MINUTES OF MEETING HELD THURSDAY, JANUARY 19, 1995
The meeting was called to order at 7:00 P.M. by Chairman Sanders.
Also present were Committee Members Woodard and D'Acquisto, Mayor
De Angelis, Utility Superintendent Scott Kloskowski, Rich
Eberhardt (Ruekert & Mielke), and those per the attached list.
The Committee noted that the meeting was posted on Friday, January
13, 1995, in accordance with the Open Meeting Law.
The Committee discussed the status of the following projects:
Hillendale-North of HWY L Sewer and Water
Project has been completed - final settlement is pending.
Southeast Sewer Project
Still awaiting MMSD & DNR approval of sewer plans. The City of
Franklin will be submitting an amended resolution of support to be
acted upon at their February meeting.
Awaiting approval from State on submittal of plans for lift
station on Loomis Road.
Boxhorn, Groveway, Ryan
Rich Eberhardt, Ruekert & Mielke presented the engineering plans
40 40" for the Boxhorn, Groveway, Ryan sewer project to three individual
groups of affected property owners. After explanation of
proposal, all affected property owners in attendance expressed
desire to discuss the plan with their neighbors and inform Utility
Superintendent Kloskowski of their decision for location of
service prior to February's meeting. The affected property owners
who had parcels that could be divided were encouraged to meet with
the City's Plan Director on possible land divisions. Rich
Eberhardt discussed with the property owners rough cost estimates
putting emphasis on the fact that they were rough estimates for
discussion purposes only.
The Committee reviewed staff memorandum to file dated January 19,
1995, (attached) which addressed concerns in Ruekert & Mielke's
letter of December 14, 1994. Ald. D'Acquisto moved to assess tax
key #2252.941 (Kerkoff) as a corner lot with approximately 115 ft.
of frontage. Seconded by Ald. Woodard, motion carried.

Racine/Wo is )ad Water Loop Project
Rich Eberhardt discussed with the Committee his correspondence of
January 19, 1995, (attached) resulting from a meeting with Bert
Kallister of Waukesha County Department of Transportation for the
proposed watermain location in Janesville Road from Gemini Drive
to Woods Road which addressed numerous requirements. Ald. Woodard
moved to direct the City Engineers to meet with the developer of
the Senior Housing project to advise of requirements. Seconded by
Ald. D'Acquisto, motion carried. It is the City's intent to enter
into a Subdivider's agreement with the developer of the Senior
Housing project which will require them to install the watermain.
from their property line on Woods Road, across their property to
their entrance road, and run the internal lines out to Racine
Avenue, across Racine Avenue to Jean Drive, make a connection at
Jean Drive, and then proceed north on Racine Avenue to their north
property line. The City will then extend the water main to Gemini
Drive. Ald. D'Acquisto moved that the City will be responsible
for the cost of the water main servicing the municipal buildings
and also pay for the front foot assessment on Racine Avenue.
Seconded by Ald. Woodard, motion carried.
. Utility Superintendent will work with staff to determine property
owners on Woods Road and Racine Avenue that will be affected by
this project and those property owners will be invited to attend
the February meeting.
PROPOSED DEVELOPMENTS:
Champion Villages (CCV)
Engineer for the development will be submitted final plans for
Ruekert & Mielke.
Candlewood Creek
Mr. David Ludwig and Mrs. Judy Strampe appeared before the
Committee to express their concerns over lift station and sewer
plans for the proposed Candlewood Creek Subdivision and how their
property would be affected by proposed development. Mrs. Beth
Lindberg, Towne Realty, also appeared to clarify their position.
Parties were encouraged to continue toward a proposed solution and
Mr. Ludwig and Mrs. Strampe were in agreement to work with Towne
Realty.
The Committee discussed the status of REC Allocation and noted
that there are 1232 connections available.
The Committee approved draft submitted to be sent to affected
commercial properties regarding the City's proposed metering and
request for their attendance at the February meeting to discuss.

The Committee reviewed status of repairs at McShane Lift Station
and Utility Superintendent Kloskowski advised that the flow meter
must be mounted in valve pit due to electrical interference from
the new pump drives.
The Committee discussed status of Waukesha County sewer project.
The Committee discussed request to waive sewer connection for
property on Hillendale, across from Mill Valley School. The
petitioner, Mr. Michael Raboine, is interested in purchasing the
property for a future Fireplace & Landscape Center and is
requesting to waive the sewer connection requirement because of
the distance and cost involved and to receive the City's approval
to install another means of disposal such as mound, holding tank,
etc. Ald. D'Acquisto moved to deny request. Seconded by Ald.
Woodard, motion carried.
Ald. Woodard moved to approve request for 73 RECs for the Deer
Creek Development (Premier Development). Seconded by Ald.
Sanders, motion carried.
Ald. D'Acquisto moved to approve payment of Town of Norway 4th
quarter charges for 1994 in the amount of $10,750.97. Seconded by
. Ald. Woodard, motion carried.
Ald. Woodard moved to approve the MMSD 4th quarter charges for
1994 in the amount of $158,765,62. Seconded by Ald. D'Acquisto,
motion carried.
The Committee discussed status of Well Site Investigation and it
was noted that plans are to bid the project in late 1995 with
construction in early 1996.
The plans and specifications for the Water Reservoir Site are
completed and bidding is scheduled for February.
The Committee discussed status of Waukesha County Park Water
project. Rich Eberhardt, Ruekert & Mielke, advised that they will
need a 12" main from Janesville Road to the proposed new well
site. Ald. D'Acquisto moved to direct the City Engineers to
notify Waukesha County assuring them that it is the intent of the
City of Muskego's Water Utility to reimburse them for the 12" main
to be installed under the Waukesha County's water project. The
City of Muskego's Utility is agreeable to permitting Waukesha
County to request a variance from the 600' hydrant requirement
from the DNR as the watermain will be run through grass areas in
which there is no need for fire service. Seconded by Ald.
Woodard, motion carried.

The Committee noted that the proposed ordinance amendment on cross
connection control and well abandonment is presently being
reviewed by the City Attorney.
Utility Superintendent Kloskowski discussed with the Committee
correspondence received from Mrs. Donna Czajka, W187 58628 Jean
Drive, regarding damage to clothing as a result of problems with
the water connection. Ald. Woodard moved to approve reimbursement
of $132.99. Seconded by Ald. Sanders, motion carried.
The Committee reviewed proposed PSC Rule change regarding tax
equivalent for Municipal utilities. Ald. Sanders moved to
recommend that a letter of support be sent to the PSC supporting
Option I. Seconded by Ald. D'Acquisto, motion carried.
There were no new submittals for sewer and water for the Champion
Villages (CCV) development.
