MINUTES OF MEETING HELD MONDAY, OCTOBER 25, 1993
The meeting was called to order at 7:02 P.M. by Chairman
Sanders. Also present were Committee Member Woodard, Mayor De
Angelis, Utility Supt. Scott Kloskowski, Rich Eberhardt
(Ruekert & Mielke) and those per the attached list.
The Committee discussed the status of the following projects:
Hillendale North of Hwv. L
The Public Works Department has completed patching. It is the
intent of the Department to review in Spring of 1994 and do the
necessary repairs to prepare the road for overlay.
Southeast Sewer Pro
The City Engineers have advised that the engineering plans are
nearing completion and the force main route is being designed.
Boxhorn-Ryan-Groveway Sewer Project
The City Engineers have advised that the construction plans are
fifty percent completed.
• College/Lentini to Shagbark
The Committee reviewed engineering plans and authorized the
City Engineers to proceed with bidding process.
Mystic/Foxboro North
The City has not received any response to letter sent to Archie
Meinerz Trust asking that the City be notified if there is an
interest in sewer main extension.
The Committee reviewed report on status of REC Allocations and
noted that there are 1374 RECS available to be allocated.
The Committee reviewed draft of Sewer Budget and amended line
item Operating Supplies and Expense (110.5002.1000) from $1500
to $1,000.
There was no further information available on the proposed
amendments to the Sewer and Water Assessment Policies.
The Committee reviewed Subdivider's Procedural Manual. Ald.
Sanders moved to recommend amendment of the following:
• Section 1 C. 1. Incorporate that all residential
developments of five units or more will be required to
install a community well unless waived by the Committee.

• \ Seconded by Ald. Woodard, motion carried.
The Committee further reviewed Forced Hook-ups for properties
that were part of the Hillendale North of Hwy. L Sewer
Project. Ald. Woodard moved to grant an extension for Mr.
Gerald Mutza (Tax Key 2229.978) until June 30, 1994, subject to
stand-by charges continuing until date of connection. Seconded
by Ald. Sanders, motion carried. Supt. Kloskowski will secure
quote for the Lawrence Schmidt property (Tax Key 2229.990).
The Committee reviewed request for partial acceptance of
improvements of water main for Overlook Bay along with
correspondence from the City Engineers dated October 20, 1993
indicating that all water main related punch list items have
been completed with the exception of the hydrant on the west
side of the road across from the last building being too low.
State Statutes require that as a minimum there must be 18
inches between the ground and the nozzle. Ald. Woodard moved
to deny acceptance. Seconded by Ald. Sanders, motion carried.
The Committee discussed establishing policy for charging of
businesses and eight -family complexes. Ald. Woodard moved to
establish policy whereby all eight -family complexes and
businesses must install meters. The cost of the meters and
installation will be charged to the Sewer Utility. Seconded by
Ald. Sanders, motion carried.
Supt. Kloskowski discussed with the Committee a proposal
received for lateral television for Lake Denoon for inflow and
infiltration control. Ald. Sanders moved to accept General
Pipe Services proposal for twenty-one (21) houses at $190.00
per lateral per attached proposal. Seconded by Ald. Woodard,
motion carried.
Supt. Kloskowski reviewed with the Committee a proposal for
pump replacement at the Simandl Lift Station in the amount of
$4,924.00. Ald. Sanders moved to approve purchase from Account
#110.5006.1000, Equipment Replacement Fund. Seconded by Ald.
Woodard, motion carried.
Supt. Kloskowski reviewed with the Committee estimates received
from the City Engineers for the replacement of motor drives at
the McShane Lift Station. Ald. Sanders moved to approve
entering into engineering agreement for the upgrading of the
McShane Lift Station. Seconded by Ald. Woodard, motion carried.
The Committee reviewed request for sewer connection for Oak
Hill Drive for Henry Marohl. Ald. Woodard moved to grant
request for one sewer connection from manhole at the end of Oak
Hill Drive. Seconded by Ald. Sanders, motion carried.
The Committee reviewed 3rd quarter bill received from the Town
so of Norway in the amount of $12,549.66. Ald. Sanders moved to

recommend approval of payment. Seconded by Ald. Woodard,
motion carried.
The Committee reviewed the 3rd quarter billing from MMSD. Ald.
Sanders moved to approve payment of $150,459.37. Seconded by
Ald. Woodard, motion carried.
The Committee reviewed communication from Waste Management
regarding their anticipated increase in leachate discharge.
Ald. Sanders moved to send to City Engineer Ken Ward for his
review. Seconded by Ald. Woodard, motion carried.
The Committee reviewed draft of Water Budget.
The Committee reviewed status of sewer and water plans for
Appletree Estates along with City Engineers correspondence of
September 16, 1993. The Committee deferred action until
receipt of revisions.
The Committee reviewed sewer and water plans for Phase I and II
of the Country Club Villages for single family construction.
Ald. Sanders moved to approve sewer plans contingent upon final
approval from City Engineers and other approving agencies and
water distribution plans only. Seconded by Ald. Woodard,
motion carried.
The Committee removed review of exhibits for Candlewood Creek
Subdivision and Lakeview Highlands -North as there was nothing
to report.
Representatives from Northern Environmental appeared before the
Committee to discuss Phase II of investigation for future well
sites.
The meeting adjourned at 11:15 P.M.

Provide television inspection of residential laterals
to include equipment, labor, color video tape and
typewritten report.
General Pipe Services (GPS) personnel will do the
scheduling with residents upon receiving a list of
names, addresses and telephone numbers from the City.
Maximum length of each run will be 200 LF and is
dependent upon the structural integrity of the pipe.
If structural problems prevent the camera from
traveling the length of the pipe, the rate quoted below
will apply.
In the event roots prevent the camera form traveling
the length of the pipe, and GPS personnel believe root
cutting will. make a second attempt feasible, GPS will
root cut the line at an additional fee of $75.00 and
make a second attempt at no additional cost other than
the root cutting.
In the event a resident does not keep their appointment
with GPS personnel and/or if access to the line is less
than a 4 inch opening, a trip charge of $50.00 will
apply whether or not the resident reschedules.
Service Lateral Inspection: $190.00 each
Root Cutting (If Necessary): $ 75.00each
Resident Not Home (Trip Charge): $ 50.00 each
No Access (Trip Charge): $ 50.00 each
