PUM19940120PUBLIC UTILITIES COMMITTEE - CITY OF MUSKEGO MINUTES OF MEETING HELD THURSDAY, JANUARY 20, 1994 The meeting was called to order at 7:05 P.M. by Chairman Sanders. Also present were Committee Member Woodard, Mayor De Angelis, Utility Supt. Scott Kloskowski, Rich Eberhardt from Ruekert & Mielke, and those per attached list. The Committee discussed the status of the following projects: Hillendale-North of Hwy L Sewer & Water - Nothing new to report. Southeast Sewer Project - Final design and routing being finalized by the City Engineers. Cooperative agreement with the City of Franklin being drafted. Finalizing of sewer plans on schedule. CCV-Champions Village - Nothing new to report. Boxhorn, Groveway, Ryan Sewer - Project is on schedule. Field work being completed. Mystic Drive/Foxboro North - Nothing new to report. Shagbark Lanes/College Ave. - Preconstruction held on IS Wednesday, January 19, 1994 and construction is scheduled to start on Monday, January 24, 1994. The Committee noted that there was no change in Status of REC allocation; there are 1423 RECs remaining. Utility Superintendent Kloskowski advised the Committee that he had spoke with Waukesha County Park & Planning and they are in the process of connecting to both sewer and water. The Committee reviewed proposed amendments to the Sewer Assessment Policy. Ald. Woodard moved to recommend approval. Seconded by Ald. Sanders, motion carried. The Committee requests that the City Clerk provide them with the amount of deferred assessments outstanding for remnant parcels as well as the amount of refund for those people who have already paid deferred assessments. Seconded by Ald. Sanders, motion carried. The request for sewer service for College Avenue, east of Lentini (Thiesenhusen) was removed from the agenda as the petitioner did not appear. The Committee reviewed request for Acceptance of Sewer and Water for Meadow Green, Meadow Green West, Meadow Green West • Addn. #1, and Meadow Green West Addn. #2. Ald. Woodard moved to recommend Acceptance of Water and Sewer Improvements for the Public Utilities Committee - Page 2 January 20, 1994 above subdivisions subject to receipt of approval letter from the City Engineers. Seconded by Ald. Sanders, motion carried. Mr. Mike Prattke and Mr. Don Ott, Waste Management, appeared before the Committee to discuss request for additional daily discharge of leachate at the Stone Ridge Landfill. Ald. Woodard moved to direct City Attorney to draft an amendment to the original sewer agreement to incorporate the following: Amend Section 14 of original agreement to exclude the requirement of purchase of additional sixteen (16) RCAS. A per day rate of fifty ($50.00) dollars be established for a base period of ninety (90) days. Maximum allowable daily discharge would be 50,000 gallons. There would be an allowance for four (4) thirty (30) day extensions. The agreement would commence on the first day that Waste Management would exceed the 16,600 gallon base flow per day. Waste Management would be responsible for payment of rate to MMSD at current rate. At the end of the last day paid for this amendment, this agreement would become null and void and the original terms and conditions would again be in full force with the following exception: FIFTY PERCENT (50%) of the monies collected could be put forth for the additional purchase of the 16 RCAs available to Waste Management if option exercised within ten (10) days of amendment termination. Seconded by Ald. Sanders, motion carried. The Committee reviewed fourth quarter MMSD report for 1993. Ald. Woodard moved to recommend approval. Seconded by Ald. Sanders, motion carried. The Committee reviewed fourth quarter Town of Norway report for 1993. Ald. Woodard moved to recommend approval. Seconded by Ald. Sanders. The Committee discussed status of Well Investigating Site. Northern Environmental has finished field work on the Benke property and will finish all field work by the first week of February. A report will be submitted to the City upon completion. • The Committee discussed status of Water Reservoir Site. The City Engineers have completed the Certified Survey Map for the Public Utilities Committee - Page 3 January 20, 1994 • property on Hillendale Drive and have submitted to Waste Management for their review. The Committee reviewed proposed amendments to the Water Assessment Policy. Ald. Woodard moved to recommend approval. Seconded by Ald. Sanders, motion carried. The Committee requests that the City Clerk provide them with the same information on deferred assessments outstanding for remnant parcels and amount of refund for those people who have already paid deferred assessments as previously requested for Sewer. There were no exhibits to review for the Candlewood Creek Subdivision. Mr. Lowe appeared before the Committee to review sewer and water plans for Appletree Estates. Ald. Woodard moved to recommend approval of plans noting that Mr. Lowe has agreed to increase the size of the watermain to 8 inches. Seconded by Ald. Sanders, motion carried.
