PUM19950518PUBLIC UTILITIES COMMITTEE - CITY OF MUSKEGO MINUTES OF MEETING HELD THURSDAY, MAY 18, 1995 The meeting was called to order at 7:02 P.M. by Chairman Sanders. Also present were Committee Members Rasmussen and Salentine, Mayor De Angelis, Utility Supt. Scott Kloskowski, Richard Eberhardt (Ruekert & Mielke) and those per the attached list. The Committee noted that the meeting was posted on May 15, 1995, in accordance with the Open Meeting Law. The Committee discussed the status of the following projects: Hillendale-North of HWY L Sewer and Water Nothing new to report. Southeast Sewer Project Richard Eberhardt, Ruekert & Mielke, updated the Committee that the forcemain project is twenty percent complete; the contractor lost 8 1/2 crew days due to rain. Boxhorn, Groveway, Ryan Richard Eberhardt (Ruekert & Mielke) advised the Committee that • the final sewer plans are at MMSD and approval has not yet been received. On May 18, 1995, the bids for the project were advertised and are scheduled to be open on June 6, 1995. Mr. Eberhardt reviewed with the Committee the proposed assessment comparisons and memorandum from Plan Director Matt Sadowski that listed potential additional lots fronting on Boxhorn and Ryan Road. Ald. Rasmussen moved to approve the inclusion of the 42 additional potential lots and to approve the current assessment roll of 110 parcels as of April 19, 1995. Seconded by Ald. Salentine, motion carried 3-0. Ald. Rasmussen moved to direct the City Engineers to provide three options for the assessments; one on a front foot calculation, one on a unit cost, and one on a unit plus front foot calculation. Seconded by Ald. Salentine, motion carried. Ald. Salentine moved to amend the Subdivider's Handbook, in regard to riser detail for mains greater than 16 ft. to require construction per exhibit, to be inserted into the Handbook as page 99A, and to incorporate this requirement in the Boxhorn, Groveway, Ryan Sewer project. Mystic Drive/Foxboro North Nothing new to report. Woods Road Sewer & Water Project The Committee reviewed with Richard Eberhardt, Ruekert & Mielke, the preliminary draft of the assessment roll for the above PUBLIC UTILITIES COMMITTEE - PAGE 2 MAY 18, 1995 project. Ald. Salentine moved to recommend approval of the preliminary draft of the assessment roll, calculated on front foot, and requests that affected property owners be sent a notice and a copy of the assessment roll for their review and approval. Seconded by Ald. Sanders, motion carried 3-0. The Committee requests that an ownership determination be made on property on Woods Road indicated on the working project map. Waukesha County Park Sewer & Water Project Nothing new to report. Racine Avenue Water Proiect Richard Eberhardt reviewed with the Committee proposed construction plans for the Racine Avenue watermain. Ald. Salentine moved to approve the construction of watermain along Racine Avenue from the north property line of tax key (2223.980) to Jean Drive, and across Racine Avenue to connect to the watermain on Jean Drive, with all costs to be charged back to the Developer and to direct the City Engineer to remove the Boehm property from the assessment roll as all costs for watermain in front of that property will be charged to that property. Seconded by Ald. Rasmussen, motion carried. Champion Villages (CCV • Project awaiting MMSD approval. Candlewood Creek Nothing new to report. The Committee noted that the status of REC Allocation remains at 1,080. Utility Superintendent Kloskowski advised the Committee that he has contracted with Muskego Plumbing & Pipe Company to install the water meters on the commercial users that are required to be metered by MMSD, on a time and material basis. Mr. Mike Raboine appeared before the Committee to request determination of public or private sewer main extension and easements on Hillendale. The Committee determined that since this sewer main extension has a potential to also provide service to Mill Valley School, that the easement will be required from the Muskego Norway School District to be given to the City even though this will be constructed by the Developer. The Committee is also requiring a 10 ft. permanent utility easement along the property line together with a 20 ft. permanent sanitary sewer easement parallel to said utility easement. . Mr. Tom Wernette appeared before the Committee to request sewer service to three potential lots on Flintlock Trail to be served by grinder pumps and forcemain. Ald. Salentine moved to approve PUBLIC UTILITIES COMMITTEE - PAGE 3 MAY 18, 1995 • connections contingent upon Plan Commission approval of proposed land division and payment of Sewer Extension Permit. Seconded by Ald. Rasmussen, motion carried. The Committee reviewed Town of Norway Invoice for first quarter of 1995 in the amount of $13,981.78. Ald. Salentine moved to approve noting that there were no overages. Seconded by Ald. Rasmussen, motion carried. Bids have been let out for the drilling of the well in Muskego County Park site and plans and specification were sent to the DNR on 5/18/95. The Committee discussed the status of Water Reservoir Site. The watermain to the Reservoir and Booster Station area has already been installed and construction on the driveway and Booster Station will start soon. DNR plans were approved on 5/17/95.
