PUM19960118PUBLIC UTILITIES COMMITTEE - CITY OF MUSKEGO MINUTES OF MEETING HELD THURSDAY, JANUARY 18, 1996 The meeting was called to order at 7:10 P.M. by Chairman Sanders. Also present were Committee Members Rasmussen and Salentine, Mayor De Angelis, Utility Superintendent Scott Kloskowski, Richard Eberhardt (Ruekert & Mielke), Plan Director Sadowski and those per the attached list. The Committee noted that the meeting was posted on January 12, 1996, in accordance with the Open Meeting Law. The Committee reviewed the following projects: Boxhorn, Groveway, Ryan - The Contractor has started easement and lift station. Contractor has also been cutting trees in the Groveway easement and has been cautioned on amount of trees being taken down. The Committee reviewed staff's concern as to status of claims against Contractor for Chmiel/Wiederhold. Committee deferred action. Ald. Sanders moved to recommend to reopen Assessment Roll for the Boxhorn, Groveway, Ryan Road Sewer Project and to approve Hardship Policy for this project. Seconded by Ald. Rasmussen, motion carried 3-0. Ald. Salentine moved to authorize the City Engineers to do required additional soil borings for the Woods Road Watermain and Sanitary Sewer Project not to exceed $2,500.00. Seconded by Ald. Sanders, motion carried 3-0. Racine Avenue Water Project Nothing new to Report. Hillendale (Raboine) Sewer Extension The City is still waiting for Mr. Raboine to submit easement documents obtain from the Muskego/Norway School District. City Engineers will provide Preliminary Assessment roll shortly. Ald. Salentine moved to authorize City Engineers to submit final sewer plans to MMSD and DNR. Seconded by Ald. Rasmussen, motion carried 3-0. HiView Acres/Holz Dr. Sewer Extension Drafting has begun and design started. Ald. Salentine moved to direct Utility Superintendent to open discussions with potential lift station site owners. Seconded by Ald. Sanders, motion . carried 3-0. Waukesha County Park Sewer & Water Project PUBLIC UTILITIES COMMITTEE - PAGE 3 JANUARY 18, 1996 • • • DNR approval was received on January 17, expects final MMSD approval shortly with starting date to be January 29, 1996. Loomis Road Lift Station 1996, and the City contractor's tentative Contractors behind schedule and have been put on notice that a time extension will not be granted. Southeast Forcemain Restoration will be checked in Spring of 1996. Electricity to flow meter still not complete and WEPCO is expected to complete within next six weeks. As-builts submitted to MMSD and punchlist with minor items given to Contractor. Loomis/North Cape Sewer Project The Committee reviewed various route alternatives for this project and selected the route on North Cape Road, north of Highway 36, which is mostly out of the road right-of-way on the west side of North Cape Road. Highway 45, south of Highway 36, the route will be east of Highway 45 and that will have some "in road" right-of-way and some "out of road" right-of-way. Loomis Road, from Loomis Drive to North Cape Road, the route which utilizes the north shoulder of Loomis Road. The Committee directed Utility Superintendent to make contact with property owners where easements are required as soon as legal descriptions have been received from the City Engineers and a Relocation Order approved by the Common Council. Sanitary Sewer & Water Study/Industrial Park Sites Mayor De Angelis and Utility Superintendent Scott Kloskowski have reviewed with City Engineers. Changes were made and draft returned to City Engineers for final submittal. Well #7 - Muskego County Park Mr. Tracy Greenfield from Municipal Well & Pump, Inc. appeared before the Committee to request a time extension for completion of Well #7 due to hardships incurred with delayed start because the Waukesha County agreement was late, along with the presence of many large stones while drilling, and the onset of cold weather early in the season. The Committee deferred action on request until February meeting to see what the actual completion date will be and to determine at that time whether liquidated damages will be assessed. Hillendale Water Reservoir Utility Superintendent advised that credit of $500.00 has been approved so that Utility will paint interior of valve vault. Restoration needs to be completed. PUBLIC UTILITIES COMMITTEE - PAGE 4 JANUARY 18, 1996 is Hillendale Booster Station Contractor is working on punch list; site restoration will be completed in Spring of 1996. Martin/Lannon Sewer Project Survey work has started. The Committee further reviewed WCA & RCA rates for 1996 as well as interest rates for payment plan and determined that the following action at the December 20, 1995 meeting will remain, with clarification that the decreased interest rate of 8% for RCA payment plan will be effective January 1, 1996, upon connection. "The Committee discussed 1996 RCA rates and interest payment plan rates. Ald. Sanders moved to decrease the interest rate for RCA payment plan from the present 9% to 8%. Seconded by Ald. Salentine, motion carried. Ald. Sanders moved to recommend approval of the following rates for 1996: Interest rate for ten (10) year payment plan for front foot and lateral assessment will remain at 8% 1996 RCA Rate: $2,715.00 Single Family/New Construction is $ 452.50 Existing Family Duplex: 3 Bedroom Each $5,430.00 (2.0 REC's) 2 Bedroom Each $4,072.50 (1.5 REC's) 1 Bedroom Each $2,715.00 (1.0 REC) Multi -Family Charge Per Unit: 3 Bedroom $2,715.00 Each Unit 2 Bedroom $2,036.25 Each Unit 1 Bedroom $1,357.50 Each Unit Seconded by Ald. Salentine, motion carried." The Committee discussed Status of REC Allocation which is at 762 RECS left to allocate. The Committee requests the allocation for the Southeast sewer projects be broken down by project. The Committee reviewed Deferred Sewer Assessment for tax key #2188.992 (S78 W20783 Hillendale). This property was determined to be undividable and the deferred water assessment was forgiven; however, the deferred sewer assessment was