MINUTES OF MEETING HELD THURSDAY, JUNE 17, 1993
The meeting was called to order at 7:05 P.M. by Chairman
Sanders. Also present were Committee Members Schneider and
Woodard, Mayor De Angelis, Utility Superintendent Kloskowski,
Richard Eberhardt (Ruekert & Mielke), and those per the
attached list. Ald. Schneider left at 8:30 P.M.
The Committee reviewed the status of the following projects:
Hillendale-North of Hwy. L Sewer & Water
The City Attorney is working on a resolution to the problem.
Valley/Lions Drive/Pioneer Water Project
Final restoration being completed.
Southeast Sewer
City Engineers are continuing field work.
Utility Superintendent presented the final REC status figures
to the Committee. It was noted that the City has 1,483 REC
• connections left to allocate as of January 1, 1993.
The Committee reviewed proposed Sewer and Water Assessment
policies along with comments from the City Engineers dated June
17, 1993. The Committee deferred action pending review of
engineer's comments by staff.
The Committee reviewed report from Sewer Utility Clerk
regarding number of existing clubhouses in the City. The
Committee directs the Sewer Utility Clerk to research MMSD's
method of charging for clubhouse/pool arrangements.
The Committee reviewed with Richard Eberhardt, Ruekert &
Mielke, the status of their request for an analysis of the
existing and remaining capacity of the sewer system in the
Woodcrest Area -Woods Road for option for the proposed
administration building and future school for the
Muskego/Norway School District. The Committee directs the City
Engineers to supply sewer flow capacities for Woods Road site
to school officials.
Request for connections for Mr. John Witunski, City of
Franklin, was removed from the agenda at the petitioner's
request.
Mr. Stan Potrykus and affected property owner, Judith Strampe,
appeared before the Committee to further discuss the
Committee's previous recommendation on theoretical assessments I
for the Ludwig/Strampe property at the May 20, 1993 Public J

Utilities Committee meeting. Ald. Schneider moved that lot 1,
as well as lot 3, receive a theoretical assessment at the
latest project rate of $43.16 and that there will be no
reimbursement for lot 3 as stated in the May 20, 1993 minutes.
Seconded by Ald. Woodard, motion carried.
The Committee reviewed memorandum from City Clerk Jean Marenda
regarding request for C. Spitzner for additional proration of
sewer and water assessments. A previous proration was approved
and a portion of the assessments have been paid. Under the
"50%" policy, up to 189.44 ft. could be sold before the total
Water Deferred Assessment would come due, and up to 359.44 ft.
could be sold before the total Sewer Deferred Assessment would
come due. Ald. Sanders moved to recommend approval of
requested additional proration indicating that upon sale, the
balance due on the lateral(s) for the lot(s) sold would also
come due. Once 50% is sold, the entire balance of the deferred
assessments would come due, as well as all the laterals, except
one which could remain on the payment plan with the 150'
assessment. Seconded by Ald. Woodard, motion carried.
There were no new reports on the status of Well Site
Investigation.
The Committee discussed interpretation of "Expansion of
• Property" as it related to deferred water assessments. A
clarification is needed concerning deferred water assessments
on commercial or industrial properties that have been
remodeled. The Final Resolutions for the MW-3 and MW-5
projects state that the assessment is deferred until: "(c)
Upon issuance of a building permit for major expansion of
commercial or industrial property which is an expansion costing
a total of $25,000.00 or more." The Committee determined that
"expansion" should be considered an addition to the building,
not remodeling.
The Committee reviewed water rate increase and need to
determine implementation date. Ald. Sanders moved to implement
water rate increase to begin with the 3rd Quarter, with late
payment charge to be 30 days after due, not 20 days. Seconded
by Ald. Woodard, motion carried.
Superintendent Kloskowski advised the Committee of recent water
quality complaints with several residents of Kristin Downs
Subdivision and a recent program that has been started, at the
request of nine (9) residents in the Subdivision, to flush
inside plumbing.
The Committee discussed Community Well requirements for new
developments and request that this item be put on the July
. agenda, as well as a discussion of the Lake Ridge Apartments.
