MINUTES OF MEETING HELD THURSDAY, APRIL 18, 1996
• The meeting was called to order at 7:15 P.M. by Chairman Sanders.
Also present were committee member Salentine, Utility
Superintendent Scott Kloskowski, Richard Eberhardt (Ruekert &
Mielke), and those per the attached list. Committee member
Rasmussen was absent.
STATEMENT OF PUBLIC NOTICE
The Committee noted that the meeting was posted on April 12, 1996,
in accordance with the Open Meeting Law.
The Committee reviewed the status of the following city projects:
Southeast Sewer Project/Forcemain - Restoration expected to begin
in mid -May. The majority of the punchlist needs to be completed.
The cold temperatures and high humidity in surge tanks prevented
paint from adhering to the walls.
Boxhorn, Groveway, Ryan Sewer Project - Contractor is working on
Ryan Road with completion expected by May 5, 1996. Lift station
work is underway and dust control was ordered on April 17, 1996.
Restoration is to be completed by June 15, 1996. Contractor has
requested a field meeting to review road repairs.
Woods Road Sewer & Water Project - Project has been advertised for
• bids with bid opening scheduled for May 2, 1996. Mr. Gregory
Boehm appeared before the committee to present his proposal to
move the lift station east to his property. The committee felt to
resubmit plans and delay the project four months would result in
higher bids and project complications. Mr. Boehm stated that he
would be willing to pay all cost differences. Ald. Sanders moved
to deny request. Seconded by Ald. Salentine, motion carried 2-0.
The Committee reviewed proposed assessment roll and made the
following adjustments:
Tax Key 2224.995, Tax Key 2224.994.001, Tax Key
2224.994.002, and Tax Key 2224.995.001 will be
assessed for two lots.
Tax Key 2224.999.001 - as present duplex one lot; if
ever changed to single resident, two lots.
Tax Key 2241.999 - two lots for sewer, three for water
plus commercial frontage for water to be determined by
the City Engineers.
Tax Key 2241.999.003 - Single lot, water only
Tax Key 2224.991 - will be assessed for two lots.
Tax Key 2224.994 - it was determined that the proposed
assessment will remain as raw farmland until approval
of conceptual plan.

• Racine Avenue Water Project (Apollo to Pioneer and Pioneer to
Muskego Regency Center) - Apollo to Pioneer project restoration is
to be completed this Spring and installation of valve stem
extenders.
Hillendale (Raboine) Sewer Extension - The City is still waiting
for the Raboine sewer plan. The project has been advertised with
bid opening scheduled for April 25, 1996.
The committee reviewed the proposed assessment roll and made the
following determinations:
Tax Key 2177.933 - Dividable into two lots.
Tax Key 2177.934.002 - Dividable into two lots.
Tax Key 2177.937 - Remove from assessment roll as already
serviced.
HiView Acres/Holz Drive Sewer Extension - Project drafting has
started. City has made inquiries with possible owners of lift
station sites. The City of Franklin and Milwaukee County have
rejected the North Cape Road site. Ald. Sanders moved to request
the City Engineers to provide a new timeline for this to become a
1997 project. Seconded by Ald. Salentine, motion carried 2-0.
Waukesha County Park Sewer & Water Project - Water systems is
• operational. The sewer system is pending as -built approvals from
MMSD.
Well #7 - Muskego County Park - Well driller could not develop
well by conventional means and has acidized with 2,000 gallons HCL
which improved output from 30 GPM to 180 GPM which is still below
test well 300 GPM. The Committee reviewed new proposal from
Municipal Well & Pump, dated April 16, 1996, urging the City to
consider additional chemical treatment to remove obstructive fines
or bonds within the formation at a cost of $8,790.00. City
Engineer Steve Schultz has advised that he has solicited a
proposal from another contractor who offered guarantee of
increased production, verbally, and will put in writing early next
week. Steve Schultz does not recommend giving up on site as he
feels it is still viable and the worst case would be to drill
deeper.
The committee determined that there will be a special Public
Utilities Committee meeting on Tuesday, April 23, 1996, at 6:30
P.M., before the Finance Committee, to address the above.
Pumphouse for Well #7 - Muskego County Park - Bids have expired
and contractor will not grant an extension. Project will be rebid
when well is completed.
Loomis Road Lift Station - Site work has been completed; 95% of
masonry/brick has been completed; composition roofing is 95%
complete; electrical work is progressing well.

• Loomis/North Cape Sewer Project - Wisconsin Department of
Transportation permit has not yet been received. The earliest
allowed dig of open cut of pavement is April 1, 1996. MMSD
approval for crossing sewer has not been received and a change
order has been prepared for lift station contractor for a 200 ft.
extension.

