PUM199210289 U PUBLIC UTILITIES COMMITTEE - CITY OF MUSKEGO MINUTES OF MEETING HELD OCTOBER 28, 1992 The meeting was called to order at 7:00 P.M. by Chairman Sanders. Also present were Committee Member Misko, Mayor Salentine, Ald. Dumke, Utility Superintendent Scott Kloskowski and those per the attached list. The Committee discussed status of the following water and/or sewer projects: Hillendale, North of Hwy. L Sewer and Water - Repairs are still be completed. Highway L West to Crowbar Sewer - Restoration has been completed. Pioneer Drive Exte Superintendent Klowkowski advised Committee that he is awaiting an answer from Mrs. Lindhorst as to whether or not she is interested in a water extension and, if she is, he will then contact the property owner who has written requesting water service. Southeast Sewer - Still awaiting MMSD approval of Facilities Plan. The Committee reviewed status of Woods Road properties abutting the Plum Creek Development. All abutting property owners requesting sewer service through the Plum Creek Development have signed the necessary Waiver of Assessments. It was noted that the City has not received a response to its inquiry of MMSD as to what the charges would be to connect a property in the City of Franklin, bordering the City of Muskego, to the City of Muskego's sewer system. Several property owners were in attendance as a result of the Committee requesting their attendance and input on a possible sewer extension to their properties from the Foxboro North Subdivision. The Committee deferred action until the Reich and Mayer properties can be contacted as they have not responded to the City's communication. Ald. Misko moved to correct the Committee minutes of August 20, 1992, the second paragraph under "Valley/Lions Park Extended Water to read: Stan Potrykus appeared before the Committee and presented cost figures for connection of the two properties on Kelly Drive (Tax Key 2195.977.001 & 2195.976) to sewer and water at a cost of $5,910.38 and to connect one parcel (Tax Key 2195.977.004) to water at a cost of $3,713.68. The City Clerk is directed to secure Waivers of Assessments for the above three properties. Seconded by Ald. Sanders, motion carried. Public Utilities Committee - Page 2 October 28, 1992 • Discussion on sewer hookup for property on Mystic Drive was deferred to November meeting. Discussion on status of sewer improvement for the Meadow Green West Addn. #3 was deferred to November meeting. The Committee reviewed the 1993 Sewer Budget and a determination was made that the sewer usage fee will remain at $375.00 for 1993. The Committee discussed policy established by adoption of the Public Utilities Committee meeting of December 8, 1988 (copy attached) which states that if a development is within 1000 feet of existing sewers, the development must connect to sewers; if a development is more than 1000 feet from existing sewers, it could be serviced by a holding tank, mound system or septic system. Ald. Sanders moved to repeal above policy as the policy was originally established to coincide with the City's contract with MMSD as that is how the City was charged for capital costs; this is no longer in effect with new contract. Seconded by Ald. Misko, motion carried. Discussion was held on the Sewer Extension Permit fee and the Committee determined that it is necessary to fill out a Sewer Extension Permit and submit fee prior to requesting sewer • extension from the Public Utilities Committee; fee being $100.00 per category. If the request is not granted, the petitioner will be refunded all monies with the exception of $25.00 per category which is considered to be an administrative fee. The Committee also discussed length of time that sewer connections are granted and deferred to the Finance Committee with no recommendation. The Committee reviewed Sewer Extension Permit for a two lot division on School & Gold Drive for Paul DeAngelis. Ald. Sanders moved to approve extension. Seconded by Ald. Misko, motion carried. The Committee reviewed Sewer Extension Permit for a 151 single family development (Candlewood Creek)'on Woods Road & Durham Drive (Schaefer property). The Committee deferred to the November meeting. Mr. Roman Iwinski appeared before the Committee to request further reconsideration of request to waive meter requirement for two family home addressed S81 W17170 Moonlight Drive. The builder installed only one meter and the Ordinance states that multi -unit dwelling shall be served by individual meter water service to each unit. Upon further discussion, the Committee agreed to waive meter requirement. • The Committee deferred action on list of properties who have not complied with mandatory well testing until November meeting. Utility Superintendent Kloskowski advised the Committee of the status of the watermain leak on Janesville Road. The minutes of the previous meeting were reviewed and placed on file.
