UTILITIES COMMITTEE - CITY
OF MUSKEGO
MINUTES
OF MEETING HELD AUGUST 20,
1992
The meeting was called to order at 7:02 P.M. by Chairman
Sanders. Also present were Committee Members Schneider and
Misko, Mayor Salentine, Utility Superintendent Kloskowski,
Steve Schultz from Ruekert & Mielke and those per the attached
list.
The minutes of the previous meeting were reviewed and placed on
file.
The Committee reviewed the status of the following projects:
Hillendale North of Hwy. L Sewer and Water
The City Attorney and City Engineer are working to secure
liquidated damages.
Highway L West to Crowbar Sewer
Project has been completed. Awaiting approved As-builts from
MMSD.
Valley/Lions Park Extended Water
DNR approval has been received and the City is waiting for
Chapter 30 permit.
Stan Potrykus appeared before the Committee and presented cost
figures for connection of the two properties on Kelly Drive
(Tax Key 2195.997.001 & 2195.996) to sewer and water at a cost
of $4,910.38 and to connect one parcel (Tax Key 21955.997.004)
to water at a cost of $3,713.68. The City Clerk is directed to
secure Waiver of Assessments for the above three properties.
Southeast Sewer
Nothing to report.
The Committee discussed status of sewers to the proposed Denoon
Point Estates Subdivision and reviewed correspondence from the
attorney for the Norway Sanitary Sewer District to the City of
Muskego's City Attorney dated August 12, 1992. Mayor Salentine
and Scott Kloskowski will meet with the Town of Norway Sanitary
Sewer District Commissioners to discuss the proposed
Inflow/Infiltration program and its effectiveness.
The Committee reviewed updated figures on Capacity Utilization.

The Committee discussed sewer laterals to properties on Woods
Road abutting Plum Creek Subdivision. Mr. John Parker and Mr.
George Henneberry appeared before the Committee. Mr.
Henneberry is interested in water hookup and will advise the
City of his intention as to a sewer hook-up. Mr. Parker is
interested in both a sewer and water hook-up. The cost figures
from the Developer will be sent to the four property owners
along with a waiver of assessment.
The Committee reviewed quotes for forced hook-ups. Only quote
received was from John Lang for the following properties:

Ald. Sanders moved to direct Scott Klowkowski to negotiate
revised quotes from John Lang that would not include the cost
of water extension and recommended Council approval of revised
quotes. Seconded by Ald. Misko, motion carried.
• Request for sewer service for property on Woods Road in City of
Franklin bordering City of Muskego was deferred to September
meeting by petitioner, John Witunski.
The Committee reviewed correspondence received from Mike Kaerek
advising the City that he had terminated his agreement with
Doug Eiche for purchase of his property for proposed Lake Point
Estates West Addn. #1. Mayor advised Committee that the
parties have resumed negotiations.
Discussion on the RCA and Sewer Service Area was deferred to
September meeting.
The Committee reviewed Attorney Molter's letter of July 29,
1992, inquiring if he should be preparing a legal opinion on
the Diefkuss sewer request. The Committee determined that no
further action is required.
The Committee reviewed Deferred Assessment for the Spitzner
property.
Further discussion was held on the Water Tower Site. Ald.
Sanders and Mayor Salentine will scheduled a meeting with the
Waste Management representative to find out if site #2 and #3B
would be available to the City and at what cost. It will be
necessary to secure permission for the City to proceed with
soil borings.

The Water Utility Clerk supplied the Committee with a list of
properties that have not responded to the mandated well testing
and those whose properties have not secured a safe sample. The
Committee directed that letters be sent to all of the above
properties indicating that the City will start process for
forced connections and well abandonments.
The Committee reviewed water system for Country Club Villages
and determined that the County Club Villages would be required
to install fire hydrants on their water systems.
The meeting adjourned at 9:45 P.M.
