MINUTES OF MEETING HELD THURSDAY, NOVEMBER 17, 1994
The meeting was called to order at 7:15 P.M. by Chairman Sanders.
Also present were Committee Members Woodard and D'Acquisto, Mayor
De Angelis, City Clerk Jean Marenda, Utility Superintendent Scott
Kloskowski, Richard Eberhardt (Ruekert & Mielke), Don Vilione
(Conley, McDonald) and those per the attached list.
The Committee noted that the meeting was posted on November 11,
1994, in accordance with the Open Meeting Law.
Auditor Don Vilione appeared before the Committee to discuss sewer
and water budgets. It was determined that there will not be an
increase in sewer or water rates for 1995.
City Clerk Jean Marenda discussed computer billing programs which
would enable quarterly billing, without putting sewer charges on
tax bill. She also advised that the Public Service Commission now
classifies our utility as a "C" utility which will necessitate
more hours by Water Utility Clerk.
Supt. Kloskowski discussed with the Committee the need for a Sewer
Cleaning Truck, Ald. Woodard moved to approve an expenditure not
to exceed $165,000.00. Seconded by Ald. D'Acquisto, motion
carried.
• The Committee determined that there will be a special meeting on
Tuesday, November 22, 1994, to do final review and recommendation
of the 1995 Sewer Utility Budget and 1995 Water Utility Budget.
The Committee discussed Utility Projects for 1995 and determine
that the projects will be Woods Road Water Loop Project for the
Senior Housing Development and Municipal Buildings, and the Well
Site project.
The Committee discussed status of the following projects:
Hillendale-North of HWY L Sewer and Water
The street has been paved and shouldering is being installed.
Project is completed.
heast Sewer Proiect
MMSD has asked for additional information and letter from the City
of Franklin agreeing to connection. Approval is anticipated to be
received in December or January.

• City Engineers finalizing plans to be submitted to MMSD.

• City Attorney has completed easement documents to be secured from
the affected property owners.
The Committee reviewed status of REC allocation and noted that
there are 1232 left.
There was no representative from Great Clips at the meeting to
discuss RCA charge and the item was again removed from the agenda.
The Committee discussed legal and engineering fees associated with
the Mystic Drive Sewer Extension for the properties that will be
serviced through Foxboro North Subdivision. As the sewer will be
installed on the rear of the properties, it has been necessary to
for the City Attorney to prepare the easement documents and offers
to purchase. Ald. D'Acquisto moved to pay any overages for legal
and engineering fees as nonassessable costs to the project.
Seconded by Ald. Woodard, motion carried.
The Committee discussed sewer usage penalty for the Anthony & Jan
Warkowczewski property at S85 W19820 Meadowlands Court. The
property owners are disputing the penalty charge. Ald. D'Acquisto
moved to deny request as the communication and notification
problem is between builder and homeowner. Seconded by Ald.
Woodard, motion carried.
• Supt. Kloskowski discussed with the Committee meters to be
installed in all businesses after January 1, 1995.
Supt. Kloskowski updated the committee on a problem with the flow
meter at the McShane Lift Station which is ten (10) years old.
The Committee will further discuss at the December meeting.
The Committee discussed status of Well Site Investigation. Plans
are being reviewed by the Waukesha County Park & Planning
Department.
The Committee discussed status of Water Reservoir Site. City
Engineers will be submitting final plans within the next week for
both the reservoir and the booster station.
The Committee reviewed proposed Racine Avenue/Woods Road Water
Project, in particular, Option #3A which includes the extension of
16" watermain in Racine Avenue from Gemini Drive to Jean Drive,
and in Woods Road from the west line of Country Brook Estates to
the proposed subdivision entrance. It is assumed that the
completion of a 12" watermain loop internally will be made by the
Developer through the proposed Senior Center. Ald. Woodard moved
to approve Option #3A and to direct the City Engineers to prepare
plans and specifications and bid the project. Seconded by Ald.
D'Acquisto, motion carried.
. There were no new exhibits to review for CCV-Champion Villages.
