MINUTES OF MEETING HELD THURSDAY, NOVEMBER 16, 1995
The meeting was called to order at 7:05 P.M. by Chairman Sanders.
Also present were Committee Members Rasmussen and Salentine, Mayor
De Angelis, Utility Superintendent Scott Kloskowski, City Clerk
Jean Marenda, Auditor Don Vilione, Richard Eberhardt of Ruekert &
Mielke and those per the attached list.
The Committee noted that the meeting was posted on 11/10/95 in
accordance with the Open Meeting Law.
Don Vilione, Conley, McDonald, appeared before the Committee to
review the proposed 1996 Sewer and Water budgets. Ald. Rasmussen
moved to recommend approval of Sewer and Water budget subject to
receipt of clarifications for the Sewer budget from the City
Auditor prior to Council adoption. Seconded by Ald. Salentine,
motion carried.
The Committee discussed status of the following projects:
Boxhorn, Groveway, Ryan - Continued problems with backfill,
speeding trucks and drivability of roads. Ald. Salentine moved to
direct the City Engineers to prepare a revised engineer's report
and assessment roll based on the actual adopted zoning. Seconded
by Ald. Sanders, motion carried.
Woods Road Sewer & Water Project - Lift Station will be relocated
to and up -sized to handle total flows from area and Regency Senior
Center. Plans will be finalized and sent to MMSD and DNR for
approval.
Racine Avenue Water Project - Road patches are to be completed the
week of November 20, 1995 with restoration to be completed and
checked in Spring of 1996.
Hillendale (Raboine ) Sewer Extension - Common Council has adopted
Resolution #213-95, Relocation Order, and City Attorney will be
ordering title search. Rights letter will then be sent and Offer
to Purchase will be prepared by the City Attorney for Common
Council adoption.
Hi View Acres/Holz Dr. Sewer Extension - Richard Eberhardt,
Ruekert & Mielke presented the Committee with several options for
the sewer extension. Ald. Sanders moved to approve Alternate B.
Seconded by Ald. Salentine, motion carried 3-0. The survey crew
is nearing completion and design to start early December.
Waukesha County Park Sewer & Water Project - Awaiting DNR and MMSD
approval. Waukesha County held preconstruction meeting this week
and anticipate a December construction start date.
Loomis Road Lift Station - The Contractor is six weeks behind
original schedule but it appears that they will meet substantial
completion date of mid May 1996.

Southeast Forcemain - Project substantially completed with the
exception of electric and telephone connection to flow meter to be
finished. As builts to be submitted to MMSD early December.
Loomis/North Cape Sewer Project - Plans to be completed and sent
to the Wisconsin Department of Transportation next week. Lift
station to be installed in December.
Sanitary Sewer & Water Study/Industrial Park Sites - Work
continuing.
Sewer Timeline Update -Southeast District - Still being compiled.
The Committee reviewed status of REC Allocation which is 1,045.
Ald. Rasmussen moved to reduce the REC allocation for proposed
sewer projects. Seconded by Ald. Salentine, motion carried 3-0.
Supt. Kloskowski advised that the installation of commercial sewer
metering is moving ahead and anticipated to be completed by the
end of the year.
Mr. Roger Klatt appeared before the Committee to further discuss
requests for sewer service for four properties on Martin Drive
and Lannon Drive. Richard Eberhardt, Ruekert & Mielke, shared
with the Committee the estimated cost of the project of $132,720
• for the four homes and a possible three deferred units. Ald.
Sanders moved to invite the four home owners and properties west
to the end of the Reynolds Machine Shop property to attend the
December meeting to discuss possible interest in connection.
Seconded by Ald. Rasmussen, motion carried 3-0.
The Committee reviewed Town of Norway's third quarter bill in the
amount of $15,438.58 noting the three highest days in the quarter
were rain storm events and Supt. Kloskowski explained that he felt
that the low area manhole covers may have been opened to let the
water drain. Ald. Sanders moved to approve payment of the
invoice. Seconded by Ald. Rasmussen, motion carried 3-0.
Mr. Jeske appeared before the Committee to request waiving of
additional REC charge for Tootmeister's (Tax Key 2177.944), W191
S6409 Hillendale Drive, for his business and living quarters as he
claims no one lives in the 3 bedroom living unit and there is no
kitchen. Ald. Salentine moved to refund the one -quarter RCA and
reduce usage by one REC upon pulling of a permit and removal of
bathroom in living quarters. Seconded by Ald. Rasmussen, motion
carried 3-0.
The Committee discussed status of the following water projects:
Well Site Investigation - Supt. Kloskowski reported that the
• system evaluation will continue after completion of current
project.

• Water Reservoir Site - Project is basically completed. A punch
list was given to the Contractor. City will do landscaping as
soon as possible.
The Committee reviewed sewer and water plans for the Muskego
Regency Senior Complex. Ald. Salentine moved to approve the
Sanitary Sewer plans to be sent to MMSD with the condition that
the Woods Road connection and the sewer laterals on each building
be worked out with City Engineer. Seconded by Ald. Sanders,
motion carried 3-0.
Ald. Salentine discussed with the Committee a possible extension
for the well compliance tests. Ald. Salentine moved to extend the
compliance date to February 1, 1996. Seconded by Ald. Rasmussen,
motion carried 3-0. This item will again be reviewed at the
January meeting.
The Committee discussed establishing of proposed Sewer/Water
Assessment/Hardship Policy and directed that a draft policy be
written with the following criteria:
Sewer & Water
1. Qualification subject to Federal Low Income guidelines using
the non -adjusted gross income.
• 2. All applications to be reviewed on a yearly basis for
compliance.
3. Any sale, transfer, change in economic status or land division
will result in the loss of hardship basis and subsequent payment
of assessment.
4. Upon connection, one half of the interest charge, plus regular
payment, based on a nineteen (19) year schedule, will be due.
Water Onl
1. All payments deferred (principal and interest) until such
time as connection required.
The Committee also asked for information regarding proposed policy
for allowing exemptions for new onsite disposal systems and
determination of reasonable length of time for exemption.
Utility Superintendent Kloskowski reported that two of the three
drives at the McShane Lift station were burned out due to power
surge in the grid on Friday, November 10 and Saturday, November
11, and repairs have been made. There was no resulting flooding
or by-passing.
• The Committee requests that Emerald Park Landfill Sewer be put on
the December agenda for connection date clarification.
