• MINUTES OF MEETING HELD THURSDAY, MARCH 16, 1995
The meeting was called to order at 7:05 P.M. by Chairman Sanders.
Also present were Committee Members Woodard and D'Acquisto, Mayor
De Angelis, Supt. Kloskowski, Richard Eberhardt (R&M), and those
per the attached list. Plan Director Sadowski arrived at 7:45
P.M. and Ald. Misko arrived at 10:15 P.M.
The Committee noted that the meeting was posted on 3/10/95 in
accordance with the Open Meeting Law.
The Committee reviewed the status of the following projects:
Hillendale-North of HWY L Sewer and Water
Nothing new to report.
Southeast Sewer Proiect
Richard Eberhardt (R&M) updated the Committee.
Boxhorn. Groveway. Rvan
Richard Eberhardt reviewed with the Committee a revised plan for
the above sewer project. Ald. Woodard moved to direct City
• Engineers to proceed with preparation of easement documents.
Seconded by Ald. Sanders, motion carried 3-0. Ald. Woodard moved
to also authorize the City Engineers to proceed with submittal of
plans to MMSD and DNR. Seconded by Ald. D'Acquisto, motion
carried.
Mystic Drive/Foxboro North
Nothing new to report.
Lakewood Meadows (City Engineers)
The Committee reviewed correspondence from City Engineer Steven
Schultz regarding status of Lakewood Meadows Well Pumpstation &
Reservoir. As of 3/16/95, the station was still under
construction and no testing was completed. It was noted that, if
the contractors chose to, it could be completed in a few days.
Racine Avenue/Woods Road Sewer & Water
Affected property owners on Woods Road appeared before the
Committee to discuss possible sewer and/or water project on Woods
Road, west of Country Brook Subdivision to the proposed retirement
center. Plan Director Matt Sadowski reviewed with the property
owners the zoning of the vacant land on the south side of Woods
Road and discussed density for future development. Eight of the
• ten affected property owners were in attendance and after Richard
Eberhardt (R&M) described potential costs, seven of the ten
affected property owners were in favor of the sewer and water
project. Ald. D'Acquisto moved to direct City Engineers to

• proceed with preparation of plans and specifications for a 1996
project, possibly 1995 if funds are available. Seconded by Ald.
Woodard, motion carried.
The Committee determined that the Woods Road Sewer & Water project
will be a separate project from the proposed Water Project for
Racine Avenue. Ald. Woodard moved to recommend approval of Racine
Avenue Water Project and to authorize the City Engineers to submit
water plans to the DNR for approval. Seconded by Ald. Sanders,
motion carried. A representative from the Senior Retirement
Center will be invited to the April 20th meeting.
Champion Villaaes (CCV
The Committee reviewed sixth submittal of sanitary sewer and water
plans and noted that all items have been complied with. Ald.
D'Acquisto moved to direct City Engineers to.add this subdivision
onto the southeast district sewer system maps. Seconded by Ald.
Woodard, motion carried.
Candlewood Creek
Nothing new to report
Premiere Development
• Richard Eberhardt (R&M) advised that the Engineer for the
Development has met with City Engineer and submittal should be
following shortly.
The Committee reviewed status of REC Allocation which shows that
there are 1,080 connections available.
Utility Superintendent Kloskowski reported that there was nothing
new on commercial sewer metering.
There was nothing new to react to in regard to a previous request
for sewer extension on Hillendale Drive for the Miedzybrocki
property.
Richard Eberhardt (R&M) reviewed with the Committee
Preliminary Assessment Roll and Estimated Costs for
Boxhorn/Ryan/Groveway Sewer Project. The following
were determined:
Ald. Woodard moved to assess 150 ft. to Tax Key
2261.996 (Earl & Dean Meinen), with 275 ft.
deferred. Seconded by Ald. Sanders, motion
carried.

Ald. Woodard moved to delete Assessment Numbers
59, 82, and 90 as these parcels are non -buildable
and non -assessable parcels. No. 59 being owned by
Waukesha County, and No. 82 and No. 90 being owned
by Wisconsin Electric Power Company. Seconded by Ald.
Sanders, motion carried.

Ald. Woodard moved to recommend acceptance of low bid submitted by
Mainline Sewer & Water in the amount of $1,675,601. Seconded by
Ald. Sanders, motion carried.
The Committee reviewed the following proposed amendments to the
150 ft. Sewer Assessment Policy:
5. Addition of (2) - If a land division is made, the
nondeferred assessment is part of the land division, then
said assessment and all of the remaining lateral assess-
ment charges shall be immediately due and payable in
full and if not paid by the first November 1st after the
division, the front feet and applicable laterals shall
be placed on the tax roll, plus interest through January
31st.
If there is an unusual situation as to the calculation
of an assessment, the applicable committee of the Common
Council may make reasonable exceptions to the above
requirements to address said unusual situation.
6. A. (2)(d) Addition: However, if the nondeferred
assessment is part of the land division, then said
assessment and all of the remaining lateral assessment
charges shall be immediately due and payable in full and if
not paid by the first November 1st after the division, the
front feet and applicable laterals shall be placed on the tax
roll, plus interest through January 31st.

