PUM1993121611 • n \J PUBLIC UTILITIES COMMITTEE - CITY OF MUSKEGO MINUTES OF MEETING HELD THURSDAY, DECEMBER 16, 1993 The meeting was called to order at 7:05 P.M. by Chairman David J. Sanders. Also present were Committee Members Schneider and Woodard, Utility Superintendent Scott Kloskowski, Richard Eberhardt (Ruekert & Mielke), and those per the attached list. Plan Director Matthew G. Sadowski arrived at 7:10 P.M. and left at 8:40 P.M., Mayor De Angelis and Ald. Misko arrived at 9:30 P.M. The Committee discussed the status of the following projects: Hillendale-North of HWY L Sewer & Water Nothing new to report. Southeast Sewer Proiect Nothing new to report. Boxhorn, Groveway, Ryan Richard Eberhardt advised that the field work is 75% completed. Mystic Drive/Foxboro North Nothing new to report. The Committee further reviewed proposed amendment to Chapter 21, for Mandatory Metering for Commercial Properties and deferred action until receipt of MMSD's revised Cost Recovery Procedure Manual. The Committee reviewed request for Acceptance of Improvements for Lake Point Estates Subdivision (sewer and water). Ald. Schneider moved to recommend approval of Acceptance of Improvements. Seconded by Ald. Woodard, motion carried. The Committee reviewed well and private sewage system evaluation report for property addressed W203 510342 North Shore Drive and placed on file. The Committee reviewed request from Town of Vernon for sewer service for a potential Industrial Park at the intersection of Hwy. 164 and I43. Rich Eberhardt informed the Committee that it is not feasible for the City of Muskego to serve that area. Ald. Schneider moved to deny request. Seconded by Ald. Woodard, motion carried. Mayor De Angelis will advise the petitioner. The Committee discussed proposed 1994 Sewer Projects and determined that the projects contemplated for 1994 for Public Utilities Committee - Page 2 December 16, 1993 • borrowing are Boxhorn, Groveway, Ryan project and Mystic Drive/Foxboro North project. The Committee reviewed with the Engineer's Report and following College Avenue Sewer Project: Rock Contractors D. F. Tomasini Contractors Underground Pipeline United Sewer & Water Reesman's Excavating Mainline Sewer & Water Super Excavators Globe Contractors Rawson Plumbing Rawson Contractors affected property owners the bids for the Shagbark Lanes and $38,727.00 $40,649.00 $29,124.00 $35,552.55 $35,423.75 $35,823.00 $36,082.00 $35,138.00 $36,443.50 $33,288.00 Ald. Schneider moved to recommend approval of low bid received from Underground Pipeline in the amount of $29,124.00. Seconded by Ald. Woodard, motion carried. Ald. Woodard moved to set the interest rate for the ten year payment plan for this project at 8%. Seconded by Ald. Schneider, motion carried. Scott Kloskowski discussed with the Committee business/commercial property owners who do not return the required employee surveys which determines sewer usage for their properties. Ald. Schneider moved to authorize Scott to Public Utilities Committee - Page 3 December 16, 1993 • assign the number of RECs for 1994 for all properties that have not returned the survey. Seconded by Ald. Woodard, motion carried. A letter will be sent advising of the Committee's decision. The Committee reviewed Status of REC Allocation and noted that there are 1423 remaining RECs. The Committee further discussed REC Charges for apartments/Condominiums and reviewed memorandum from City Clerk Jean Marenda dated December 9, 1993. The Committee determined the following: 1. All 2-bedroom and 1-bedroom condominiums are to receive a refund for their overpayment of 1994 Sewer Usage. 2. The method of charging per bedroom count for both apartments and condominiums refers to the annual sewer usage charges, and RCAs. No refunds will be given for the RCAs. 3. All condominiums will be charged by bedroom count. 4. The effective date of the ordinance will be the • anticipated date of publication of January 6, 1994. 5. The terminology of REC will be "1 REC minimum per building". The Committee reviewed status of Waukesha County Park sewer connection and requested that a letter be sent to Waukesha County reminding them of the one year deadline expiration for connection. The Committee reviewed the proposed amendments to the Sewer Assessment policy and no action was taken. The Committee discussed status of well investigation site. Phase II of the Geophysical study will begin in January of 1994. Permission for the field work has been obtained from the Muskego/Norway School District, the Niemann property on Woods Road, the Benke property on Woods Road and Waukesha County Park and Planning for a site in the County Park. Richard Eberhardt indicated to the Committee that a certified survey map for the Waste Management property on Hillendale Drive to be used for the Water Reservoir will be completed in early 1994. The Committee reviewed proposed amendments to the Water . Assessment Policy and no action was taken. Public Utilities Committee - Page 4 December 16, 1993 • C1 J Mr. Pete Barette and Fred Welch appeared to discuss water service to the Lakewood Meadows Subdivision. Nancy Payne, DNR, appeared before the Committee and gave a brief overview of well sitings within the boundaries of a landfill and indicated that some of the private wells in Lakewood Meadows and Lakeview Highlands will have to go through a variance process with the DNR. The Committee discussed with the above developers the requirements of a community well system. Correspondence from Ken Ward, Ruekert & Mielke, was reviewed regarding the City's request for a recommendation for front foot rates for water projects for 1994. It was stated that a review of the past projects revealed that this rate is still slightly short of being able to finance the projects to a point where they would become self-supporting. It was recommended that a 3% increase in the front rate be established for the 1994 calendar year. Ald. Woodard moved to recommend the following rates for 1994: Front Foot Rate for Residential $31.90 per ft. Front Foot Rate for Commercial/ Industrial $36.05 per ft. Seconded by Ald. Schneider, motion carried. The Committee determined that the lateral assessment cost will be set on a project by project basis. The Committee discussed proposed 1994 water projects and determined that the anticipated water projects for 1994 borrowing are the Well Siting and the Water Reservoir. Appletree Estates subdivider's exhibits were removed from the agenda at the developer's request. There was nothing new to discuss regarding possible water and sewer service to the proposed Candlewood Creek Subdivision. The meeting adjourned at 9:55 P.M. /cma Sincerely, Ald.
