PUM19950608CORRECTED PUBLIC UTILITIES COMMITTEE - CITY OF MUSREGO • MINUTES OF MEETING HELD THURSDAY, JUNE 8, 1995 The meeting was called to order at 7:15 P.M. by Chairman Sanders. Also present were Committee Members Salentine and Rasmussen, Mayor De Angelis, Utility Superintendent Kloskowski, Michael Campbell (Ruekert & Mielke) and those per the attached list. The Committee noted that the meeting was posted on June 5, 1995, in accordance with the Open Meeting Law. Hillendale-North of HWY L Sewer and Water Nothing new to report. Southeast Sewer Project The Southeast Sewer forcemain construction is one-third complete. Utility Superintendent Kloskowski discussed with the Committee the need for a plan for sewering future areas in the Southeast part of the City. Ald. Rasmussen moved to authorize Supt. Kloskowski to identify potential areas for sewer projects in the Southeast area and to prepare a proposed guideline for servicing. Seconded by Ald. Salentine, motion carried 3-0. Boxhorn, Groveway, Ryan Discussion handled under Review of Bids for Boxhorn, Groveway, Ryan Sewer Project. Mystic Drive/Foxboro North Contractor has completed final grading for the project and restoration will be done by the property owners. Woods Road Sewer & Water Proiect The project design is being completed. Road right-of-way research for the parcel in question on Woods Road shows that in 1862 that area of Woods Road was dedicated to the City. Waukesha County Park Sewer & Water Project City Engineer Campbell informed the Committee that they are waiting for SEWRPC 208 letter. The City must also determine how many RECs will be needed. Racine Avenue Water Proiect Discussion handled under Review of Bids for Racine Avenue Water Project. 0 PUBLIC UTILITIES COMMITTEE - PAGE 2 JUNE 8, 1995 Hillendale (Raboine) Sewer Extension 49 Ms. Florence Daliege, Ms. Gladys Bauer, and Mr. Raboine appeared before the Committee to discuss sewer project. Ald. Salentine moved to direct Ruekert & Mielke to proceed with design and specifications for the project. The Committee noted that the Status of REC allocation is 1,110 as of June 1, 1995. The Committee discussed status of commercial sewer metering and reviewed MMSD request for meter information on users over 1,000 gallons per day. Supt. Kloskowski will respond to their inquiry. The Committee discussed requested sewer extension/HiView Acres/Holz Dr. with possible affected property owners who were invited to the meeting. The Committee questioned those affected property owners present and 42 were in favor and 11 opposed. The Committee requests that a self-addressed survey postcard be sent to each affected property. Ald. Salentine moved to direct the City Engineers to calculate a rough estimate for this project to be reviewed at the July meeting. Several residents from North Cape Road appeared before the Committee to request that they be included in the project. The Committee requested that property owners between HiView Acres area, North Cape Road to Schaefer Road, be invited to the July meeting. • The Committee reviewed the following bids for Ryan Road, Boxhorn Drive & Groveway Lane Project: Contract A Contract B Mainline Sewer & Water $850,065.00 $1,509,425.00 Rawson Contractors 739,616.50 1,138,824.50 Globe Contractors, Inc. 828,934.00 1,330,540.00 Super Excavators, Inc. 807,810.00 1,006,648.00 D. Salentine moved to recommend acceptance of low bid of Gustafson Constr. in the amount of $1,488,531.00, and to recommend assessment to be on a 50% unit plus 50% front foot assessment option. Seconded by Ald. Sanders, motion carried 3-0. The Committee discussed status of Water Reservoir Site. Yard piping has been installed and tested. Rough grading is three -fourths completed. Foundation is due to start on July 1, 1995, and Booster Station survey has been completed. Ald. Rasmussen moved to select EN14, Slate Gray as the color for the new Water Reservoir. Seconded by Ald. Salentine, motion carried 3-0. 0 PUBLIC UTILITIES COMMITTEE - PAGE 3 JUNE 8, 1995 • Supt. Kloskowski reviewed with the Committee the status of well testing compliance and requested that the deadline for compliance be extended to August 31, 1995, in order for the Information Systems Director to set up the computer for recording water systems to comply with DNR regulations. The Committee reviewed Additions to Subdivider's Procedural Guide from the City Engineers which include the following: Minimum requirements for Subdivision community water storage reservoirs Minimum requirements for Subdivision water pump stations Minimum requirements for Subdivision community wells Ald. Salentine moved to approve the additions to be included in the Subdivider's Procedural Guide. Seconded by Ald. Sanders, motion carried 3-0. The Committee reviewed the following bids for Well #7: Layne -NW $175,512.00/$15,000 Municipal Well & Pump $157,730/None Ald. Salentine moved to recommend approval of low bid of Municipal • Well & Pump in the amount of $157,730. Seconded by Ald. Rasmussen, motion carried. The Committee reviewed the following bids for the Racine Avenue Water project: M. J. Construction, Inc. $331,061.40 Rawson Contractors, Inc. 294,628.00 Super Excavators 314,574.00 Mainline Sewer & Water 288,052.00 Globe Contractors 275,977.00 Underground Pipeline 262,243.45 Rock Contractors 324,419.00 Ald. Salentine moved to recommend approval of low bid of Underground Pipeline in the amount of $262,243.45. Seconded by Ald. Sanders, motion carried. Ald. Salentine moved to assess the City for the front foot assessment across the City Hall/Library and Police Department and also actual cost for the watermain going west to east on Racine Avenue to Pioneer Drive. Seconded by Ald. Sanders, motion carried. Mayor De Angelis discussed with the Committee a proposed resolution indicating the City's opposition to Assembly Bill 290 which relates to responsibility for unpaid utility bills and • municipal utility collection practices. Ald. Salentine moved to recommend the Resolution in opposition to AB 290. Seconded by Ald. Sanders, motion carried.
