PUM19930819*CORRECTED PUBLIC UTILITIES COMMITTEE - CITY OF MUSKEGO MINUTES OF MEETING HELD THURSDAY, AUGUST 19, 1993 The meeting was called to order at 7:03 P.M. by Chairman David J. Sanders. Also present were Committee Members Woodard and Schneider, Mayor De Angelis, Rich Eberhardt (Ruekert & Mielke), Utility Superintendent Scott Kloskowski, Ald. Misko and those per the attached list. The Committee reviewed the status of the following projects: Hillendale-North of Hwy L (Sewer and Water) Public Works Department will be patching bad spots in the road, time permitting. Supt. Kloskowski will continue to try to secure quotes for forced hookup for the Lawrence Schmidt property. Southeast Sewer Project Engineering continuing. The Committee reviewed status of REC allocations and noted that there were 1,483 RECS as of January 1, 1993, and 1,385 RECS left to allocate as of August 1, 1993. A report from the Sewer Utility Clerk was reviewed listing the following club houses that are not currently being charged: Overlook Bay Freedom Square American College Pioneer Center The Committee directed that the Sewer Utility Clerk follow the recommendation of MMSD and contact the above clubhouses to advise that they are required to install a meter, which will be their responsibility to maintain, and that the meter will be read on a quarterly basis to estimate a sewer usage charge. Rich Eberhardt, Ruekert & Mielke, discussed with the Committee the status of Settler's Creek sewer system, College Square sewer system and West Park Place sewer system. Ald. Schneider moved to recommend acceptance of improvements. Seconded by Ald. Woodard, motion carried. The Committee deferred further discussion on proposed amendments to the Sewer and Water Assessment policies until the September meeting in order to review recommendations that will • be forthcoming from the meeting with consultants scheduled for Thursday, August 26, 1993. Public Utilities Committee - Page 2 August 19, 1993 �1 Skip Brenden from the Muskego-Norway School District, appeared before the Committee to request hookup for the proposed District Office to be built west of the High School's current football field, on Woods Road, off of Jean Drive (Woodcrest Heights Subdivision). REC charges will be based on employee count. Ald. Woodard moved to approve connection. Seconded by Ald. Schneider, motion carried. Mr. Mort Bailey appeared before the Committee to request sewer connection for a property on the corner of Racine Avenue and College Avenue in the City of New Berlin for a convenience store/gas station/restaurant. Ald. Schneider moved to deny request due to problems with transferring RECs through MMSD between the City of Muskego and the City of New Berlin. Seconded by Ald. Woodard, motion carried. The Committee reviewed the Subdivider's Procedural Guide. The Committee reviewed the MMSD Capacity Allocation report and placed on file. The Committee reviewed Sewer Utility Clerk's request for direction on the REC charge for group homes. Ald. Schneider moved to classify group homes as residential units. Seconded by Ald. Woodard, motion carried. • Stan Potrykus and Mr. Belsha appeared before the Committee to request five sewer connections for a land division adjacent to Settlers Creek and Durham Drive; three connections off of Hidden Creek Court (Settlers Creek) and two off of Durham Drive. Ald. Woodard moved to approve the five connections. Seconded by Ald. Schneider, motion carried. No action was taken by the committee on the Seefeld claim (Kristin Downs) as the party did not appear. The Committee reviewed revised Environmental Technologies. A Attorney for review. contract from Northern copy has been sent to the City There was nothing new to report on the proposed water reservoir site. The Committee review bill from Underground Pipeline, Inc. in the amount of $9,500.00 for additional footage for water loop connection between Meadow Green West and Kristin Downs Subdivision. Ald. Woodard moved to approve payment. Seconded by Ald. Schneider, motion carried. The Committee directs the City Engineer to research whether the developer of Meadow Green West installed the correct amount of water main and, if not, the additional cost will be charged to the developer. The Committee reviewed the sewer plans for Lakewood Meadows Addn. #1 and directed the City Engineers to forward the plans Public Utilities Committee - Page 3 August 19, 1993 to MMSD. They also reviewed the water plans and noted that the • well information was incomplete and that the water plans have to be resubmitted to the Committee for approval with all the required data. • The Committee reviewed sewer plans for Foxboro North and recommend approval. They also discussed the layout for the connections to properties off of Mystic Drive and determined that the mains will be installed in the back of the properties. The Mayor will coordinate a meeting between the affected property owners and the engineer for the project to discuss design and cost. Rich Eberhardt discussed with the Committee several questions on the recently submitted water plans for Candlewood Creek, Phase I. The Committee directed that fire hydrants be placed at the intersections of Woods Road/Kathryn Drive and Woods Road/Stanwood Blvd. They also require that the water main extensions at these intersections be clear of the pavement and the water main in linwood Drive be extended to the limits of Phase I.