Hillendale Water Reservoir - Project has been completed and site
clean up still to be completed.
Martin/Lannon Sewer Project - Survey work has been completed,
plans drawn and design started. Richard Eberhardt, Ruekert &
Mielke, presented cost estimates. Mr. & Mrs. Bass were given a
copy. Mayor advised that he had been contacted by Mr. Robert
Stack who is securing private estimates which he will provide to
the committee at a future meeting.
The committee reviewed the status of REC Allocation which is 1,139
as of April 1, 1996.
Utility Superintendent Kloskowski discussed status of commercial
sewer metering and advised that there are only a few left to
• install.
The committee further discussed Hardship Sewer/Water Policy and
determined that staff will be responsible for reviewing and
approving all hardship applications.
The committee further discussed Emerald Park Landfill's sewer
extension and reviewed request from Emerald Park to omit the
onsite standby generator from the lift station plans. Ald.
Sanders moved to deny request and to direct City Engineer to
contact petitioner of the committee's action. Seconded by Ald.
Salentine, motion carried 2-0.
The committee reviewed MMSD User Charge Billing for first quarter
and approved payment of $143,933.51.
The committee reviewed Town of Norway billing for first quarter
and approved payment of $9,326.87.
Mr. David Ludwig and Mrs. Judith Strampe appeared before the
Committee to discuss request to refund theoretical assessment of
$5,179.20 for the Woods Road, Mystic to Durham Sewer Project which
was paid on October 29, 1993. In accordance with Resolution
#195-93, adopted on August 10, 1993, the city agreed to reimburse
Mr. Ludwig is a sewer main was ever extended in the future along
• the front of this property (120 ft. frontage). Mr. Ludwig is in
the process of extending sewers on Mystic Drive and would like the
reimbursement. Ald. Sanders moved to recommend approval of

• reimbursement upon extension of sewers to his property. Seconded
by Ald. Salentine, motion carried 2-0.
Richard Eberhardt discussed the need for an Assessor's Plat for
Holz Subdivision as gross errors exist in the original plat and in
accordance with State Statute 70.27(1), the governing body having
jurisdiction may order an Assessor's Plat. An engineering
proposal was submitted to prepare and monument an Assessor's Plat
not to exceed $15,500. Ald. Salentine moved to request the City
Engineers to prepare the Assessor's Plat not to exceed $15,500 and
to refer the matter to Finance Committee to determine funding.
Seconded by Ald. Sanders, motion carried 2-0.
The committee discussed Boxhorn Drive Road Repairs. Ald. Sanders
moved to hold back $28,205 for cost of road repair for five (5)
years and to hold $15,868.45 for lien against project until
satisfied and approved remainder of the request in the amount of
$52,198.55. Seconded by Ald. Salentine, motion carried 2-0.
Utility Superintendent Kloskowski discussed with the committee two
(2) seasonal positions for Sewer & Water that had been approved
through the 1996 budget. Ald. Sanders moved to approve one
seasonal position for water for 560 hours at $8.00 per hour and
one seasonal position for sewer for 560 hours at $8.00 per hour.
Seconded by Ald. Salentine, motion carried 2-0.
• Richard Eberhardt, Ruekert & Mielke, presented to the committee
various options for amendment of WCA chart to allow for single
connections for multi -family buildings. Ald. Salentine moved to
request the Auditor to do a spread sheet showing the financial
impact of option #4 versus our current option #2. Seconded by
Ald. Sanders, motion carried 2-0/
Utility Superintendent Kloskowski discussed with the committee the
outstanding well permits as of April 16, 1996.
The committee reviewed design of pump house, Walter Hagen Court,
Champion's Village as proposed by Municipal Well & Pump. Ald.
Sanders moved to approve design contingent on technical changes.
Seconded by Ald. Salentine, motion carried 2-0.
Utility Supt. Kloskowski discussed with the committee the need for
a policy for installation of water meters in multi -unit buildings.
Supt. Kloskowski will submit a proposed policy change at the May
meeting.
Utility Supt. advised the committee of loss of capacity for well
#6 and that he is investigating the cause and will report next
month on the findings and possible repairs.
• Ms. Julie Bindas and Suzi Link appeared before the committee to
request water service for her property on Lake Drive. She
currently shares a well on the old Krogmann property and would
like to connect to the water utility rather than drill a separate

• well. The committee advised the petitioners of the committee's
policy that at a petitioner must submit a petition request service
with at least 50% of affected properties indicating that they are
in favor and report back to a future meeting.
The committee reviewed status of the following developer projects:
Muskego Regency - Ald. Sanders moved to follow as per past policy,
that the sanitary laterals and water services must end outside the
building pads and must be tested as per standard specifications.
Seconded by Ald. Salentine, motion carried 2-0. Utility Supt.
Kloskowski will send letter advising developer.
MSI General - Watermain extension plans have been submitted to DNR
for approval.
Candlewood Creek - Nothing new to report.
Ald. Salentine moved to adjourn at 11:40 P.M. Seconded by Ald.
Sanders, motion carried 2-0.
