PUM19950720• PUBLIC UTILITIES COMMITTEE - CITY OF MUSKEGO MINUTES OF MEETING HELD THURSDAY, JULY 20, 1995 The meeting was called to order at 7:05 P.M. by Chairman Sanders. Also present were Committee Members Rasmussen and Salentine, Mayor De Angelis, Utility Superintendent Scott Kloskowski, Rich Eberhardt (Ruekert & Mielke), and those per the attached list. The meeting notice was posted on 7/14/95 in accordance with the Open Meeting Law. The Committee discussed the status of the following Projects: Southeast Sewer Project Months away from being installation being completed, not including restoration or operational status. Boxhorn, Groveway, Ryan August 7, 1995, is the tentative starting date. Waiting for final MMSD approvals. Woods Road Sewer & Water Proiect • Project proceeding slowly; Senior Citizen representative will be contacted to appear at the August meeting to discuss sewer options. Racine Avenue Water Proiect Council deferred action at the July 11, 1995, meeting and will address at the July 25, 1995 Council meeting. illendale (Raboine ) Sewer Extension First draft of plans shows the need for either securing an easement .or tearing up Hillendale Drive in order to provide sewer extension to the Raboine property. Utility Superintendent Kloskowski will talk to property owner about acquisition of easement. HiView Acres/Holz Dr. Sewer Extension Discussed under #3, Unfinished Business. The Committee reviewed the report submitted by the Sewer Utility Clerk advising the REC Allocation to be 1,060. There was nothing new to report on the status of commercial sewer metering. • Rich Eberhardt, Ruekert & Mielke, reviewed with the Committee the Preliminary Cost Estimate for Hi View/Holz Area for the requested sewer extension. The estimated project cost is $1,780,404; with PUBLIC UTILITIES COMMITTEE - PAGE 2 JULY 20, 1995 • an estimated $1,600 per lateral, $67.23 project cost with a $7,958.76 unit cost. The non -assessable cost is estimated to be $726,755. Utility Superintendent Kloskowski reported that out of the 105 postcards sent; 60 returned in favor of the project, 26 returned against the project, and 3 were undecided, for a total of 89 returned. It was noted that Mr. Paul J. Benke and Marion E. Schweitzer submitted a written request to the City, dated July 12, 1995, petitioning the City to include them in the Sanitary Sewer District in order to sewer their property (Tax Key 2211.999). The Committee deferred action on request until the August meeting in order to further review. Ald. Salentine moved to direct Ruekert & Mielke to prepare plans and specifications and to bid the Holz/Hi View Sewer Project. Seconded by Ald. Rasmussen, motion carried 3-0. The Committee noted that there has been no response to the request to the Town of Norway for sewer connections for the Haut property. City Clerk Jean Marenda appeared before the Committee to discuss method of billing for sewer usage and expressed the need for the City to go to a quarterly billing system. Ald. Rasmussen moved to defer to the August meeting. Seconded by Ald. Salentine, motion carried 3-0. Information Systems Director Joe Sommers appeared before the Committee to discuss purchase of Utility Billing package and the cost for converting sewer, water, refuse/recycling, which ranges from $56,775 to $69,992. Ald. Rasmussen moved to defer to the August meeting. Seconded by Ald. Salentine, motion carried 3-0. The Committee reviewed MMSD second quarter billing in the amount of $149,044.06. Ald. Salentine moved to approve payment. Seconded by Ald. Sanders, motion carried 3-0. The Committee reviewed Town of Norway second quarter billing in the amount of $17,050.37. Ald. Salentine moved to approve payment. Seconded by Ald. Rasmussen, motion carried. The Committee deferred review of Assessment Policies. The Committee discussed sewer request for extension of sewer to North Cape Road. It was noted that 25 letter were sent advising of the City's looking into possibly sewering this area, as well as the area south of Durham Drive. Ald. Rasmussen moved to send postcard surveys to all residents including in the post cards the rough estimates that were given for the Holz/Hi View project. Seconded by Ald. Salentine, motion carried 3-0. The Committee reviewed service study for sewers -potential Industrial Use submitted by Ruekert & Mielke. Ald. Salentine moved to direct Ruekert & Mielke to do Muskego Sanitary and Water . study for the potential Industrial Park sites throughout the system. Seconded by Ald. Rasmussen, motion carried 3-0. PUBLIC UTILITIES COMMITTEE - PAGE 3 JULY 20, 1995 Utility Superintendent Scott Kloskowski discussed with the Committee a proposed timeline for sewer service for the Southeast Sewer Area. Ald. Salentine moved to approve the timeline. Seconded by Ald. Sanders, motion carried 3-0. It was suggested that this information get out to the public. The Committee deferred discussion on establishing a Hardship Policy which was a suggestion made at the Public Hearing for the Boxhorn, Ryan, Groveway sewer project. There was nothing new to report on the status of Well Site #7 other than the County Board will be addressing at their July 28, 1995 meeting. The Committee discussed status of Water Reservoir Site. Ald. Salentine moved to authorize payment to MAC for landscaping work at the site in the amount of $3,750.57 which is to be paid out of monies being held for the project. Seconded by Ald. Sanders, motion carried. The Committee reviewed Revision of Chapter 109 Tax Equivalent. Review of Water Service Study for Industrial Use was addressed above along with the Sewer Service Study. Utility Superintendent Kloskowski advised the Committee of the request for voluntary water use on odd and even days that was requested of all water users that are connected to the municipal water system.
