PUM1991111440 PUBLIC UTILITIES COMMITTEE - CITY OF MUSKEGO MINUTES OF MEETING HELD NOVEMBER 14, 1991 The meeting was called to order at 7:05 P.M. by Co -Chairman Hilt and Co -Chairman Simmons. Also present were Committee Member Sanders, Mayor Salentine, Ald. Dumke, Utility Superintendent Kloskowski, Information Systems Director Joe Sommers and those per the attached list. The Committee reviewed status of the following sewer/water projects: Woods Road -South Sewer & Water Project - Completed Hillendale/Lembezeder/Wentland/Tans Sewer Project- Completed Hillendale-North of H . L Sewer & Water Pro- Superintendent is working with contractor to at the VFW which was inadvertently omitted. Superintendent is working with contractor to restored in damaged areas caused by settling. ect - Utility install water service Public Works have pavement Highway L - West to Crowbar Sewer Project- Ald. Simmons moved to direct City Engineers to bid the project. This will be a Spring 1992 project. Seconded by Ald. Hilt, motion carried. Valley View Heights Sewer & Water Project - The mains and laterals have been completed. Restoration of roads and ditches need to be completed. Lakes Area Contractors have asked for an extension for paving from November 15th to December 1st, subject to extension of warranty time for an additional year which would be to December 1, 1993. Lakes Area Excavating also requested a May 30th extension of finalization of top soil and seeding and Superintendent Loughney recommended a May 15, 1992 deadline. Ald. Simmons moved approve requests subject to a May 15, 1992 deadline for finalization of top soil and seeding. Seconded by Ald. Hilt, motion carried. Woods Road -West to High School Water Project - action deferred. Kelly Drive Sewer & Water Project- The City is waiting for road dedication from the property owner. The Committee discussed Sewer & Water Assessment Policy. It was determined that upon land division, all deferred assessments will become due. Any proration requests will be addressed by the Public Utilities Committee on a one -by -one basis. The Committee reviewed the City Clerk's memorandum of September 19, 1991, regarding properties with a minimal amount of footage over 150' �\ and determined that any amount over 150' will remain deferred and not added to the non -assessable. Public Utilities Committee - Page 2 November 14, 1991 to The City if awaiting information from City Engineer Ken Ward on status of sewer service amendment for Highway 45 Corridor. Scott Krause appeared before the Committee to discuss sewer main extension to Southeast portion of the City. The proposed financial agreement was reviewed along with proposals from Scott Krause. Further meetings will have to be held and Ald. Dumke agreed to meet with the Mayor, Scott Krause and Financial Consultant on Friday, November 15, 1991. The Committee clarified the sewer request for service to the Altman property in the City of New Berlin. The Committee was under the assumption that the request was for a parcel on which a building had been razed, but now learns that it is a request for a new connection for a different property. Ald. Hilt moved to deny request. Seconded by Ald. Simmons, motion carried. The Committee reviewed the 1992 Sewer Utility Budget and recommended approval. The Sewer Usage Rate is recommended to remain at $375.00. The dollars budgeted for the SCADA System for the Sewer & Water Utilities, $134,400, will be split evenly rather than according to the recommendation of the City Engineers. The City has been receiving numerous inquiries as to the availability of sewers to approximately 4 1/2 acres of land east of Racine Avenue that is owned by Dale Dawson. Superintendent Kloskowski advised the Committee that the most likely route for sewer service to this parcel would be through the Lakeview Highland Subdivision. The Committee reviewed MMSD Collection System Controls -Phase III which requires a permanent easement to connect flow monitoring equipment to the sewer system. This easement is located on the parcel which the Historical Society now leases from the City. Ald. Hilt moved to recommend signing of easement documents and refers the allocation of funds received to the Finance Committee. Seconded by Ald. Simmons, motion carried. Stan Potrykus appeared before the Committee to request sewer connection for the Paepke property on Lannon Drive. The Committee determined that there will be no front foot assessment for the property because it will be connected to a sewer main extended by a private developer. The request for road opening was referred to the Public Works Committee. The Committee reviewed correspondence from the City Clerk regarding City Attorney opinion on Sewer Utility Ordinance. Attorney Molter has reviewed both Section 3.10 and Chapter 21. His opinion states that the provisions in Section 3.10 which are still important to retain have already been incorporated into • Chapter 21. He feels that Section 3.10 should be repealed in its entirety. Ald. Simmons moved to recommend adoption of an ordinance repealing Section 3.10 of the Municipal Code. Seconded by Ald. D. Sanders, motion carried. Public Utilities Committee - Page 3 November 14, 1991 40 Correspondence dated November 5, 1991, from Waukesha Park & Planning was reviewed which requested that the Muskego Park sewer connection deadline be extended to November 1, 1993, due to the extensive sewer system required to provide sewer connections to the buildings and facilities located within the park. All but one of the buildings to be serviced by public are located 1,000 feet from the sewer main. This request is being made to provide the Waukesha County Park and Planning Department with additional time to determine the buildings to be served and to obtain the necessary approvals. Ald. Simmons moved to approve. Seconded by Ald. D. Sanders, motion carried. Utility Superintendent Kloskowski advised the Committee that his department has started inspecting for illegal sump pump connections. The Committee reviewed correspondence from MMSD on 1990 Capacity Utilization and placed on file. Mr. Ed Lambert, representing the Suburban Heights Subdivision (Froehlich) appeared before the Committee to request private wells for Phase I of his proposed development. Phase I lots presently abut Hillendale Drive or Lembezeder Drive. Ald. Hilt moved to allow private wells for Phase I of the Suburban Heights Subdivision only. Seconded by Ald. Simmons, motion carried. A Community Well will be constructed to serve Phase II and Phase III of the development. Mr. Harold DeBack appeared before the Committee to discuss the Woods Road -West Water Project. The Committee deferred action and requests that the affected property owners (Nieman, Rausch and Muskego High School) be invited to the December 19th meeting. The Committee reviewed the ISO Fire Rating reports and noted that the new rates have improved from Class 5 to Class 4 throughout the Water Utility area. This rate will effective December 1, 1991. Utility Superintendent Kloskowski reviewed with the Committee the City Engineers recommendations for 1992 Water Utility renovations. Ald. Hilt recommended to approve improvements to Well #2 in the amount of $40,500, per City Engineer's report dated September 27, 1991, which include the following: Well No. 2 Improvements 1. Install engine to operate pump during a power outage inc. concrete base, engine, coupling, right angle drive and controls $27,000 2. D. Sanders, motion carried. Joe Sommers appeared before the Committee to request purchase of a printer in the amount of $492.00 for the PC for the Utility Clerk which was a 1991 Budgeted item. Ald. Hilt moved to approve purchase. Seconded by Ald. D. Sanders, motion carried. Mr. Don BeeBe, representing the Overlook Bay apartments (Lake Forest) appeared before the Committee to request an additional 4 RECs due to the change in the number of 1 and 2 bedroom apartments. Mr. BeeBe also requested REC allocation for the anticipated Clubhouse. Ald. Simmons moved to approve additional 4 RECs and whatever REC allocation is required for the Clubhouse, according to the MMSD chart. Seconded by Ald. D. Sanders, motion carried. Stan Potrykus appeared before the Committee and supplied sewer plans for the Harold DeBack sewer extension on Woods Road, west of • Racine Avenue. The plans were approved subject to a 20 ft. easement being secured on the east end of the property to have access to the manhole. The meeting adjourned at 11:30 P.M. ca • Respectfully submitted, Ald.
