PUM19940818PUBLIC UTILITIES COMMITTEE - CITY OF MUSKEGO • MINUTES OF MEETING HELD THURSDAY, AUGUST 18, 1994 The meeting was called to order at 7:02 P.M. by Chairman Sanders. Also present were Committee Members Woodard and D'Acquisto, Mayor De Angelis, Utilities Superintendent Scott Kloskowski, Rich Eberhardt (Ruekert & Mielke), and those per the attached list. The Committee reviewed the status of the following projects: Hillendale-North of HWY L Sewer & Water The City Engineers have again video taped condition of road per City's request. Southeast Sewer Project The Committee reviewed a draft letter prepared by the City Engineers to Mr. Lee Paulus, MMSD, listing options that were previously discussed to allow for approval of the City's Southeast Area Sewer Extensions. The Committee approved sending of letter to MMSD. Mystic Drive/Foxboro North Mr. Stan Potrykus appeared before the Committee and submitted a cost estimate for sanitary sewers in the amount of $39,088. which • does not include restoration or City fees. The Committee request that a letter be sent to all affected property owners inviting them to the September 15, 1994, Public Utilities Committee meeting to review cost estimates. The Committee reviewed status of REC Allocation which is 1302 to date. Scott Kloskowski reviewed with the Committee status of forced hook-ups. Ald. Woodard moved to direct Supt. Kloskowski to solicit bids for the Lawrence Schmidt property on Hillendale Rd. Seconded by Ald. D'Acquisto, motion carried. Action on status of REC charges for Jill's Fabric Care was deferred until the September meeting. The Committee discussed Deferred Sewer Assessments and deferred until the September meeting. Beth Rummel, Towne Realty, appeared before the Committee to request extension of REC allocation which expire on November 10, 1994. Developer is in the process of addressing a unique set of circumstances and requests additional time to work out details; she stated that any excess RECs will be returned to the City. Ald. Woodard moved to extend allocated 151 RECS for one year, to • November 10, 1995. Seconded by Ald. D'Acquisto, motion carried. The Committee also reviewed with Beth Rummel her correspondence of August 2, 1994, consisting of the following concerns: Public Utilities Com. - Page 2 August 18, 1994 • 1. Water main extension - No determination was made at this time. 2. If water main is viable, petitioner would be required to request extension of WCA District. 3. The City has not determined water supply for future development in the area of Woods and Durham. 4. The City's policy in regard to the oversize cost for sewer and water is that the cost is the responsibility of the Developer; with possible cost sharing for upstream properties. City may negotiate some cost sharing or fee waiver in regard to lift station and interceptor. 5. The RCA (Reserve Capacity Assessment) covers all unassessable costs for oversized mains, etc. 6. Water main extension to service Luedke's property and/or Diekfuss property will be determined at time of development. 7. Water mains can be placed along side of the road, where possible. The Committee reviewed the lift station easement for Lakeview Highlands North. Ald. D'Acquisto moved to approve easement and • authorize Mayor and City Clerk to execute document. Seconded by Ald. Woodard, motion carried. Ms. Debra K. Gross appeared before the Committee to request sewer extension to a property on Hillendale Drive, south of Mill Valley School (W192 56632 Hillendale Dr.). The Committee directed Ms. Gross to meet with her adjoining property owner to determine if that property owner would be receptive to participating in a sewer main extension to be done by both property owners or the City. The Committee reviewed bill from Milwaukee Lead Works in the amount of $9,214.00 for seals, internal band, internal tool and valve gate. Ald. Woodard moved to approve payment. Seconded by Ald. D'Acquisto, motion carried. Sewer Usage Charge review for Marvin Stein was tabled as Mr. Stein did not appear. Mr. Stan Potrykus appeared before the Committee to request five (5) RECS for the Agenten property on Skylark Lane. Ald. Woodard moved to approve allocation. Seconded by Ald. D'Acquisto, motion carried. The Committee reviewed status of Well Investigating Site and noted that the contract for borings are due in this week. • The Committee discussed status of Water Reservoir Site. The City Engineers are proceeding with design and will be submitting final plans to DNR and PSC for approval. A revised Offer to Purchase Public Utilities Com. - Page 3 August 18, 1994 • has been sent to Waste Management which hopefully addresses all their concerns. The Committee discussed deferred Water Assessments and deferred until the September 15, 1994 meeting. The Committee reviewed the City Engineer's report on water extension to the Senior Housing/Boehm Property and Municipal Buildings and directed the City Engineers to come back with cost estimates for modified version of Option 3 as listed in their correspondence of June 16, 1994. The Committee reviewed the following bids received for the Hillendale Drive Water Main project (MW-16-94): Underground Pipeline $94,471.00 M. J. Construction, Inc. 98,030.00 Globe Contractors, Inc. 105,180.00 Reeseman's Excavating & Grading 119,363.50 D. F. Tomasini Contractors 97,635.00 Mainline Sewer & Water, Inc. 111,103.00 Rock Contractors, Inc. 101,105.00 Ald. D'Acquisto moved to recommend Awarding of Bid to Underground Pipeline at a cost of $94,471.00. Seconded by Ald. Woodard, • motion carried. The Committee reviewed request to prorate deferred sewer and water assessments for the Water Reservoir Site (Waste Management/City of Muskego). Ald. D'Acquisto moved to recommend approval of payment of the assessment as follows: Upon sale of frontage of 249.03 L.F. to the City, the payment of $5,107.24 of the deferred water assessment, plus interest from August 11, 1994 and $11,858.07 for the deferred sewer assessment, plus interest from August 11, 1994, shall be the responsibility of the City and attributable to that portion of the property being sold to the City; the owner shall remain responsible for payment of 150 feet of the remaining unsold parcel on the 10-year payment plan and the deferred assessment remaining on the unsold portion shall remain deferred. Seconded by Ald. Woodard, motion carried. Ald. Woodard moved to recommend Acceptance of Water Improvements for the Overlook Bay Apartments subject to all easements being in place. Seconded by Ald. D'Acquisto, motion carried. Nothing new to review as to exhibits for Champion Villages (CCV). Mr. Stan Potrykus appeared before the Committee to review sewer plans for Adrian Drive Extension (Lakeview Highlands -North). Ald. Woodard moved to approve three (3) REC allocations and sewer • plans. Seconded by Ald. D'Acquisto, motion carried. The meeting adjourned at 10:00 P.M.