overlooked. Ald. Sanders moved to forgive assessment in the amount of $2,318.87 which is the amount plus interest that is currently on the books. Seconded by Ald. Salentine, motion carried. • The Committee discussed RCA charges for Johnny's Petroleum Carwash and reviewed Discharge Factor Certification Form which is required by MMSD to be completed by Mr Strasser. Normal practice is to bill upon connection but with the other carwash, the Committee waited for consumption history to use as a formula to calculate PUBLIC UTILITIES COMMITTEE - PAGE 5 JANUARY 18, 1996 • charges. Ald. Sanders moved to wait and obtain consumption history for four (4) full quarters. Seconded by Ald. Salentine, motion carried 3-0. Utility Superintendent discussed with the Committee the need for repainting of Woods Road Liftstation. Ald. Salentine moved to direct Ruekert & Mielke to prepare plans and specifications and bid the project. Seconded by Ald. Rasmussen, motion carried 3-0. Ald. Salentine moved to approve payment of 4th quarter MMSD bill in the amount of $150,536.24. Seconded by Ald. Sanders, motion carried 3-0. Ald. Rasmussen moved to approve payment of 4th quarter Town of Norway bill in the amount of $13,290.87. Seconded by Ald. Salentine, motion carried 3-0. Plan Director Matt Sadowski appeared before the Committee to discuss assessable frontage for the Florence Daliege Property (2177.936), W192 56666 Hillendale Drive, which is part of the Hillendale/Mill Valley/Tans Sewer Project. The property has 330 ft. of frontage, but the sewer main will run along only 150 ft. of the property. Ald. Salentine moved to assess only 150 ft. of the property. Seconded by Ald. Sanders, motion carried 3-0. • The Committee reviewed status of well compliance tests. Ald. Sanders moved to defer until the February meeting. Seconded by Ald. Salentine, motion carried 3-0. The Committee further discussed proposed amended WCA District. Ald. Salentine moved to approve the amended WCA District as provided by the City Engineers to include the Candlewood Creek property. Seconded by Ald. Salentine, motion carried 2-1, with Ald. Rasmussen casting the dissenting vote. There was nothing new to review for revised Water Plans for Muskego Regency as the City Engineers are reviewing and working with Developer. Mr. Brad Reynolds (Sprint) and Mr. Mark Longstaff (PLS Primeco) appeared before the Committee to further discuss request to lease space on Water Tower. The Committee agrees with concept of placement of antennas on the stem, beneath the bulb of tower, with their buildings abutting each other and moved the negotiations of the compensation to the Finance Committee. The Committee discussed sewer and water punchlist for Bridgeport Way (Deer Creek Development). Ald. Sanders moved to deny request for Acceptance of Improvements. Seconded by Ald. Salentine, motion carried 3-0. • Supt. Kloskowski discussed with the Committee waiving of WCA for meters installed at Water Utility's booster station and pumpstation at Well V . Ald. Sanders moved to approve waiving of meter charges. Seconded by Ald. Rasmussen, motion carried 3-0. PUBLIC UTILITIES COMMITTEE - PAGE 6 JANUARY 18, 1996 • The Committee reviewed the following bids received for construction of Muskego Well #7 Pumpstation, along with City Engineer's recommendation of January 16, 1996: Seater Construction $318,600 JBJ Construction $329,450 ASI General $339,874 James Cape & Sons $354,800 Platt Construction $355,649 Guenther -Wagner -Johnson $358,299 Choice Construction $399,111 Super Excavators $407,778 Ald. Salentine moved to accept low bid from Seater Construction Co., Inc. for the Well No. 7 Pumpstation contract, contingent on DNR approval of project in the amount of $314,600. This amount is based on the lump sum base bid price and a $4,000 deduct for using the Ford engine instead of a Hercules engine. Seconded by Ald. Sanders, motion carried 3-0. The Committee reviewed the following quotes for internal paint inspection of water tower in the Industrial Park: Pittsburg Tank and Tower $1,650.00 Dixon Engineering $1,965.00 • AEC Engineering $4,500.00/plus $500 Chlorination Fee City Engineer Steven Schultz, in his correspondence of January 17, 1996, noted that the level of service and actual services provided changes from proposal to proposal and recommends that the City retain Dixon Engineering to perform the cleaning and inspection as the low bid from Pittsburg Tank and Tower does not include removal of of large debris, chlorination, adhesion testing or extra debris removal. Ald. Sanders moved to approve recommendation of City Engineer and recommend acceptance of bid from Dixon Engineering in the amount of $1,965.00. Seconded by Ald. Salentine, motion carried 3-0. The Committee further discussed illegal water connections. Ald. Rasmussen moved to defer any further action to the February meeting and extend all deadlines for compliance that have not as yet been met until after that meeting. Seconded by Ald. Salentine, motion carried 3-0. The Committee reviewed staff memorandum listing properties currently on Stand-by Charges and properties that have been previously granted a Hardship. Ald. Rasmussen moved to remove property 2175.996 (DeAngelis) and property 2190.999.001 (Kohne) from the list as the Committee does not consider these properties . to be capable of being served. Seconded by Ald. Salentine, motion carried 3-0. The Committee will review list on an annual basis prior to stand-by charges being put on the assessment roll. PUBLIC UTILITIES COMMITTEE - PAGE 7 JANUARY 18, 1996 • The Committee reviewed amended Special Assessment Policy for Sewer and Water which will address a hardship policy. Ald. Salentine moved to recommend that Council approve the amended Special Assessment Policies for both sewer and water. Seconded by Ald. Rasmussen, motion carried 3-0. Ald. Salentine moved to recommend Acceptance of Improvements for sewer and water for the Plum Creek -East Development. Seconded by Ald. Sanders, motion carried 3-0. Ald.
