MINUTES OF MEETING HELD THURSDAY, NOVEMBER 11, 1993
The meeting was called to order at 7:02 P.M. by Chairman
Sanders. Also present were Committee Members Schneider and
Woodard, Mayor De Angelis, Utility Superintendent Kloskowski,
Richard Eberhardt (Ruekert & Mielke) and those per the attached
list.
The Committee discussed status of the following projects:
Hillendale-North of HWY L Sewer and Water
Nothing new to report.
Southeast Sewer Project - Preliminary plans showing the area
needed for the liftstation have been sent to the Developer's
engineers for review.
Boxhorn, Groveway, Ryan - City Engineers are securing survey
field information.
Mystic Drive/Foxboro North - Nothing new has been received from
the Developer who will be extending sewers to specific
• properties on Mystic Drive.
The Committee reviewed REC allocation and acknowledged that
there have been no new requests and the total number of
connections available is 1374.
The Committee reviewed 1994 Sewer Budget. Ald. Woodard moved
to recommend approval. Seconded by Ald. Schneider, motion
carried.
The Committee reviewed information supplied by the Sewer
Utility Clerk in regard to the method of charging used by MMSD
for apartments and condominiums. Ald. Schneider moved to
retain the City's method of computing by bedroom count for
apartments and change condominiums to be consist with
apartments. Seconded by Ald. Woodard, motion carried.
The Committee deferred action on amendments to Sewer & Water
Assessment Policies until the December meeting.
The Committee discussed establishing of RCA rate for 1994.
Ald. Woodard moved to approve increase of RCA rate for 1994 as
follows:
New Construction $2,445.00
Existing 407.50
Seconded by Ald. Schneider, motion carried.

The Committee reviewed proposed amendment to Chapter 21, Sewer
10 Ordinance, for Mandatory Metering for commercial properties,
and deferred until the December meeting.
The Committee reviewed correspondence from the City Engineers,
dated November 10, 1993, commenting on the remedial
construction information sent to them that the City had
received from Waste Management. Ald. Woodard moved to have a
letter sent to Waste Management requesting a meeting to discuss
concerns of City Engineers and send a copy of the engineers
letter to Waste Management. Seconded by Ald. Schneider, motion
carried.
The Committee reviewed status of Well Investigation Site. Ald.
Schneider moved to recommend approval of City entering into a
contract for Phase II of the Geophysical Investigations with
Northern Environmental to further study the following three
sites:
1. Near the High School
2. In Plum Creek Subdivision
3. In Muskego County Park
Seconded by Ald. Woodard, motion carried.
The Committee noted that the engineers are working on surveying
the site for the proposed Water Reservoir.
is The Committee reviewed the 1994 Water Budget. Ald. Schneider
moved to approve draft of water budget. Seconded by Ald.
Woodard, motion carried.
The Committee reviewed request for water connection for the
Purdy property on Hillendale Drive (Tax Key 2232.983). Ald.
Schneider moved to allow lateral connection with no front foot
assessment for the additional 27.72 feet of frontage on the
newly created lot as designed on the attached sketch. Seconded
by Ald. Woodard, motion carried.
The Committee discussed request for water service for the
Candlewood Creek Subdivision. Options were discussed with
developer.
The Committee discussed establishing a WCA rate and Front Foot
Assessment rate for 1994. Ald. Schneider moved to recommend
approval of the following WCA rates for 1994:
New Construction $1,110.00
Existing 660.00
Seconded by Ald. Woodard, motion carried. The Committee
requested that a letter be sent to City Engineer Ken Ward
• asking his recommendation for a front foot assessment rate for
1994.

The Committee reviewed request for acceptance of sewer and
water improvements for Country Brook estates Phase I and II.
Ald. Woodard moved to recommend approval of acceptance.
Seconded by Ald. Schneider, motion carried.
The meeting adjourned at 10:05 P.M.
