MINUTES OF MEETING HELD THURSDAY, MAY 4, 1995
The meeting was called to order at 7:00 P.M. by Chairman Sanders.
Also present were Committee Members Salentine and Rasmussen,
Utility Superintendent Scott Kloskowski, Richard Eberhardt and
Steve Schultz from Ruekert & Mielke, and those per the attached
sheet. Mayor De Angelis arrived at 10:00 P.M.
The meeting was posted on May 2, 1995, in accordance with the Open
Meeting Law.
Hillendale-North of HWY L Sewer and Water
The project has been completed, but account not closed out.
Asphalt is still to be sealed to bring road up to specification.
Southeast Sewer Project
The Contractor is installing the 12" forcemain on Hwy. "00" into
the City of Franklin.
Boxhorn, Groveway, Ryan
Finalized sewer plans will be delivered to MMSD on May 5, 1995.
• The earliest approval is anticipated to be July, 1995.
Mystic Drive/Foxboro North
Nothing to report.
Woods Road Sewer & Water
The Committee will review at the May 18, 1995 meeting.
Waukesha Countv Parks Sewer & Water
Project expected to begin in Fall of 1995.
Racine Water Project
Bids to be opened soon.
Hi-View/Holz Drive Sewer Proiect
Letters have been drafted to all affected property owners inviting
them to the June 8, 1995 meeting to discuss request for sewer
service.
The status of REC Allocation remains at 1,080.
Richard Eberhardt, Ruekert & Mielke, reviewed with the Committee
the preliminary assessment roll for the Boxhorn, Groveway
Assessment Roll.

The Committee reviewed proposed amendment to the Sewer Assessment
Policy to include provisions for Unit assessment as follows:
Adding a new Section 4 as follows:
4. The assessable unit method shall be utilized when it is
determined that the usage of units best distributes the cost
of the project. The unit shall be defined as parcel of land
as determined by the Comprehensive Land Use Plan that
correlates to the future use of the parcel. Unit(s) shall be
determined as follows:
A. Existing non -divisible parcels of land under current
or future zoning as described in 4 above.
B. Existing large parcels of land that may be divisible
into additional parcels based on future zoning as
described in 4 above. Proposed improvements shall abut
any future parcels in order to receive a benefit (i.e.;
internal future parcels not abutting an improvement may
not be assessed.)
C. For parcels that abut two or more streets, a unit assess-
ment may only be levied on those existing or future
parcels that abut the proposed improvements.
Ald. Salentine moved to recommend the above amendment to the Sewer
Assessment policy to allow usage of unit cost subject to final
determination by City Attorney and City Engineer. Seconded by
Ald. Rasmussen. Carried 3-0.
Mr. Michael Raboine appeared before the Committee to request sewer
service for his property on Hillendale Drive. Ald. Salentine
moved to have letters sent to the four (4) property owners on
Hillendale inviting them to the June 8, 1995 meeting to discuss
extension. Seconded by Ald. Rasmussen, motion carried 3-0. It
was noted that the School District will be invited to attend a
future meeting.
Mr. Roland Haut appeared before the Committee and submitted a
written request (attached) for sewer service from the City of
Muskego which flows to the Town of Norway Sanitary District #1.
Service was previously approved by the City but denied by the Town
of Norway. Mr. Haut is requesting that the City of Muskego
reapply to the Town of Norway for capacity approval. Ald.
Salentine moved to request Mayor De Angelis to reapply to the Town
of Norway for capacity approval. Seconded by Ald. Rasmussen,
motion carried 3-0.
Supt. Kloskowski reviewed with the Committee additional costs for
forced hook-up (Schmidt) which were not not part of the original
10 approved quote. Ald. Rasmussen moved to approve payment to E & W
Excavators, Inc. in the amount of $80.00, but to bill Mr. Schmidt

in order for the City to become reimbursed. Seconded by Ald.
/ Salentine, motion carried 3-0.
The Committee discussed status of well site investigation and
Steve Schultz, Ruekert & Mielke, advised that the initial report
has been sent to the DNR and that plans and specifications will be
completed next week.
The Committee discussed status of Water Reservoir Site with Steve
Schultz, Ruekert & Mielke, and noted that the work should begin
the week of May 8, with completion of installation and painting
anticipated in mid -September.

Steve Schultz, Ruekert & Mielke, discussed with the Committee his
recommendation to contribute to a program to update the Digital
Computer Model of The Sandstone Aquifer In Southeastern Wisconsin
which would be beneficial in developing long range planning of
sources of water supply in southeastern Wisconsin. This program
is being being run by Ted Zorich & Associates, Inc. Ald.
Salentine moved to defer to next meeting. Seconded by Ald.
Rasmussen, motion carried 3-0.

rfThe Committee reviewed contracts for inspection of coatings on new
Water Reservoir. Ald. Rasmussen moved to following City
Engineer's recommendation to recommend acceptance of bid received
from Dixon Engineering in the amount of $6,700.00. Seconded by
Ald. Salentine, motion carried.
Mr. Dean Olson appeared before the Committee to review Sewer and
Water Plans for Deer Creek Subdivision. Ald. Salentine moved to
recommend approval subject to City Engineer's concerns being
addressed. Seconded by Ald. Rasmussen, motion carried.
Ald. Salentine moved to adjourn at 11:20 P.M. Seconded by Ald.
Sanders, motion carried.
