MINUTES
OF MEETING HELD MAY
21, 1992
The meeting was called to order at 7:00 P.M. by Chairman
Sanders. Also present were Committee Members Schneider, Misko,
Mayor Salentine, Utility Superintendent Scott Kloskowski and
those per the attached list.
The Committee reviewed the status of the following projects:
Hillendale-North of Hwy. L Sewer & Water - It was noted
that the Bonding Company sent notification of proceeding to
secure bids for the repair work.
Hwy. L West to Crowbar Road - Work has been completed and
restoration is being started.
Valley/Lions Pk. Extended Water - Plans have been completed
and a Chapter 30 permit has been applied for to allow storm
sewer connection to the corner of Pioneer Drive.
Southeast Sewer Project - A Preliminary Plat has been
submitted to the City indicating 243 lots.
Valley View Sewer & Water Project - Correspondence was
received from Lakes Area Excavating, Inc. dated April 28, 1992,
requesting an extension for finalization of topsoil and seeding
until June 15, 1992. The Committee denied request because the
Utility Superintendent was of the opinion that work was
substantially completed.
Woods Rd. West of Woodside Estates Water - Project is nearing
completion.
The Committee further discussed Lake Denoon Sewer and Denoon
Point Estates Subdivision. Ald. Sanders moved to send
correspondence from the Town of Norway's attorney, Thompson
Coates, dated May 12, 1992, to the City Engineer and City
Attorney for review to determine if the contract is properly
being interpreted.
The Committee discussed sewer capacity for the Diekfuss
property as the paragraph from the Public Utilities Committee
minutes of April 16, 1992 were deleted at the Common Council
meeting of May 12, 1992. Ald. Schneider moved to deny request
to extend sewer interceptor from Sandy Beach Road because the
present interceptors have design capacity to utilize the
present sewer allocations that are available under the MMSD
contract. Seconded by Ald. Sanders, motion carried. A copy of
. these minutes will be sent to Mr. Diefkuss' attorney.
The Committee reviewed the drafting and installation standards
for sewer and water developments. Ald. Schneider moved to

approve standards for all developments in the City of Muskego.
Seconded by Ald. Misko, motion carried. These standards will
be given to all developers by the Plan Department.
Mr. Ervin Hummer, W145 56486 Tess Corners Drive, appeared
before the Committee to request an adjustment to the amount of
RECs assigned to his property. The property is currently
assigned 1-1/4 RECs for a resident and business and Mr. Hummer
indicated that his employees meet at the beginning of the day
and at the end of the day. Ald. Misko moved to amend records
to indicate that the storage building on Mr. Hummer's property
is not required to have a 1/4 REC allocation. Seconded by Ald.
Schneider, motion carried.
The Committee reviewed request for sewer allocations for 35
connections for Stoney Creek development. The Committee is
receptive to the submittal of a 8" sewer main for MMSD approval
if the petitioner decides to go with a main rather than a
private lateral. The Committee is also receptive to the
residential lot that is adjacent to the potential main being
connected to that main providing that the developer dedicate to
the City the 8" main to the first manhole along with as
easement for maintenance. Ald. Misko moved to approve
connections. Seconded by Ald. Schneider, motion carried.
• New Berlin residents, Al and Kathy Rhyner (6230 So. Martin
Drive) appeared before the Committee to request sewer
connection for his property on Martin Drive. Ald. Misko moved
to deny connection since New Berlin hasn't settled their FLOW
dispute with MMSD and there is no way to transfer allocations
from one city to the other. Seconded by Ald. Schneider, motion
carried.
Ald. Sanders moved to recommend acceptance of water and sewer
improvements for the Woodcrest Heights Subdvision subject to
completion of punch list. Seconded by Misko, motion carried.
The Committee reviewed request for sewer connections for Plum
Creek Development. Ald. Schneider moved to approve 217 RECs
(residential equivalency connections). Seconded by Ald.
Sanders, motion carried.
Mrs. Helen Just (W194 56945 Hillendale Drive) appeared before
the Committee to request a time extension for connecting her
home to the sewer system by the required connection date of May
30, 1992. Ald. Schneider moved to deny request and to direct
the Utility Superintendent to secure quotes for forced hook-up
which will be reviewed at the June 18, 1992 Public Utilities
Committee meeting. Seconded by Ald. Misko, motion carried.
The property owner was advised that a standby charge commences
• on May 31, 1992.
Utility Superintendent Kloskowski reviewed with the Committee
his request to hire temporary summer help due to one employee

being absent on workmen's compensation. Ald. Sanders moved to
approve at the rate of $7.42 per hour. Seconded by Ald. Misko,
motion carried.
The Committee reviewed the quarterly MMSD Flow report and
placed on file. The Committee also discussed the requested
information from the Public Utilities Committee meeting of
April 16, 1992, for determination if the budgeted dollars are
adequate for the non-WPAP billing. The Utility Superintendent
reported that the figures were less than budgeted because the
pay request is actual cost spent and the City of Muskego's
sewer budget is established upon non-WPAP costs as budgeted by
MMSD.
The Committee reviewed SCADA Engineering Agreement Amendment
for engineering services on the water control and lift station
monitoring SCADA project. The dollar amount has been reduced
to $2,200 because the lift station for Denoon Point Estates is
not being built at this time. In the future, SCADA connection
charges are to be paid by the Developer. Ald. Misko moved to
approve amendment. Seconded by Ald. Schneider, motion carried.
The Committee reviewed Sewer Extension Allocations and noted
that letters have been sent to affected developers requesting
their intentions.
• Mr. and Mrs. Terry Frahmann appeared before the Committee to
request an extension for connecting to the Hwy L sewer main.
The Public Utilities Committee had previously granted an
extension from February 10, 1992 to April 20, 1992. The
Committee recognized that a contractor has been obtained and
will be securing a permit for connection. In the event that a
permit has not been secured by the June 18, 1992 Public
Utilities Committee meeting, the Utility Superintendent will
secure quotes to implement a forced hook-up. The property
owner was notified that a standby charge will be in effect as
of February 11, 1992.
The Developer for the Eiche property appeared before the
Committee to request eighty-one (81) RECs for a single family
development on the piece of property located on Lannon Drive.
Ald. Schneider moved to approve request. Seconded by Ald.
Misko, motion carried.
The Committee reviewed request for reimbursement for water
extension and acceptance of partial improvements for the Lake
Point Estates Subdivision. Aid. Misko moved to approve payment
out of Water Utility of $13,049 to the Developer of Lake Point
Estates Subdivision subject to completion of the punch list.
Seconded by Ald. Sanders, motion carried.
• The Committee discussed Water Tower site and Ald. Schneider
moved to defer until June 16, 1992 meeting in order to discuss
with affected residents.

The sewer and water plans for the Foxboro Subdivision were
approved and the Committee authorized three (3) sewer
connections to the Rae property and one (1) sewer connection to
the existing home on Mystic Drive. The Developer will discuss
the cost of providing sewer laterals to the Rae property with
Mrs. Rae. The Developer was also required to extend sewers to
the center of the road on Mystic Drive and a lateral is tobe
placed from the manhole to the property line right-of-way with
the cost being reimbursed by the City to the Developer. These
costs are to be provided to the Public Utilities Committee for
review.
