MINUTES OF MEETING HELD THURSDAY, SEPTEMBER 15, 1994
The meeting was called to order at 7:05 P.M. by Chairman Sanders.
Also present were Committee Members Woodard and D'Acquisto, Mayor
De Angelis, Utility Superintendent Scott Kloskowski, Steve Schultz
(Ruekert & Mielke) and those per the attached list.
The Committee discussed status of the following projects:
Hillendale-North of Hwy L Sewer & Water
Final restoration of road will be completed upon the City taking
ownership of the property on Hillendale and the installation of
the watermain to that property for the water reservoir.
Southeast Sewer Project
Plans are being finalized on schedule and the City Engineers will
be submitting final plans to MMSD for approval on September 30,
1994. Specifications are being finalized for bidding process.
Boxhorn, Groveway, Ryan
Plans are being finalized on schedule and the City Engineers will
be submitting final plans to MMSD for approval on September 30,
1994, along with the Southeast Sewer project plans.
Shagbark/Lentini/College
The Committee discussed invoice received from Underground
Pipeline, Inc. (contractor for the project) in the amount of
$150.00 for installation of a new electric pole anchor and
reattach the electric anchor guy wire to the pole at the east
property line of S63 W18287 College Avenue. Ald. Woodard moved to
deny as that cost was clearly defined as the responsibility of the
contractor in the agreement signed with the City. Seconded by
Ald. Sanders, motion carried.
tic Drive/Foxboro North
Affected property owners appeared at the request of the Committee
to review final costs for connection of their properties to
municipal sewers which will be implemented when sewers are
extended for the Foxboro -North Subdivision. The engineer for the
Foxboro -North project has submitted final cost figures for the
project. The Committee advised that each of the ten (10) property
owners would have to sign a Waiver of Public Hearing Assessment
and would have to individually determine whether they wanted
laterals installed as part of the contract, or if they would
contract independently for lateral installation at a later date.
The property owners were requested to have all waivers signed and
return to Mayor De Angelis no later than September 23, 1994. Ald.
Woodard moved to set the interest rate for the project at 8%, with
the total cost due and payable on or before November 1, 1995, or
in ten (10) annual installments thereafter. Seconded by Ald.
D'Acquisto, motion carried.

There was nothing new to review for Champion Villages or
Candlewood Creek proposed developments.
The Committee reviewed REC allocation and noted that as of
September 1, 1994, there were 1,283 allocations left to be
allocated.
There was nothing to report on Forced Hook-ups.
The Committee reviewed RCA and Sewer Usage Charges for Jill's
Cleaners and stated that they are in agreement with the Public
UTilities Committee's minutes of June 11, 1984 which determined
that the laundromat and dry cleaning is considered as one
business; therefore the total RECS for that building will remain
at 11.75. The owners be notified of the Committee's decision.
The Committee deferred action on the Deferred Sewer Assessments to
the October meeting.
The Committee reviewed complaint the Sewer Utility Clerk received
on RCA assessment for Great Clips and reaffirmed their policy that
there will be no refunds for RCAs; refunds are made for sewer
usage only.
The Committee reviewed preliminary sewer budget for 1995.
• Mr. Dennis Moody appeared before the Committee to request sewer
service for his property on Woods Road (a division of the Kablitz
property). In order to service this property, it will be
necessary for a grinder pump to be installed for the connection
into the main which would require engineering and MMSD approval.
Mr. Moody was directed to submit engineering plans for grinder
pump to the Committee for their review and approval prior to
submission to MMSD. Ald. Woodard moved to allow connection
subject to final approval of engineering plans and to waive
theoretical assessment due to expense incurred for grinder pump.
Seconded by Ald. D'Acquisto, motion carried.
The Committee reviewed application for Sewer Extension Permit for
MSI General for commercial area on CTH Y and CTH L for 21.93
acres. Ald. Woodard moved to approve connections. Seconded by
Ald. D'Acquisto, motion carried.
The Committee reviewed sewer plans for MSI General for commercial
area on CTH Y and CTH L. Ald. D'Acquisto moved to recommend
approval subject to Utility Superintendent and City Engineer's
final approval. Seconded by Ald. Sanders, motion carried.
The Committee discussed status of Well Site Investigation. Two (2)
test wells have been drilled; one looks very promising. There is
a third test scheduled for September 16, 1994, and results are
,S. expected early the week of September 18, 1994. Tests will be done
ahead of schedule and under budget. Ald. Woodard moved to
authorize SOC testing. Seconded by Ald. Sanders, motion carried.

• The Committee deferred action on Deferred Water Assessments until
the October meeting.
The Committee discussed status of Water Extension to Senior
Housing/Municipal building and are considering Plan 3 and Plan
#3A. Cost figures will be supplied to the Committee by the City
Engineers for the October meeting for both a 12" watermain and a
16" watermain.
The Committee reviewed the preliminary water budget for 1995.
Ald. D'Acquisto moved to recommend Acceptance of Improvements for
the following:
Lake Forest Residential Addn. #1 - Water
Lake Forest Addn. #2 - Water
Plum Creek Addn. #1 - Sewer and Water
Seconded by Ald. Woodard, motion carried.
