PUM19950216• PUBLIC UTILITIES COMMITTEE - CITY OF MUSKEGO MINUTES OF MEETING HELD THURSDAY, FEBRUARY 16 1995 The meeting was called to order at 7:08 P.M. by Chairman Sanders. Also present were Committee Members Woodard and D'Acquisto, Utility Superintendent Scott Kloskowski, Rich Eberhardt (Ruekert & Mielke), Mayor De Angelis (arrived at 7:15 P.M.), and those per the attached list. It was noted that the amended agenda was posted on 2/13/95 in compliance with the Open Meeting Law. The Committee discussed the status of the following projects: Hillendale-North of HWY L Sewer and Water Nothing new to report. Southeast Sewer Project MMSD released plans to DNR on February 10, 1995. Force main project is out for bids with the bid opening date of February 28, 1995, and the bid opening date for the Loomis lift station is March 9, 1995. Boxhorn, Groveway, Ryan Superintendent Kloskowski advised that the property owners on Ryan Road have agreed to be served with sewers at this time which will extend the project toward Hwy 1100"; the affected Groveway property owners have elected to extend the sanitary sewer through their yards which will allow them to be served by gravity, and the Boxhorn property owners have elected to go with sewers through easements in the private roadway. Ald. D'Acquisto moved to authorize Ruekert & Mielke to submit the final design plans to MMSD. Seconded by Ald. Woodard, motion carried. The Committee reviewed the Plan Director's memo of 2/14/95 regarding parcels with non -buildable status. Tax Key 2252.963 with 50 ft. of frontage in joint ownership with tax key 2252.962 with 70 ft. of frontage will be assessed for 50 ft. and 70 ft. respectively. Tax Key 2255.990 with 69 ft. of frontage in joint ownership with tax key 2255.991 with 165 ft. of frontage will be assessed on key no. 2255.991 at 150 ft., plus 84 ft. deferred. Tax key 2252.986 with 60 ft. of frontage in joint ownership with tax key 2252.988 with 60 ft. of frontage will be assessed for 60 ft. on each key number. After submittal of final plans, Ruekert & • Mielke will supply for the March meeting an updated cost estimate with alternative assessment calculations. PUBLIC UTILITIES COMMITTEE - PAGE 2 FEBRUARY 16, 1995 • Mystic Drive/Foxboro North The installation of sewers for the Mystic Drive properties has been completed, and the as-builts have been sent to MMSD. A letter from the City Engineers to Rawson Contractors was reviewed advising that a 1/24/95 videotape revealed a potentially damaged lateral tee 31 feet south of manhole 10 and a request to remove and replace with an acceptable lateral tee. Ruekert & Mielke will review will Rawson Contractors and Supplier. Racine/Woods Road Water Loop Project Extensive discussion was held with area residents who were invited in to discuss the proposed water project. Ald. D'Acquisto moved to defer to March meeting and also to add a discussion of sewers on Woods Road to the March agenda. Seconded by Ald. Woodard, motion carried. PROPOSED DEVELOPMENTS Champion Villages (CCV) Nothing new to report. Candlewood Creek • Nothing new to report. Deer Creek (Premier Development) Nothing new to report. The Committee noted that as of February 1, 1995, there are 1,159 RECs left to be allocated. The Committee discussed required commercial sewer metering with several commercial properties on Janesville Road. Mr. E. J. Salentine questioned how his particular business could be metered and Utility Superintendent explained that there are special formulas for his type of use. It is anticipated that the meters will be installed in Summer of 1995. Supt. Kloskowski reported that the new flow meter has been order and is in and will be installed shortly. The Committee reviewed request for sewer service to property addressed W192 56601 Hillendale Drive with Mike and Joe Raboine who are proposing to purchase the property for a fireplace and landscape center. Ald. Woodard moved to approve sewer extension. Seconded by Ald. D'Acquisto, motion carried. The property owners • affected on Hillendale will be invited to the March meeting to discuss potential connections. Mrs. Beth Lindberg, Towne Realty, appeared before the Committee to request an additional 79 RECs for the proposed Candlewood Creek PUBLIC UTILITIES COMMITTEE - PAGE 3 FEBRUARY 16, 1995 • Development due to acquisition of Luedtke property. Ald. Woodard moved to approve the additional 79 connections. Seconded by Ald. Sanders, motion carried. Supt. Kloskowski removed review of quotes for combination sewer jetter/vacuum machine. Supt. Kloskowski reviewed with the Committee concerns with possible damage to the pumps in the Lakeview Highlands -North lift station. A letter from Energenecs, Inc. to Underground Pipeline was reviewed wherein they discussed the possible damage. Ald. Woodard moved to require the Developer to deposit with the City, at time of acceptance of improvement, $750.00 to be kept by the City for two (2) years to insure that the pumps are operating properly. Seconded by Ald. D'Acquisto, motion carried. The Committee reviewed request for allocation of 80 RECs for overlook Phase II. Ald. D'Acquisto moved to approve the 80 RECs, seconded by Ald. Woodard, motion carried. Supt. Kloskowski will check to see if these RECs might have been reserved through the original allocation for the Lake Forest Subdivision. The request for Sewer Service on College Avenue was removed as there was no representative at the meeting. • The Committee discussed status of well site investigation. The conceptual plan has been sent to Waukesha County Park & Planning and will be sent to DNR next week. Mayor and Supt. Kloskowski and Steve Schultz (Ruekert & Mielke) will meet with Waukesha Park & Planning next week to discuss the building requirements for the pump house and pavilion area. If everything goes according to plan, the well could be operating with temporary shelter by this Summer. The Committee discussed status of Water Reservoir Site and acknowledged attached letter from the DNR with "Department comments on Proposed Water System Improvements" which advises the City that eventual construction of an elevated tank is recommended. The Committee review proposed ordinance amendment re cross connection control and well abandonment. Ald. D'Acquisto moved to recommend Council approval. Seconded by Ald. Woodard, motion carried. The Committee reviewed City Engineer's report dated February 15, 1995, in regard to bids for the Water Reservoir. Ald. D'Acquisto moved to go with the City Engineer's recommendation to recommend award of bid to Advance Tank and Construction Company, Alternate #1, contingent on DNR and PSC approval of project, in the amount of $338,965. Seconded by Ald. Woodard, motion carried. • There were no new exhibits for Champion Villages (CCV). The Committee expects to review final plans for the Waukesha County Park Sewer and Water projects at their March meeting. PUBLIC UTILITIES COMMITTEE - PAGE 4 FEBRUARY 16, 1995 Mr. Bob Gassert and Stan Potrykus appeared before the Committee to review sewer plans for Agenten property on Skylark Lane. Ald. Woodard moved to approve sewer plans and to authorize Ruekert & Mielke to submit to MMSD. Seconded by Ald. D'Acquisto, motion carried. Mr. Stan Potrykus appeared before the Committee to review with the Committee the sewer and water plans for the Senior Citizen Housing Project. It was noted that Ruekert & Mielke have advised that additional hydrants are need, one every 250 ft., as per fire regulations. The Committee determined that the City requires a 10" main for sanitary sewer to the east property line, and a 12" water main looped through Racine Avenue to Woods Road. Ald. Woodard moved to approve plans subject to the above requirements. Seconded by Ald. D'Acquisto, motion carried. Supt. Kloskowski advised that he has been asked by the Town of Norway to serve as an on -call employee every third or fourth weekend as a temporary until they have expanded their staff.