• Review of RCA Charges for Great Clips was removed from the agenda.
The discussion on possible sewer extension on Woods Road was
handled above with discussion of Racine Avenue/Woods Road Water
Project.
Supt. Kloskowski reviewed with the Committee the 1994 Audit from
the Town of Norway. Ald. Woodard moved to send to auditors for
their review. Seconded by D'Acquisto, motion carried.
The Committee reviewed Acceptance of Improvements for Lakeview
Highlands -North sewer improvements. Ald. Woodard moved to
recommend acceptance. Seconded by Ald. Sanders, motion carried.
Supt. Kloskowski informed the Committee that the contractor for
lot 1 of the Kablitz land division on Woods Road inadvertently
connected lot 1 to the lateral for lot 2. The contractor has
agreed to install a new lateral for lot 2. Supt. Kloskowski is
recommending that the road opening permit for this lateral
installation be waived as the City has some responsibility because
the installation was inspected by the City. Ald. Woodard moved to
recommend to the Public Works Committee to waive road opening fee
to allow extension of sewer service. Seconded by Ald. D'Acquisto,
motion carried.
• Mr. David Ludwig appeared before the Committee to request
reimbursement of a theoretical assessment that he paid on Mystic
Drive. After considerable discussion, Mr. Ludwig withdrew his
request as well as indicated that he was not proceeding, at this
time, with a sewer extension along Woods Road or Mystic Drive.
Mr. Ludwig requests that, when the Committee approves the sewer
extension for the proposed Candlewood Subdivision, the sewer be
extended to his abutting property. The Committee advised that
this is the City's current policy.
Supt. Kloskowski reviewed with the Committee the following quotes
for combination sewer jetter/vacuum machine:

Supt. Kloskowski is recommending approval to purchase the Great
Lakes Jet Vac at a purchase price of $155,934.00 with
justification being as follows:
1. The low quote from Great Lakes Jet did not meet
specifications as quoted.
• 2. Upon careful review, the quote from Super Products
for a Camel 200 does not meet some of the key components
of this machine.

• Supt. Kloskowski stated that both machines were demonstrated;
referrals were analyzed and it is obvious that the best machine to
purchase that will meet all needs, will have the greatest service
available, and will last twenty years is the Great Lakes Jet
Vacuum. Vendors of both machines appeared before the Committee
and discussed their machines. Ald. D'Acquisto moved to approve
recommendation of Utility Supt. to purchase the Great Lakes Jet
Vac at a cost of $155,934.00. Seconded by Ald. Woodard, motion
carried. It was noted that the purchase price is $10,000.00
underbudget.
The Committee removed the request for sewer service for College
Avenue for Thiensenheusen as no one appeared to discuss.
Mr. Robert Poss and Mrs. Kathleen Poss appeared before the
Committee to request sewer service for the property in Hi View
Acres Subdivision. Ald. Woodard moved to have the City send out a
mailing to residents in the Hi View and Holz Drive area to
determine the need for sewers and to schedule a special meeting at
which time the sewer extension can be discussed. Seconded by Ald.
Sanders, motion carried.
Mr. Richard Knudsen appeared before the Committee to request sewer
lateral extension to a parcel on Hillendale Drive by connecting
into force main if he is able to obtain an easement from owners of
• CSM 7148, parcel 1. Ald. D'Acquisto moved to approve lateral
connection to force main subject to verification of suitability by
the City Engineer. Seconded by Ald. Woodard, motion carried.
The Committee discussed status of Well Site Investigation. The
plans and specifications are being prepared and Mayor advised that
he, Utility Supt. Kloskowski and Steve Schultz (Ruekert & Mielke)
met with representatives of Waukesha Park & Planning and viewed a
similar pump house in New Berlin. It was agreed that a similar
building will be acceptable and Steve Schultz will work with
Waukesha Park & Planning to prepare plans and specifications.
The Committee discussed status of Water Reservoir Site and noted
that the contracts are being signed and that site grading work is
scheduled to commence within 2 to 3 weeks, with start of reservoir
construction to occur in 3 to 4 months. The bid opening is
scheduled for April 11, 1995, and will be reviewed at the April
20, 1995 meeting.

The Committee discussed certain WCA's billed based on incorrect
meter size data. Ald. D'Acquisto moved to adopt recommendation of
City Attorney and Auditor Don Vilione not to charge back WCA's
that were incorrectly underpaid; refund WCA's overpaid; and not do
anything about usage bills that were incorrect because of meter
sizes but, in the future, bills should reflect charges according
to actual meter size. Seconded by Ald. Woodard, motion carried.
• Mr. Rich Anderson appeared before the Committee to request
permission to install water softener ahead of meter in a
multi -family building on Apollo Drive. Ald. Woodard moved to
approve above request and to establish a policy whereby water
softeners can be installed ahead of meter in multi -family
buildings subject to the softener being installed as per attached
sketch and with the approval of the Utility Superintendent.
Seconded by Ald. Sanders, motion carried.
The Committee reviewed plans for community well/water system for
Champion Villages (CCV). Ald. Woodard moved to recommend
approval. Seconded by Ald. Sanders, motion carried.
The Committee reviewed Waukesha Park & Planning sewer and water
plans. Ald. D'Acquisto moved to recommend approval of plans and
to authorize submittal to MMSD and DNR. Seconded by Ald.
Sanders, motion carried.
