set the hardship application deadline as May 1, 1999. Seconded by Ald. Rasmussen, motion carried 3-0. Committee reviewed request from Mr. Scott Krause to have one more lateral for his parcel on North Cape Road. The Committee advised him to submit his request in writing to the Clerk -Treasurer. Committee reviewed assessment for the Marian Lange property (Tax Key #2257.980) for the North Cape Sewer Project. Ald. Rasmussen moved to reflect 150 ft. as assessable and 24 ft. as non -assessable. Seconded by Ald. Salentine, motion carried 3-0. Rich Eberhardt reported the Sanitary Sewer and Water Study is almost complete. It was reported that 1,133 RECs remain to be allocated. The Committee reviewed status of EPI Leachate Agreement. The • Committee moved to defer, pending Mayor's discussion with participants. The Committee reviewed sewer main extension plans for Sal Ferrito on Boxhorn Drive. Ald. Salentine moved to approve plans and RECs requested (2 additional - 1 existing). Seconded by Ald. Rasmussen, motion carried 3-0. The Committee discussed the need for new water utility software. Ald. Salentine moved to request that Information Systems Director Joe Sommers investigate the purchase of new water utility software. Seconded by Ald. Sanders, motion carried 3-0. The Committee reviewed request for sewer extension to the Tate property on Janesville Road (Tax Key #2232.980). Ald. Sanders moved to deny request since this parcel is out of the sewer service area. Seconded by Ald. Rasmussen, motion carried 2-0, with Ald. Salentine abstaining due to conflict of interest. The Committee discussed possibility of second monthly Public Utilities Committee meeting. The Committee discussed well relocation problem with Mr. Dutkiewicz. Mr. Dutkiewicz is planning on installing a sand point well at this time. Ald. Salentine moved to defer. • Seconded by Ald. Progress on the Candlewood Subdivision planning is continuing. Rich Eberhardt advised that the water main extension to the MSI General commercial site on Racine Avenue/Janesville Road is finished and awaiting restoration. Rich Eberhardt updated the Committee on the status of the Mystic Drive Sewer Project, Deer Creek, Champions Village, EPI Lift Station, and Victorian Villas. Ald. Sanders moved to go into Closed Session pursuant to S/S 19.85(1)(e) Deliberating or negotiating the purchasing of public properties, the investing of public funds, or conducting other specified public business, whenever competitive or bargaining reasons require a closed session; more specifically negotiation with Candlewood Creek Subdivision as it relates to sewer and water improvements. Seconded by Ald. Salentine, motion carried 3-0. Ald. Salentine moved to adjourn at 10:40 p.m. Seconded by Ald. Sanders, motion carried 3-0.
